Proposed Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment Operations or Transmission Facilities (ESCGP-3); Availability for Public Comment

 The Department of Environmental Protection (Department) is proposing to reissue the Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment Operations or Transmission Facilities (ESCGP-3). This general permit is issued under the authority of The Clean Streams Law (35 P.S. §§ 691.1—691.1001). The Department is not proposing significant changes in ESCGP-3 from ESCGP-2 at this time. The current ESCGP-2 is scheduled to expire at midnight on December 29, 2018.

 The ESCGP-3 document is available on the Department's web site at http://www.ahs.dep.pa.gov/eComment or by contacting Joe Kelly at josephkel@pa.gov or (717) 783-9893.

 The Department is seeking public comment on the Authorization of Coverage Under the ESCGP-3, Document Number 8000-PM-OOGM-0006. The Department must receive comments no later than August 13, 2018. Commentators are encouraged to submit comments using the Department's eComment system at www.ahs.dep.pa.gov/eComment or by e-mail to ecomment@pa.gov. Comments submitted by facsimile will not be accepted. Comments, including comments submitted by e-mail, must include the originator's name and address. Written comments can be submitted to the Policy Office, Department of Environmental Protection, Rachel Carson State Office Building, P.O. Box 2063, Harrisburg, PA 17105-2063. Use ''ESCGP-3'' as the subject line in written communication.
