NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. Mill Hall, PA 17751Clinton Plan Description: The approved plan provides for upgrades to the Clinton County Sewer Authority's Draketown Regional Pump Station and replacement of approximately 850 feet of 8 inch cast iron forcemain under Bald Eagle Creek through a combination of directional drilling and open cut. Both the upstream and downstream sections of this forcemain have already been replaced, leaving this remaining section to act as a bottleneck. Four pumps, two on the Mill Hall/East Nittany Valley Joint Municipal Authority side and two on the Bald Eagle Township Authority side of the Draketown Regional Pump Station will be replaced. The existing pumps were previously retrofitted with vortex style impellers which reduced the pumping capacity. The proposed pumps will restore the pumping capacity to the originally permitted design capacity. In addition, the two actuated valves for the bypass management tank return water will be extended above grade so they are above the ground water level, and two maceration manholes will be installed, one on each influent line upstream of the pump station. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority as appropriate.

Public Notice of Proposed settlement under HSCA/CERCLA
Turtle Creek HSCA Site, Montgomery County The Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (HSCA), 35 P.S. § 6020.101 et seq., and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), 42 U.S.C.A. § 9601 et seq., has entered into a proposed Prospective Purchaser Agreement (''PPA'') with Lewis 18, LLC and Lewis 20, LLC (collectively ''Purchasers'') related to the Turtle Creek HSCA Site (''Turtle Creek Site'') in Limerick Township, Montgomery County, Pennsylvania.
The Turtle Creek Site involves a plume of groundwater contamination associated with two properties located at 640 North Lewis Road and 508 North Lewis Road in Royersford, PA. The groundwater contamination consists primarily of volatile organic compounds (''VOCs) stemming from certain manufacturing operations at the two identified properties which has impacted adjacent residential areas in Limerick Township. Purchasers wish to purchase certain parcels of the Turtle Creek Site for development purposes. The Department has determined that Purchasers neither caused nor contributed to the releases of hazardous substances at the Site.
Under the terms and conditions of the Prospective Purchaser Agreement, Purchasers will make a contribution to the Department's past response costs at the Site, will agree to provide access to the properties to the Department, and will not exacerbate any of the contamination associated with the Site.
This notice is provided pursuant to Section 1113 of HSCA, 35 P.S. § 6020.1113. The PPA may be examined from 8 AM to 4 PM at the Department's offices at 2 East Main Street, Norristown, PA by contacting either Bonnie McClennen at 484-250-5965 or Anderson Lee Hartzell at 484-250-5866. A public comment period on the PPA will extend for a period of 60 days from the date of this notice. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The facility is electing to limit its styrene throughput for the Closed Molding Operations, its solvent usage for the Degreasing Operation, its preform throughput for the Preform Ovens/Machines, and its surface coating usage for the Surface Coating Operation in order to maintain its VOC emissions below major thresholds (50 tons per year), thus avoiding recently promulgated RACT requirements. The potential emissions of the major pollutants from the facility with these limitations are as follows: PM-10: 3.89 TPY, PM-2.5: 0.27 TPY, NOx: 11.48 TPY, SOx: 0.07 TPY, CO: 5.23 TPY, VOC: 48.93 TPY, Styrene: 43.60 TPY, and CO2: 13,452 TPY; thus, the facility is subject to Title V requirements for potential emissions of a single Hazardous Air Pollutant in excess of ten (10) tons (Styrene). The Boilers and Process Heater are subject to 40 CFR 63 Subpart DDDDD NESHAP for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. The Emergency Generator is subject to 40 CFR 63 Subpart ZZZZ NESHAP for Stationary Reciprocating Internal Combustion Engines. The facility is subject to 40 CFR 63 Subpart WWWW NESHAP for Reinforced Plastic Composites Production. Boiler 1 is subject to 40 CFR 63 Subpart DDDDD for industrial, commercial, and institutional boilers and process heaters located at major sources of HAP. The three compressor engines (1, 2, and 3) are exempted from 40 CFR Part 63, Subpart ZZZZ. The auxiliary emergency generator is also exempt from Subpart ZZZZ except for the requirements of § 63.6640(f)(2). The boiler, compressor engines, auxiliary generator, compressor turbine, line heater, and fugitive sources (pumps, valves, flanges, etc.) are subject to the new presumptive RACT requirements of 25 Pa. Code § 129.97. 20-00256: Choicewood/Weaber, Inc. (11117 Skyline Dr., Titusville, PA 16354), on October 30, 2017, the Department issued the renewal of the State-Only Operating Permit of a woodworking facility, located in Oil Creek Township, Crawford County, that produces moldings and S4S boards from hardwood lumbers. Permitted sources at the facility are the various woodworking operations, silo-to-truck transfer of sawdust, a degreaser, and miscellaneous natural gas combustion. With PTEs of 5.85, 0.44, 0.09, 0.023, and 0.003 TPY for PM, NOx, CO, VOC, and SOx, respectively, the facility is Natural Minor. None of the permitted sources is subject to MACT. In the renewal permit, only minor changes are made that include the addition of 25 Pa. Code § 121.7 (Prohibition of air pollution) and a general testing requirement as Site-Level Requirements for the facility.
33-00152: Dominion Transmission, Inc. Stoney Run Station (Route 36, Punxsutawney, PA). On October 30, 2017, the Department issued a new State Only Natural Minor Operating Permit for the natural gas production station located in Gaskill Township, Jefferson County. The facility's major emission sources include: three (3) two-stroke lean-burn natural gas-fired engines (384 HP), a TEG (tri-ethylene glycol) natural gas dehydrator (25 mmSCF/day) and its 0.50 MMBtu/hr natural gas-fired reboiler, two (2) storage tanks, and facility fugitives. The potential emissions of the major pollutants from the facility are as follows: PM-10: 1.7 TPY, NOx: 82.1 TPY, SOx: 0.022 TPY, CO: 27.5 TPY, and VOC: 43.1 TPY; thus, the facility is a natural minor. The three engines are subject to 40 CFR Part 63, Subpart ZZZZ, NESHAP for stationary RICE, and the TEG dehydrator is subject to 40 CFR Part 63, Subpart HH, NESHAP for natural gas production facilities. The permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
42-00194: Glenn O Hawbaker Shinglehouse Plant 8 (711 E. College Ave., Bellefonte, PA 16823-6854), the Department on October 31, 2017 issued the renewal of the State Only Operating Permit for the sand and gravel operations located in Ceres Township, McKean County. The facility is a Natural Minor. The primary sources at the facility include crushers, conveyors, screening, and material stockpiles. The facility is subject to 40 CFR Part 60, Subpart OOO—pertaining to nonmetallic mineral processing. The Water spray is used to minimize fugitive emissions from the mineral processing. The facility occasionally uses a Powerscreen Commander 510 which is a mobile unit for screening that is limited to 2,000 hours of use on a 12-month consecutive period. The unit is powered by a Deutz 1012C Diesel engine rated at 97 HP. The facility is restricted to 16 hours per day, 6 days per week, and 3,840 hours per year. The capacity of the crushers is limited to 350 TPH. The potential emissions from the facility are less than the following: 6.09 TPY NOx; 0.28 TPY hydrocarbons; 0.16 TPY SOx; 7.79 TPY PM10; and, 1.22 TPY CO. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

The facility's air emission sources include two (2) natural gas fired 150 pounds per hour cremation units, two (2) natural gas fired 100 pounds per hour cremation units, and two (2) natural gas fired 200 pounds per hour cremation units. The mercury emission limits for the two (2) 200 pounds per hour cremation units were removed as crematory incinerators do not meet the definition of hospital, medical and infectious waste incinerators and are therefore not subject to 40 CFR Part 60, Subpart Ce, Table 1.
