SPECIAL NOTICES
AIR QUALITY Northwest Region: Air Quality Program, 230 Chestnut Street, Meadville, PA 16335-3481.
Contact: David Balog, New Source Review Chief—Telephone: 814-332-6328.
Notice of Proposed Revision to the State Implementation Plan for Oxides of Nitrogen, Volatile Organic Compounds, Notice of Public Hearing, and Notice of Intent to Issue Revised Air Quality Operating Permit (42-00158).
27-015A: Tennessee Gas Pipeline Company, LLC—Marienville Station 307 (44264 Route 66, Marienville, PA 16239), for the proposed installation of a Reasonably Available Control Technology (RACT II) control plan for Source 135 (A5C 3500 HP Pipeline Compressor Engine) and the installation of the oxidation catalyst in Howe Township, Forest County. This is a Title V facility.
The facility has potential emissions of nitrogen oxides (NOx) and volatile organic compounds (VOC) above major source thresholds and is subject to RACT II requirements. Plan approval No 27-015A is for the proposed RACT II conditions for Source 135.
In accordance with 25 Pa. Code §§ 129.96—129.100, the Department of Environmental Protection (Department) has made a preliminary determination to approve a RACT II plan and an amendment to the State Implementation Plan (SIP) for Tennessee Gas Pipeline Company, LLC—Marienville Station 307.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997 National Ambient Air Quality Standard (NAAQS) and the 2008 NAAQS for ozone.
The proposed amendments to the RACT II determination, if finally approved, will be incorporated into the facility operating permit. The relevant RACT II requirements will be submitted to the United States Environmental Protection Agency (EPA) as a revision to the Commonwealth's SIP and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal.
The following is a summary of the proposed amendments to the RACT II determination for this facility that will be submitted to the EPA as a SIP revision:
AIMs # RACT II Requirement 135 • The NOx control option of Low emission combustion (LEC) for Source 135 is deemed RACT II for this source with the new emission limit of 5.0 g/bhp-hr.
• The NOx emission limits apply at all times except during periods of start-up and shut-down. Provided, however that the duration of start-up or shut-down shall not exceed 1 hour per occurrence.
