Environmental Assessment Approval for PENN-VEST Funding Consideration

[Saturday, May 26, 2018]Scope: Clean Water and Drinking Water State Revolving Fund Projects for July 18, 2018, Pennsylvania Infrastructure Investment Authority (PENNVEST) Board Meeting Consideration.
Description: PENNVEST, which administers the Commonwealth's Clean Water Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF), is intended to be the funding source for the following projects. The Department of Environmental Protection's (Department) review of these projects, and the information received in the Environmental Report for these projects, has not identified any significant, adverse environmental impact resulting from any of the proposed projects. The Department hereby approves the Environmental Assessment for each project. If no significant comments are received during this comment period, the Environmental Assessment will be considered approved and funding for the project will be considered by PENNVEST.
To be considered, the Department must receive comments on this approval on or by June 25, 2018. CWSRF Projects Being Considered:
Applicant: Shenango Township Municipal Authority County: Mercer Applicant Address: 155 Campground Road
West Middlesex, PA 16159Project Description: This is phase one of what is envisioned to be a three-phase project. This phase of the project will result in the construction of a new sewage collection system within Study Area 1 located in the northwest corner of Shenango Township. It will result in the installation of approximately 27,510 feet of 8-inch diameter gravity sewer main, 3 sewage pump stations, 18 onlot grinder pumps and 14,399 feet of 2-inch and 4-inch diameter forcemain. The wasteflow will be treated at Shenango Township Municipal Authority's existing wastewater treatment plant (WWTP).
Problem Description: This Phase 1 project addresses an area with a high rate of onlot septic system malfunctions and includes extending sewers to the Oak Tree Land Company. The area to be served includes 156 households. In addition, the Oak Tree Land Company has 62 residential units and 8 commercial units within their system. Both the Shenango Township Municipal Authority and the Oak Tree Land Company are under separate Consent Order and Agreements (CO&A) with the Department. A sanitary survey of this phase's area revealed a 53% confirmed onlot malfunction rate. These systems leach untreated and partially treated wastewater onto the ground surface and into the waters of the Commonwealth. This project will eliminate the malfunctioning sewage systems thereby improving the area's water quality. Additionally, this phase of the project will allow Oak Tree Land Company to comply with their CO&A to abandon their existing WWTP and become part of Shenango Township Municipal Authority's new sewer system.
Applicant: Decatur Township County: Clearfield Applicant Address: 575 Fairview Road
Osceola Mills, PA 16666Project Description: The New Liberty area in Decatur Township consists of 58 equivalent dwelling units (EDU) that will be served by public sewer with final treatment and disposal at the Moshannon Valley Joint Sewer Authority's sewage treatment plant. The project proposes the installation of 12,300 feet of gravity sewer, a pump station along Crago Lane and 4,800 feet of forcemain to convey the sewage to the existing sewerage system.
Problem Description: The New Liberty area in Decatur Township consists of 58 EDUs. A sanitary survey was completed of all 58 EDUs which identified 2 confirmed malfunctions and 24 wildcat (direct discharge) systems. An additional 19 EDUs had suspected malfunctions.
Applicant: Grove City Borough County: Mercer Applicant Address: 123 West Main Street
Grove City, PA 16127Project Description: The project is an expansion of the WWTP to increase the permitted hydraulic loading from 3.0 million gallons per day (MGD) to 3.342 MGD with a conventional, single-stage activated sludge process preceded by primary clarification. Two new 60-foot diameter primary clarifiers will be constructed preceding the existing first and second stage activated sludge bioreactors. The existing first-stage activated sludge bioreactors will be repurposed as conventional, single-stage activated sludge bioreactors. A new 64-foot diameter primary anaerobic digester will be constructed. The existing 40-foot diameter primary digester will be repurposed as a secondary digester, and the existing 30-foot diameter secondary digester will be demolished.
Problem Description: The capacity of the Borough of Grove City's WWTP will be exceeded in the near future due to the needs of the tributary municipalities. In addition, it is organically overloaded and projected to continue to be organically overloaded in the next 5 years. The expansion of the WWTP will eliminate the potential hydraulic overload and the existing organic overload condition.
DWSRF Projects Being Considered:
Applicant: Houtzdale Municipal Authority County: Clearfield Applicant Address: 561 Kirk Street
Houtzdale, PA 16651Project Description: This project consists of replacing approximately 185,000 lineal feet of 2-inch to 8-inch PVC and polyethylene waterline as well as related appurtenances along with the replacement of 1,200 service lines and construction of 1,200 meter pits.
Problem Description: The project intends to replace an aging water infrastructure system with new water supply and service lines. The project will increase the size of the lines within the distribution system to provide additional supply in times of need and increase the overall reliability of the system. The replacement of service connections and construction of meter pits will serve to address the multicommunity system's unaccounted-for water loss.
Applicant: Pine Grove Borough County: Schuylkill Applicant Address: 1 Snyder Avenue
Pine Grove, PA 17963Project Description: The Pine Grove Public Water System (PWS) serves a population of 2,862 people by means of 1,500 service connections with 1 large industrial user. The industrial customer currently utilizes over half the water pumped in a day by the system and has huge unpredictable daily swings in demand. This customer also anticipates an increase of 7% in water usage in the next few years, which is taxing for the water system, especially the control for the disinfection facilities. Additional water storage (1.0 million gallon storage tank) is proposed to address the storage issue. Corrosion control treatment (pH adjustment by means of 50% NaOH) is needed to address high copper levels (2.1 mg/l) in the system which are above the action level of 1.3 mg/l per the Lead and Copper Rule. Installation of an automatic flow control valve on their gas chlorination system to enhance operational control of chlorine residuals due to significant flow fluctuations is also proposed. The system is also faced with aging and leaking distribution system facilities (tank and waterlines) which need repair and rehabilitation. Additional finished water storage, rehabilitation of the existing 1.5 million gallon storage tank, and new/rehabilitated distribution system facilities (waterlines, hydrants, and the like) to adequately serve the existing residential and commercial customers of the PWS system are proposed.
Problem Description: The Pine Grove PWS is in need of additional storage capacity, is experiencing leaking and aging distribution system mains, has a storage tank in need of rehabilitation, requires corrosion control treatment per the Lead and Copper Rule and requires automatic control modifications to their gas disinfection system for better chlorine residual control due to demand fluctuations. The Pine Grove PWS is also faced with aging and leaking distribution system facilities (tank and waterlines) which are in need of repair and rehabilitation. Unaccounted-for water loss is high, greater than 20%. Pressure at certain nodes in the system during peak demand periods were reported to be less than the required minimum of 20 psi. The project will serve the existing residential and commercial customers with uninterrupted potable water at sufficient pressure.
