Environmental Assessment Approval for PENNVEST Funding Consideration

[Saturday, March 10, 2018]Scope: Clean Water and Drinking Water State Revolving Fund Projects for April 18, 2018, Pennsylvania Infrastructure Investment Authority (PENNVEST) Board meeting consideration.
Description: PENNVEST, which administers the Commonwealth's Clean Water Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF), is intended to be the funding source for the following projects. The Department of Environmental Protection's (Department) review of these projects, and the information received in the Environmental Report for these projects, has not identified any significant, adverse environmental impact resulting from any of the proposed projects. The Department hereby approves the Environmental Assessment for each project. If no significant comments are received during this comment period, the Environmental Assessment will be considered approved and funding for the project will be considered by PENNVEST.
To be considered, the Department must receive comments on this approval through April 9, 2018. CWSRF Projects Being Considered
Applicant: Clarview Nursing and Rehabilitation Center County: Clarion Applicant Address: 14663 Route 68
Sligo, PA 16255Project Description: Clarview Nursing and Rehabilitation Center's (Clairview) proposed sanitary sewer line is approximately 7,000 linear feet of 4-inch SDR 11—high-density polyethylene (HDPE) pipe in pressurized operation. The lift station will be installed on Clarview's property. The existing wastewater treatment plant (WWTP) serving Clarview will be decommissioned as part of the project. The new pump station and forcemain will be adequate in size to handle existing and future flows from Clarview.
Problem Description: Clarview currently owns and operates an activated sludge WWTP. The current WWTP is small, antiquated and has large operation and maintenance costs for treatment. There have been complaints of odor issues and due to the WWTP's age, upgrades would be required to maintain compliance. Clarview's wastewater will now be conveyed to Sligo Borough's wastewater treatment plant for processing. This project will result in the elimination of a point source discharge.
Applicant: Howe Township Municipal Authority County: Perry Applicant Address: 300 North 4th Street
Newport, PA 17074Project Description: The project will provide public sewer service to 146 existing equivalent dwelling units (EDU), and will serve approximately 599 EDUs at build-out, consisting of residential, commercial and institutional flow. The sanitary sewer collection system will consist of approximately 6,724 feet of gravity sewer, 7,253 feet of low-pressure sewer, 8,532 feet of force main and three pump stations. The Howe Township collection system will be connected to the Newport Borough Municipal Authority WWTP. A 5,000-gallon per day (gpd) package WWTP will be decommissioned as part of this project.
Problem Description: Howe Township is currently served by onlot disposal systems (OLDS). The Juniata Parkway Area of Howe Township has been experiencing issues with OLDS malfunctions and well water contamination. Tier One and Tier Two sanitary surveys and well water sampling were performed for Howe Township and the Juniata Parkway Area confirming these issues. The State Route 34 Planned Growth Area of Howe Township requires public sewer due to the potential for future growth.
Applicant: Paint Borough County: Somerset Applicant Address: 119 Hoffman Avenue
Windber, PA 15963Project Description: The proposed construction project involves sanitary sewer rehabilitation and repair.
Problem Description: The existing sanitary sewers are subject to excessive infiltration which contributes to downstream wet weather overflows.
Applicant: Freeport Borough County: Armstrong Applicant Address: 414 Market Street
Freeport, PA 16229Project Description: The project consists of modifying the existing combined sewer as part of the combined sewer system Long Term Control Plan (Phase I) implementation.
Problem Description: Combined sewer system Long Term Control Plan (Phase I) implementation requires sewer modifications to increase flows to the WWTP and reduce wet weather overflows to stream.
Applicant: Burrell Township Sewer Authority County: Indiana Applicant Address: 49 Willow Street
Black Lick, PA 15716Project Description: This project consists of constructing a new WWTP to replace the existing WWTP.
Problem Description: The existing WWTP is in poor condition and is subject to flooding during significant storm events.
DWSRF Projects Being Considered
Applicant: BCI Municipal Authority County: Clearfield Applicant Address: P.O. Box 388
Irvona, PA 16656-0388Project Description: This project will install approximately 4,000 lineal feet of 4-inch HDPE raw water transmission main along with the development of test Wells No. 1 and No. 2 with a combined withdrawal limit of 100,000 gpd or 69 gallons per minute. Upgrades will be performed to existing pump station, installation of a telemetry system and constructing a chemical feed building. The project also includes supply of water system radio-read metering and leak detection equipment.
Problem Description: The project intends to provide an additional source of water to supplement the overall system demand of BCI Municipal Authority's existing system by converting two existing test wells into permanent wells and upgrading an existing pump station. Development of the wells is primarily to provide an additional source of water replacing the Reade Township interconnect. The existing spring sources are insufficient to keep up with overall system demand during dry periods.
Applicant: Southwestern Pennsylvania Water Authority County: Greene Applicant Address: 1442 Jefferson Road
Jefferson, PA 15344Project Description: The Southwestern Pennsylvania Water Authority is proposing to construct a new 490,000-gallon water storage tank with a mixing system and install approximately 55,800 feet of 12-inch and 16-inch diameter transmission main as well as approximately 62,500 feet of 2-inch diameter through 8-inch diameter waterline (Dunkard Valley system extension). The proposed project is located in Cumberland and Monongahela Townships as well as Greensboro Borough.
Problem Description: The Dunkard Valley Joint Municipal Authority (DVJMA) has received multiple notices of violation related to multiple operational and managerial problems consisting of multiple water outages due to water line breaks, chemical overfeeds at the water treatment plant, inability to meet chlorine contact time, turbidity standards, total organic carbon removal standards, submitting required monitoring and reporting documents, and the like. DVJMA currently uses emergency interconnection with the East Dunkard Water Authority to provide water to the Borough of Greensboro. The construction of the proposed Dunkard Valley system extension would alleviate problems experienced by DVJMA and would provide a reliable source of water and fire protection to its customers.
