PUBLIC WATER SUPPLY PERMITS The Department has taken the following actions on applications received under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17) for the construction, substantial modification or operation of a public water system.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704. The appeal should be sent to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P.O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania AT&T Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create a right of appeal beyond that permitted by applicable statutes and decisional law.

Total average daily sewage flows from the camp resort will total 37,560 gallons. All sewage will be tributary to a sewage treatment plant with spray irrigation and five days of storage. The proposed development is located Blackburn Road, approximately 1.5 mile east of Rt 222. The Department's review of the plan revision has not identified any significant impacts resulting from this proposal. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

These sources have the potential to emit major quantities of regulated pollutants above Title V emission thresholds. The Title V Operating Permit includes emission restrictions, work practice standards and testing, monitoring, recordkeeping, and reporting requirements to ensure compliance with all applicable Federal and State air quality regulations.

Starting with this renewal, the CFB boilers are subject to the following new requirements: National Emission Standards for Hazardous Air Pollutants (NESHAP): Coal- and Oil-Fired Electric Utility Steam Generating Units (40 CFR 63 Subpart UUUUU); Cross-State Air Pollution Rule (CSAPR) NOx and SO2 Trading Programs (40 CFR 97 Subparts AAAAA, CCCCC, EEEEE); and Additional Reasonably Available Control Technology Requirements for Major Sources of NOx and VOC (RACT II, 25 Pa. Code §§ 129.96—129.100). The emergency diesel fire water pump and the limestone pulverizing and drying operations are also subject to RACT II. Other permit changes include update of Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units (40 CFR 63 Subpart Da); update of State regulations on sulfur compound emissions from combustion units (25 Pa. Code § 123.22); and removal of provisions of Clean Air Interstate Rule (CAIR), which is replaced by CSAPR. Considering the new limitations incorporated, the facility has potential-to-emit of 1,074 TPY SOx, 801 TPY NOx, 528 TPY CO, 229 TPY PM10, and 24 TPY VOC.

On July 16, 2018, the Department renewed the State Only Operating Permit for the State Correctional Institution, located in Jenks Township, Forest County. The primary sources at the facility include 3 natural gas fueled boilers rated at 25 million Btu/hr each, several small natural gas fueled heaters, two 2,931 hp # 2 oil fueled emergency generators, and a 149 hp oil fueled emergency generator. The facility is a Synthetic Minor. Potential emissions are as follows: PM 16.49 tpy; NOx 81.76 tpy; SOx 13.14 tpy; CO 70.92 tpy; VOC 17.47 tpy. The facility is subject to 40 CFR Part 60 Subpart Dc, Standards of Performance Small Industrial—Commercial—Institutional Steam Generating Units. It is also subject to 40 CFR Part 63 Subpart CCCCCC, National Emission Standards for Hazardous Air Pollutants for Gasoline Dispensing Facilities. The 149 hp emergency generator is subject to 40 CFR Part 60 Subpart IIII, New Source Performance Standards for Stationary Compression Ignited Internal Combustion Engines. The permit incorporates plan approvals previously issued to the facility and contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
33-00010: Humphrey Charcoal, (P.O. Box 440, Brookville, PA 15825). On July 16, 2018, the Department renewed a State Only Operating Permit for the charcoal briquette processing and bagging facility located in Pine Creek Township, Jefferson County. The facility is a Natural Minor. The primary sources at the facility include a natural gas space heater, a natural gas boiler rated < 2.5 million Btu/hr, material stockpiles, material handling, charcoal briquette process, lump charcoal process, a natural gas briquette dryer, and bagging operations. Potential emissions from the facility are NOx < 2 tpy; and PM < 1 tpy. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
43-00289: Spang Power Electronics (5241 Lake St., Sandy Lake, PA 16145), on July 9, 2018, the Department issued the renewal of the State-Only Operating Permit to a facility that manufactures transformers, and industrial power systems and controls. Permitted sources at the facility include two dip tanks for surface coating, each with an oven for curing; chemical potting operations; an emergency generator; and space heaters. The larger dip tank and the associated oven are subject to a combined VOC restriction of 16 tons during any consecutive 12-month period. In addition to § 129.52 (Surface coating processes), the two dip tanks are subject to 25 Pa. Code § 129.52d (Control of VOC emissions from miscellaneous metal parts surface coating processes, miscellaneous plastic parts surface coating processes and pleasure craft surface coatings) starting with this renewal. The facility is Natural Minor for permitting purposes.
