Pennsylvania Heads or Tails Instant Lottery Game 1304

 Under the State Lottery Law (72 P.S. §§ 3761-101—3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

 1. Name: The name of the game is Pennsylvania Heads or Tails (hereinafter referred to as ''Heads or Tails''). The game number is PA-1304.

 2. Price: The price of a Heads or Tails instant lottery game ticket is $1.

 3. Play Symbols: Each Heads or Tails instant lottery game ticket will contain one play area. The play area will contain a ''WINNING NUMBERS'' area and a ''YOUR NUMBERS'' area. The play symbols and their captions located in the ''WINNING NUMBERS'' areas are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN) and 20 (TWENT). The play symbols and their captions located in the ''YOUR NUMBERS'' area are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), an H (HEADS) symbol and a T (TAILS) symbol.

 4. Prize Symbols: The prize symbols and their captions located in the ''YOUR NUMBERS'' area are: FREE (TICKET), $1.00 (ONE DOL), $2.00 (TWO DOL), $5.00 (FIV DOL), $10.00 (TEN DOL), $20.00 (TWENTY), $25.00 (TWY FIV), $40.00 (FORTY), $100 (ONE HUN) and $1,000 (ONE THO).

 5. Prizes: The prizes that can be won in this game are: Free $1 ticket, $1, $2, $5, $10, $20, $25, $40, $100 and $1,000. A player can win up to 4 times on a ticket.

 6. Approximate Number of Tickets Printed For the Game: Approximately 9,600,000 tickets will be printed for the Heads or Tails instant lottery game.

 7. Determination of Prize Winners:

 (a) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $1,000 (ONE THO) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $1,000.

 (b) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $100 (ONE HUN) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $100.

 (c) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $100 (ONE HUN) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $100.

 (d) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $40.00 (FORTY) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $40.

 (e) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $40.00 (FORTY) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $40.

 (f) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $25.00 (TWY FIV) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $25.

 (g) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $25.00 (TWY FIV) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $25.

 (h) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $20.00 (TWENTY) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $20.

 (i) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $20.00 (TWENTY) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $20.

 (j) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $10.00 (TEN DOL) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $10.

 (k) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $10.00 (TEN DOL) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $10.

 (l) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $5.00 (FIV DOL) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $5.

 (m) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $5.00 (FIV DOL) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $5.

 (n) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $2.00 (TWO DOL) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $2.

 (o) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $2.00 (TWO DOL) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $2.

 (p) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of $1.00 (ONE DOL) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of $1.

 (q) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols is an H (HEADS) symbol or a T (TAILS) symbol and a prize symbol of $1.00 (ONE DOL) appears in the ''Prize'' area under that H (HEADS) symbol or T (TAILS) symbol, on a single ticket, shall be entitled to a prize of $1.

 (r) Holders of tickets upon which any one of the ''YOUR NUMBERS'' play symbols matches either ''WINNING NUMBERS'' play symbol and a prize symbol of FREE (TICKET) appears in the ''Prize'' area under the matching ''YOUR NUMBERS'' play symbol, on a single ticket, shall be entitled to a prize of one Heads or Tails instant lottery game ticket or one Pennsylvania Lottery instant game ticket of equivalent sale price which is currently on sale.

 8. Number and Description of Prizes and Approximate Odds: The following table sets forth the approximate number of winners, amounts of prizes, and approximate odds of winning:

Reveal an ''H'' (HEADS) symbol or a ''T'' (TAILS) symbol, win prize shown under either symbol automatically.

 Prizes, including top prizes, are subject to availability at the time of purchase.

 9. Retailer Incentive Awards: The Lottery may conduct a separate Retailer Incentive Program for retailers who sell Heads or Tails lottery game tickets.

 10. Retailer Bonus: The Lottery may offer a retailer bonus in connection with the sale of Pennsylvania instant lottery game tickets. If a retailer bonus is offered, a Lottery retailer shall be eligible for a bonus as described in this section. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $100,000 and not exceeding $500,000 shall be paid a bonus of $500. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $500,001 and not exceeding $1,000,000 shall be paid a bonus of $5,000. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $1,000,001 and not exceeding $10,000,000 shall be paid a bonus of $10,000. A Lottery retailer is entitled only to the largest bonus for which he qualifies on a winning ticket. A bonus will be initiated for payment after the instant ticket is claimed and validated. A bonus will not be awarded to a Lottery retailer that sells a non-winning Pennsylvania Lottery instant ticket used to enter a Pennsylvania Lottery second-chance drawing or promotion that is subsequently selected to win a prize.

 11. Unclaimed Prize Money: For a period of 1 year from the announced close of Heads or Tails, prize money from winning Heads or Tails lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Heads or Tails lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

 12. Governing Law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P.S. §§ 3761-101—3761-314), 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

 13. Termination of the Game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Heads or Tails or through normal communications methods.
