PUBLIC WATER SUPPLY (PWS) PERMITS Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.
Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.
For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. • Same emission control techniques: Low-NOx (nitrogen oxides) burners with flue gas recirculation (FGR).
• Same emission concentration guarantees (in satisfaction of best available technology (BAT) requirements):
• NOx: 20 ppmv, dry basis, corrected to 3% oxygen (O2), when consuming natural gas.
• NOx: 90 ppmv, dry basis, corrected to 3% O2, when consuming No. 2 fuel oil.
• Carbon monoxide (CO): 60 ppmv, dry basis, corrected to 3% O2, when consuming natural gas or No. 2 fuel oil.
• Same fuels consumed: Natural gas (primary) and No. 2 fuel oil (auxiliary).
• Same or slightly lower emission factors for NOx, CO, sulfur oxides (SOx), volatile organic compounds (VOCs), and particulate matter (PM).
The boiler remains subject to the provisions of 40 CFR Part 60, Subpart Dc, for small industrial, commercial, and institutional steam generating units, and Part 63, Subpart JJJJJJ, for industrial, commercial, and institutional boilers area sources, as indicated in the current Title V Operating Permit (TVOP, No. 46-00027) for the facility. No changes to the terms and conditions of the TVOP result from the project.
The project is not subject to non-attainment New Source Review (NNSR) requirements.
The Plan Approval will include monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

Code §§ 127.44—127.46 that the Department of Environmental Protection (Department) intends to issue Air Quality Plan Approval No. 32-00157A to allow the construction and initial temporary operation of 1) a natural gas-fired, 4-stroke ultra-lean burn, Caterpillar Model No. G3512ULB compressor engine rated at 887 bhp equipped with an ADEM III air fuel ratio controller and controlled by a DCL America Oxidation Q catalyst as a permanent replacement for Sources 101, 102, 103, and 104 which will be decommissioned and removed from service, and 2) a Hanover triethylene glycol dehydration unit rated at 10 MMscfd equipped with a natural gas-fired 0.5 MMBtu/hr reboiler and controlled by an IRSVC model no. 30-2 natural gas-fired thermal oxidizer rated at 2.0 MMBtu/hr at the Kinter Compressor Station (Kinter) located in Rayne Township, Indiana County.
Potential to emit from the compressor engine is estimated to be 4.28 tons per year (tpy) of NOx, 1.20 tpy of CO, 0.00 tpy of PM10, 0.02 tpy of SO2, 1.80 tpy of non-methane, non-ethane hydrocarbons, 0.43 tpy of formaldehyde, 0.92 tpy total HAPs, and 3,888.56 tpy of greenhouse gases (CO2 equivalents). Potential to emit from the triethylene glycol dehydration unit is estimated to be 0.82 tpy of NOx, 3.43 tpy of CO, 0.02 tpy of PM10, 0.00 tpy of SO2, 0.23 tpy of non-methane, non-ethane hydrocarbons, 0.012 tpy of benzene, 0.031 tpy total HAPs, and 1,286.76 tpy of greenhouse gases (CO2 equivalents). Best available technology (BAT) for controlling emissions from the compressor engine is installation of the ultra-lean burn technology for NOx control and oxidation catalyst for CO, non-methane, non-ethane hydrocarbons, and formaldehyde as well as proper maintenance and operation of the unit. BAT for controlling emissions from the triethylene glycol dehydration unit is installation of the thermal oxidizer for non-methane, non-ethane hydrocarbons.
The authorization is subject to State regulations including 25 Pa. Code §§ 123.1, 123.2, 123.21, 123.31, and 123.41. It is also subject to the Federal New Source Performance Standards (NSPS) 40 CFR Part 60, Subpart JJJJ and Subpart OOOOa, and National Emission Standards for Hazardous Air Pollutants (NESHAPs) 40 CFR Part 63, Subpart HH and Subpart ZZZZ. The Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes testing, work practice, monitoring, recordkeeping, and reporting conditions. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently apply for a State Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

The authorization is subject to State regulations including 25 Pa. Code §§ 123.1, 123.2, 123.13, 123.21, 123.31 and 123.41. Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes visible emission limits and testing, work practice, monitoring, recordkeeping, and reporting conditions. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently submit a revision to the pending State Only Operating Permit (SOOP), or a new SOOP application, as appropriate, for this Facility.

Code §§ 127.44, 127.45, and 127.48 that the Pennsylvania Department of Environmental Protection (DEP) will hold a public hearing on Tuesday, May 22, 2018 at the Marcus Hook Community Center (7 W Delaware Ave, Marcus Hook, PA 19061) from 6—8pm.
The public hearing will be held to receive oral and written testimony regarding the DEP's intent to issue Air Quality Plan Approval, No. 23-0119I to SPMT for the construction and operation of: two (2) new 600,000 barrel ethane storage tanks, a new air-assisted cold flare, a wet surface air cooler, new piping components, a demethanizer rectifier, a closed-loop refrigeration system utilizing propane and an open-loop refrigeration system for ethane chilling, and a dehydration system at an existing Title V facility.

Pottstown operates a landfill gas collection and control system to manage gas generated by the decomposition of municipal waste. Collected landfill gas is directed to one of the two existing control devices to include: one enclosed flare (Source ID C08) and one candlestick landfill gas flare (Source ID C06). The five Jenbacher engines are subject to 40 CFR Part 63, Subpart ZZZZ—National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines and 40 CFR Part 60, Subpart JJJJ—Standards of Performance for Stationary Spark Ignition Internal Combustion Engines. 16-00134: Car Mate Trailers, Inc. (32591 Route 66, Leeper, PA 16233), the Department intends to issue the renewal of the Natural Minor State-Only Operating Permit to a trailer manufacturing facility located in Farmington Township, Clarion County. Permitted sources at the facility are surface coating operations, welding and plasma cutting operations, a boiler, a heating furnace, and various natural gas combustion units. Since the issuance of its operating permit in 2003, the facility has been subject to a VOC restriction of 20 tons per 12-month rolling period. Starting with this renewal, the two paint booths utilized in spray coating operations are subject to 25 Pa. Code § 129.52d. Miscellaneous natural gas combustion units are included as a permitted source subject to PM and SOx emission limits of 25 Pa. Code §§ 123.11 and 123.22, respectively. Previously a permitted source, the oxy-acetylene cutting operation is now considered a trivial activity because it is used for maintenance purposes only.
20-00304: Ernst Biomass LLC (8884 Mercer Pike), the Department intends to issue a modification of the State Only Operating Permit for the facility located in Union Township, Crawford County. The modified permit incorporates the re-route of the exhaust stream from the pellet cooler to the multi-cyclone which also controls the rotary dryer and an increase in the pressure drop range for the control device. The changes were authorized through a Request for Determination.
24-00022: St. Marys Carbon Company (259 Eberl St, Saint Marys, PA 15857-1677). The Department is providing notice that they intend to renew a State Only Natural Minor Operating Permit for the carbon, graphite, and metal/graphite production facility located in the City of Saint Marys, Elk County. The facility's primary emission sources include eight natural gas boilers, four carbon baking kilns, four belt chain furnaces, four curing ovens, three continuous furnaces, five smoke ovens, three carbon baking furnaces, a graphitization system, finishing departments and associated machines, a backup generator, and a degreaser. The potential emissions of the primary pollutants from the facility are as follows: 9.94 TPY NOx, 8.28 TPY CO, 10.32 TPY VOC, 0.31 TPY HAPs, 4.06 TPY PM-10 and PM-2.5, and 0.43 TPY SOx; thus, the facility is a natural minor. The backup generator is subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
24-00124: PIHT LLC d/b/a Bluewater Thermal Solutions (118 Access Rd, St. Marys, PA 15857-3370). The Department is providing notice that they intend to renew a State Only Natural Minor Operating Permit for the heat-treating facility located in the City of Saint Marys, Elk County. The facility's primary emission sources include miscellaneous natural gas usage, fourteen tempering furnaces, nine continuous heat-treating furnaces, and quench oil tanks. The potential emissions of the primary pollutants from the facility are as follows: 21.03 TPY NOx, 13.08 TPY CO, 11.01 TPY VOC, 1.18 TPY PM-10 and PM-2.5, and 0.09 TPY SOx; thus, the facility is a natural minor. The Department intends to issue a renewal of the State Only Operating Permit for the foundry, located in Fairview Township, Erie County, manufacturing aluminum and bronze castings. The primary sources at the facility include 6 electric induction furnaces, 2 natural gas fueled crucible furnaces, 2 natural gas fueled ovens rated at 600,000 Btu/hr each, sand handling, foundry operations, saws and grinders, and a parts washer. Particulate matter emissions from the sand handling are controlled by a venturi scrubber. Particulate matter emissions from the induction furnaces, the saws and grinders, and the foundry operations are controlled by dust collectors. The facility is a Natural Minor. Potential emissions are as follows: PM 35.7 tpy; NOx less than 1 tpy; SOx less than 1 tpy; CO 3.5 tpy; VOC less than 1 tpy. The Department intends to renew the State Only operating permit for the crematory located in the City of Erie, Erie County. The facility is a Natural Minor. The conditions of the previous plan approvals and operating permit will be incorporated into the permit renewal. The potential emissions from the facility are as follows: less than 1 tpy PM; 1.1 typ NOx; less than 1 tpy CO; less than 1 tpy VOC. The permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
61-00147: PA DHS Polk Center (PO Box 94, Main Street, Polk, PA 16342), the Department intends to issue a State Operating Permit for the facility located in Polk Borough, Venango County. Polk State Center is an intermediate care facility for people with intellectual disabilities. The facility provides 24-hour supported living, medical care and developmental activities. The facility's major emission sources include three 600 HP coal fired boilers, a new 28.6 MMBtu/hr gas fired boiler, miscellaneous combustion units rated less than 2.5 MMBtu/hr, existing emergency or stand by generators, a degreaser Unit and a Kohler 1880 HP, diesel emergency generator at the substation.
The facility was previously a Title V facility but has taken elective restrictions to be considered a synthetic minor facility. The potential NOx, CO, SOx, and PM10 emissions are less than 100 TPY. The potential VOC emissions are less than 50 TPY. The potential HAPs emissions are less than 10 TPY. The actual emissions for 2017 were 32.7 TPY SOx, 18.5 TPY NOx, 0.9 TPY VOC, 9.0 TPY CO, 3.1 TPY PM10, less than 1 TPY HAPs, and 8,059 TPY Carbon Dioxide. The coal boilers are limited to 2,500 tons of coal per 12-month rolling period for all three boilers combined.
The natural gas and diesel fuel electric generators (Source ID # 101) and Kohler, 1880 HP, Diesel powered electric generator (Source ID # 103) are subject to 40 CFR Part 63, Subpart ZZZZ and 40 CFR Part 60, Subpart IIII respectively. The three coal boilers are considered limited-use boilers and are restricted to an annual capacity factor of less than 10%. The coal boilers are subject to 40 CFR Part 63 Subpart JJJJJJ. The new natural gas boiler will provide the majority of the steam for the facility and is limited to firing oil during emergency use and is therefore not subject to Subpart JJJJJJ. The new natural gas boiler is subject to 40 CFR 60 Subpart Dc.
The permit incorporates the requirements of the previous plan approvals and includes additional testing, monitoring, recordkeeping, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

Written comments or objections regarding a mining permit application should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
A request for an informal conference or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code § 77.123 or § 86.34, must contain the name, address and telephone number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
When an NPDES number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit. A separate notice will be provided after the draft NPDES permit is prepared.

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. When a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.
