LAND RECYCLING AND ENVIRONMENTAL REMEDIATION
UNDER ACT 2, 1995
PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.302—6026.305) require the Department to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. A person intending to use the background standard, Statewide health standard, the site-specific standard or intend to remediate a site as a special industrial area shall file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of cleanup standards or receives approval of a special industrial area remediation identified under the act will be relieved of further liability for the remediation of the site for contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area of the site. For the following site, proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified as follows. During this comment period, the municipality may request that the person identified as the remediator of the site develop and implement a public involvement plan. Requests to be involved and comments should be directed to the remediator of the site.
For further information concerning the content of a Notice of Intent to Remediate, contact the environmental cleanup program manager in the Department regional office listed before the notice. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate regional office. Northeast Region: Environmental Cleanup & Brown-fields Program Manager, 2 Public Square, Wilkes-Barre, PA 18701-1915.
Allentown School District New Elementary School, 1227 West Gordon Street, Allentown City, Lehigh County. Barry Isett & Associates, 85 South Route 100, Allentown, PA 18106, on behalf of Allentown School District, 31 South Penn Street, Allentown, PA 18102, submitted a Notice of Intent to Remediate. Site contamination and contaminants of concern are uncertain at this time, but may include soil impacts from historic use as a lumber yard and as an auto repair facility. Future use of the site will be residential. The Notice of Intent to Remediate was published in The Morning Call on June 14, 2018.
Northcentral Region: Environmental Cleanup Program Manager, 208 West Third Street, Williamsport, PA 17701.
MY TB Investments LLC, 6076 Well Pad, 302 Doan Road, Knoxville, Deerfield Township, Tioga County. SWEPI, LP, 150 North Dairy Ashford Road, E 1296 C, Houston, TX 77079, has submitted a Notice of Intent to Remediate site soil contaminated with produced water. The applicant proposes remediate the site to meet the Background and Statewide Health Standards.
AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public re-view during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

48-00111A: Slate Belt Heat Recovery Center, LLC (435 Williams Court, Suite 100, Baltimore, MD 21220-2888) for the construction of biosolids processing facility,which will include installation of heat recovery equipment, a supplemental thermal oil heater and thermal drying equipment to facilitate processing of imported dewatered biosolids into a Class A dried biosolids product at the parcel of land owned by Grand Central Sanitary Landfill in Plainfield Township, Northampton County.
54-00041B: Silberline Manufacturing Co., Inc. (130 Lincoln Drive, Tamaqua, PA 18252) has submitted an application to the Pennsylvania Department of Environmental Protection for plan approval to construct a new manufacturing process for waterborne pigments with control devices at their facility in Rush Township, Schuylkill County.
Plan Approval No. 54-00041B is for installation of a new manufacturing process for waterborne pigments including the following control equipment. One (1) new ammonia wet scrubber and one (1) new Particulate Matter (PM) condenser are to be installed. VOC emission increases from this source are not to exceed 8.91 Tons/year. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

46-0221C: Upper Moreland—Hatboro Joint Sewer Authority, (2875 Terwood Road, Willow Grove, PA 19090) located in Upper Moreland Township, Montgomery County. This Title V facility operates a sewage sludge incinerator and is subject to 40 C.F.R. Part 62 Subpart LLL. The Plan Approval allows an existing emergency generator which is subject 40 C.F.R. Part 60 Subpart IIII to be operated as a nonemergency generator. The Plan approval contains all applicable requirements including monitoring, recordkeeping and reporting.

39-00004D: Mack Trucks, Inc. (700 Alburtis Road, Macungie, PA 18062) for their facility in Lower Macungie Township, Lehigh County.
In accordance with 25 Pa. Code §§ 127.44(a) and 127.45(a), the Department of Environmental Protection (DEP) intends to issue a Plan Approval for Mack Trucks, Inc. (700 Alburtis Road, Macungie, PA 18062) for their facility in Lower Macungie Township, Lehigh County. This Plan Approval No. 39-00004D will be incorporated into a Title V Permit through an administrative amendment at a later date.
Plan Approval No.39-00004D is for approval of an alternate method of compliance in accordance with 25 Pa. Code § 129.51 to comply with the VOC content limits of 25 Pa. Code § 129.52d on their ''G'' line Chassis spray booth and oven (Source ID 108, ID 109). The main emissions from these sources are VOCs. There is no VOC emission increase proposed for these sources. The Plan Approval and Operating permit will contain additional recordkeeping and operating restrictions designed to keep the facility operating within all applicable air quality requirements.

36-05008J: Tyson Foods, Inc. (403 S. Custer Avenue, New Holland, PA 17557) for the construction of a new poultry fryer and oven, and installation of three (3) wet scrubbers for the Line 2 operations in Earl Township, Lancaster County. Along with the installation of the new equipment, the facility is also requesting production increases of its poultry products on the facility's Line 1 & Line 9 operations. The expected net increase in facility emissions as a result of the proposed changes are: 3.69 tpy of VOCs, and 0.64 tpy of PM. The facility is a State Only facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

17-00066B: Forum US, Inc. (PO Box 897, Gainesville, TX 76241-0897) for the construction of a paint spray booth equipped with overspray panel filters, a direct-fired gas heated air make-up unit, and nine (9) additional welding station installations as part of recent changes to increase their facility's production capacity at the Clearfield Plant located in Lawrence Township, Clearfield County.
The Department of Environmental Protection's (Department) review of the information submitted by Forum US, Inc. indicates that the air contamination sources to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the applicable standards in Subpart XXXXXX of 40 CFR Part 63, the applicable miscellaneous metal part coating emission limitations of 25 Pa. Code § 129.52d, and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. The emission increases because of the increased production capacity will not result in change to the Forum US, Inc/Clearfield Plant facility with respect to Title V permitting, and this facility is required to stay below the thresholds for a Title V facility or major stationary source as it is subject to synthetic minor limitations on coating volume used, and VOC and HAP content limitations under the applicable BAT and miscellaneous metal part coating regulations, as identified previously. Based on these findings, the Department proposes to issue a plan approval for the proposed construction.
The emission from each proposed source will not exceed the following limits: paint spray booth (Source ID P101B)/overspray panel filters (ID C101B)—0.01 grain/dscf of particulate matter; all coatings used in Source ID P101B—15.75 tons in any 12 CMP for volatile organic compounds (VOCs) and 6.30 tons in any 12 CMP for any combination of hazardous air pollutants (HAPs); facility wide VOC and Xylene emissions from organic clean-up solvents will be limited with throughput restrictions that effectively limits VOCs and HAPs emitted from cleaning solvents to 1.36 and 0.6 ton in any 12 CMP, respectively; facility wide Xylene emissions from ''as applied'' coating, thinner and organic clean-up solvents—9.9 tons in any 12 CMP. The gas heated air make-up unit (Source ID P102B) is subject to a work practice requirement to operate and maintain in accordance with manufacturer recommended specifications and with good operating practices. The potential to emit for the new and existing welding stations (Source ID P400) is equal to 1.8 tpy of PM-10 and 1 tpy of HAPs, based on the restriction to use consumable electrodes with the same or less potential emissions as the FCAW process E71T electrode type.
In addition to the emission limitations, the following is a brief description of the types of conditions the Department intends to place in the plan approval in order to ensure compliance with all applicable air quality regulatory requirements.
Volume used limitations on coatings, as applied, and on organic clean-up solvents used for cleaning of paint application, storage, mixing and conveying equipment for Source IDs P101, P101B and P103, as well as testing, monitoring, recordkeeping, work practice requirements, and reporting conditions to verify compliance with the emission limitations and all applicable regulatory requirements.
As discussed previously, the facility is a State Only facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 17-00066B, the requirements established in the plan approval will be incorporated into State Only Operating Permit 17-00066 pursuant to the administrative amendment provisions of 25 Pa. Code section 127.450.
All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's Northcentral Regional office, 208 West Third Street, Suite 101, Williamsport, PA 17701. 14-00003J: The Pennsylvania State University (208 Office of Physical Plant Building, University Park, PA 16802-1119) for the construction of an anaerobic digester, a combined heat and power generating process with a reciprocating internal combustion engine served by a biogas fuel conditioning system and a flare as part of the Agricultural Digester and Dairy Barn Replacement Project at the PA State Univ/Univ Park Campus facility. The site location for the proposed sources and project is in College Township, Centre County.
The Department of Environmental Protection's (Department) review of the information submitted by the applicant. indicates that the air contamination sources to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the applicable Federalstandards in Subpart JJJJ of 40 CFR Part 60, the applicable State regulations of 25 Pa. Code Chapters 121—145 including the best available technology (BAT) requirements of 25 Pa. Code §§ 127.1 and 127.12. The emissions increases as result of the proposed project are not significant, so the proposed project is not subject to major New Source Review as codified in 25 Pa. Code Chapter 127, Subchapters D and E. Based on these findings, the Department proposes to issue an Air Quality Plan Approval for the proposed construction.
Under BAT, the emissions from the proposed project are not permitted to exceed the following pollutant types and quantities, in units of tons per year (tpy), where NOx is Nitrogen Oxides, CO is Carbon Monoxide, VOC is Volatile Organic Compounds, SOx is Sulfur Oxides, GHG is Greenhouse Gasses and H2S is Hydrogen Sulfide:

If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval No: 14-00003J, the requirements established in the plan approval will be incorporated into the facility's Title V operating permit via an administrative amendment pursuant to 25 Pa. Code § 127.450.
The plan approval conditions include boilerplate General and Site Level Plan Approval Requirements in Sections B and C of 14-00003J. The following is a brief description of the conditions for Source ID P201, which the Department intends to place in the plan approval in order to ensure that the proposed project is constructed and operated in compliance with all of the applicable regulatory requirements.
Under 25 Pa. Code § 123.13, the particulate matter emissions from any process incorporated in Source ID P201 shall not exceed 0.04 grain per dry standard cubic foot of effluent gas.
Under 25 Pa. Code § 123.21, the sulfur oxides emissions, expressed as SO2, from any source incorporated in Source ID P201 shall not exceed 500 parts per million, by volume, wet basis (ppmvw).
Under 25 Pa. Code § 123.13 and BAT (25 Pa. Code §§ 127.1 and 127.12(a)(5)), a condition that prohibits detectable malodors from Source ID P201, except as provided in 25 Pa. Code § 123.31(c), by installation and operation of closed-vent biogas collection, conditioning and transport systems equipped on the anaerobic digestion reactor tank incorporated in Source ID P201.
Under BAT, conditions that restrict the NOx, CO, VOC and HAP emissions from the proposed engine, which is rated at 174 brake horsepower (bhp) as follows: 1.0 gram per bhp-hour (g/bhp-hr); 1.5 g/bhp-hr; 0.2 g/bhp-hr; and 0.07 g/bhp-hr, respectively.
Under BAT, and 40 CFR 60.18(c)(1), the proposed open flare shall be operated with no visible emissions. Opacity from the proposed engine to not exceed 10% for a period or periods aggregating more than three (3) minutes in any one hour and 30% at any time, pursuant to BAT.
Under BAT, operation and maintenance of the proposed engine shall be conducted in a manner consistent with air pollution control practice, such that the engine meets the previous limitations over its entire life, according to BAT.
Under BAT, the biogas combusted in the proposed engine and the open flare shall not contain H2S above 400 ppmvw.
Under BAT, the proposed engine is subject to initial stack (performance) testing for NOx, CO, VOC and formaldehyde, using USEPA reference methods acceptable to the Department and subsequent testing to monitor NOx and CO emissions every 2,500 hours of operation.
Under BAT, the owner/operator (applicant) shall conduct daily site-boundary walk-around inspections to detect for the presence of visible emissions, visible fugitive emissions and malodors. If any of these emissions are detected, the applicant shall take action to abate excess emission at once.
Under BAT, Source ID P201 shall be equipped with instrumentation to detect for upset conditions and to monitor the quality of biogas produced. Additionally, the engine shall be equipped with a non-resettable hour meter.
Under BAT, and good air pollution control practice (25 Pa. Code § 127.12b), the applicant shall develop an operation and maintenance plan for Source ID P201 within 180 days following start-up of Source ID P201. The purpose of the O&M plan is to ensure that all sources and elements of Source ID P201 are operated and maintained in continuous compliance with the plan approval conditions and emission limits.
Under BAT, and good air pollution control practice, the applicant shall generate and keep records of the following information, date, time and result of each site-boundary walk-around inspection, all routine maintenance and inspection procedures performed on Source ID P201, biogas total sulfur content and quality (CH4 and CO2 composition) monitoring data, the total quantity of biogas consumed in the engine and the open flare, any alarms triggered during operation of Source ID P201 and the corrective actions which were taken to mitigate and/or prevent future occurrence.
A condition to comply with applicable notification and reporting pertaining to the proposed engine, as specified in 40 CFR 60.4245.
Under BAT, all elements of Source ID P201 shall be maintained in good working order at all times and shall be operated in accordance with the manufacturer's operation and maintenance recommendations and in a manner consistent with good air pollution control practices for minimizing emissions.
Under BAT, the proposed engine, shall control biogas emissions and shall be an engine of this make model, MAN Model # E2876TE302.
Under BAT the proposed open flare shall be a Shand & Jurs Model # 97300 flare and shall control biogas emissions when the engine is not operational due to maintenance, malfunction, repair or other similar activities and shall be equipped with an automatic shut-off mechanism designed to immediately stop the flow of gas when flame-out occurs as well as a wind shroud that will minimize visible flames during operation of the open flare.
The applicant shall comply with all applicable requirements pertaining to the proposed engine, as specified in 40 CFR Part 60 Subpart JJJJ, pursuant to 40 CFR 60.4230(a)(4)(iii).

10-028K: Armstrong Cement & Supply Corp. (100 Clearfield Road, Cabot, PA 16023) for the installation of a selective non-catalytic reduction system (SNCR) at their facility in Winfield Township, Butler County. This is a Title V facility.
Notice is hereby given pursuant to 25 Pa. Code §§ 127.44(b) and 127.424(b), that the Pennsylvania Department of Environmental Protection (DEP) intends to issue Plan Approval 10-028K to Armstrong Cement & Supply Corp. for the installation of a selective non-catalytic reduction system (SNCR) at the company's facility located at 100 Clearfield Road, Winfield Township, Butler County. The facility currently has a Title V permit No. 10-00028. The Plan Approval will subsequently be incorporated into the Title V Operating Permit through an administrative amendment in accordance with 25 Pa. Code § 127.450.
Plan Approval No. 10-028K is for the installation of a selective non-catalytic reduction system (SNCR) as NOx control measures for the existing Kilns 1 and 2 (Source IDs 101 & 121). The subject controls are being installed in order to comply with the presumptive RACT II emission limits of 3.88 lbs NOx per ton of clinker produced, with compliance to be verified via existing continuous emission monitoring systems (CEMS). The main sources at this facility consist of two fluidized bed boilers, an auxiliary boiler, ash handling systems, bottom ash classifier, and a diesel fire pump. The sources are controlled by baghouses and bin vent filters. These sources have the potential to emit major quantities of regulated pollutants above Title V emission thresholds.
On April 23, 2016, the Pennsylvania Department of Environmental Protection (PADEP) published 25 Pa. Code §§ 129.96—129.100, Additional RACT Requirements for Major Sources of NOx and VOC, also known as Reasonably Available Control Technology (RACT) 2. Gilberton Power Co./John B. Rich Memorial Power Station qualifies as a major source of NOx emissions because facility-wide potential NOx emissions are above the RACT 2 major source threshold (i.e., 100 tons per year). As a result, the NOx-emitting operations at the facility will be subject to the provisions of the RACT 2 rule. The NOx emitting sources at the facility are Source ID # 031 and # 032, the Circulating Fluidized Bed (CFB) Boilers, and Source ID # 033, Auxiliary Boiler. 15-00046: Sunoco Pipeline, L.P.—Icedale Pump Station (1824 Horseshoe Pike, Honey Brook, PA 19344) located in West Brandywine Township, Chester County, for a renewal of State Only (Synthetic Minor) Operating Permit No. 15-00046. The facility's air emissions sources consist of three internal floating roof breakout/storage tanks: one that handles No. 2 fuel oil, and two that handle gasoline. Each tank is restricted to 100 turnovers per year, calculated monthly as a 12-month rolling sum.
There have been no physical changes at the facility since the State Only Operating Permit (SOOP) was last renewed in September 2012. The renewal SOOP will incorporate all applicable provisions of 40 C.F.R. Part 63, Subpart BBBBBB, and 40 C.F.R. MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.
Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. 7. Construct and maintain a seep collection system that will permanently impact approximately 3,046 square feet of wetlands (W5, W6, W21, W22) and 0.2` of watercourse (S10);
8. Construct and maintain an interceptor trench to collect groundwater seeps that will impact approximately 21,103 square feet of wetland (W13 and W14) and temporarily impact 2,433 square feet of wetland (W14);
9. The project will also permanently impact 45 square feet of floodway and will temporarily impact 551` of watercourse (S2, S10, S12, S13, S14, S15) and 1.4 acre of floodway;
In association with constructing and maintaining an environmental remediation project, which will include the construction of a collection trench, conveyance and treatment system, to manage ground water seeps and site water from covered, former, waste slurry lagoons. Approximately 1.6 acre of replacement PFO/PSS wetland will be constructed, on-site, to mitigate for the aforementioned wetland impacts, and another 0.17 acre of PEM wetland will be enhanced. The construction of this replacement wetland will impact 191 square feet of existing wetland (W16). The project site is located near the confluence of Glade Run and the Allegheny River, south of SR-128 (Kittanning, PA USGS topographic quadrangle; N: 40°, 45`, 10.41"; W: -79°, 33`, 24.80"; USACE Pittsburgh District), in Cadogan and North Buffalo Townships, Armstrong County.

Remove the existing 105` long 18" pipe enclosure carrying an unnamed tributary to Chartiers Creek (S-SRC-07; WWF) having a drainage area of less than 100 acres and construct and maintain a 121` long 18" replacement pipe enclosure on an adjacent alignment; downstream of this pipe place and maintain fill in 187` of this same UNT and construct and maintain a 187` long relocated channel which will be managed for stormwater control.
2. Remove the existing 94` long 24" pipe carrying an unnamed tributary to Chartiers Creek (S-SRC-08; WWF) having a drainage area less than 100 acres and construct and maintain a 98` long 24" replacement pipe on an adjacent alignment.
3. Remove the existing 93` long 24" pipe carrying an unnamed tributary to Chartiers Creek (S-SRC-09; WWF) having a drainage area less than 100 acres and place and maintain fill in 499` of S-SRC-09 downstream of the removed pipe outlet; the hydrology for this stream will be diverted to S-SRC-10 via stormwater conveyance channels. In addition, construct and maintain a waterline utility crossing under S-SRC-09 to replace the service lines to a business and residential home.
4. Place and maintain fill in 140` of an unnamed tributary to Chartiers Creek (S-SRC-09A; WWF) having a drainage area less than 100 acres; the hydrology for this stream will be diverted to S-SRC-10 via stormwater conveyance channels.
5. Remove the existing 57` long 18" pipe carrying an unnamed tributary to Chartiers Creek (S-SRC-10; WWF) having a drainage area less than 100 acres and construct and maintain a 58` long 24" replacement pipe on an adjacent alignment; downstream of this pipe, place and maintain 235` of S-SRC-10 in a 192` long 30" pipe enclosure.
6. Remove the existing 150` long 30" pipe enclosure carrying an unnamed tributary to Chartiers Creek (S-SRC-02; WWF) having a drainage area less than 100 acres; construct and maintain a 151` long 36" replacement pipe enclosure on an adjacent alignment; in addition place and maintain fill in 23` of S-SRC-02 and construct and maintain a 20` long relocated replacement channel to align the streamflow with the inlet of the new pipe; downstream of the pipe replacement, place and maintain fill in 320` of S-SRC-02 and construct and maintain a 317` long relocated replacement channel due to the proposed fill slope of the widening SR 519.
7. Place and maintain fill in 57` of an unnamed tributary to Chartiers Creek (S-KLE-03; WWF) having a drainage area less than 100 acres.

10. Remove the existing 77` long 36" pipe carrying an unnamed tributary to Chartiers Creek (S-SRC-04; WWF) having a drainage area less than 100 acres and construct and maintain an 82` long 42" replacement pipe on an adjacent alignment.

Construct and main a 22` long extension of the existing 214` long enclosure carrying an unnamed tributary to Chartiers Creek (S-SRC-03; WWF) having an drainage area less than 100 acres; in addition place and maintain fill in 18` of S-SRC-03 and construct and maintain a 21` long relocated replacement channel to align streamflow with the inlet of the new pipe.
12. Remove the existing 80` long 54" culvert carrying an unnamed tributary to Chartiers Creek (S-SRC-01; WWF) having a drainage area less than 100 acres and construct and maintain a 116` 54" replacement enclosure on an adjacent alignment.
13. In addition, construct and maintain roadway associated stormwater outfalls, place and maintain fill in 0.22 acre of wetland (0.06 acre PEM, 0.02 acre PSS, and 0.14 acre PFO), and temporarily impact 0.04 acre of wetland (0.02 PEM and 0.02 PSS) and 521` of stream for the purpose of constructing these encroachments.
The project includes the widening and addition of turn lanes along SR 519 from the intersection with I-79 to the intersection with US 19, as well as intersection improvements at both intersections.
