THE PENNSYLVANIA CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT
FINAL ACTIONS TAKEN FOR NPDES PERMITS AND WQM PERMITS The Department has taken the following actions on previously received applications for new, amended and renewed NPDES and WQM permits, applications for permit waivers and NOIs for coverage under General Permits. This notice of final action is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).

The approval for coverage under these General NPDES Permits is subject to applicable effluent limitations, monitoring, reporting requirements and other conditions in each General Permit. The approval of coverage for land application of sewage sludge or residential septage under applicable general permit is subject to pollutant limitations, pathogen and vector attraction reduction requirements, operational standards, general requirements, management practices and other conditions in the respective permit. The permits and related documents, effluent limitations, permitting requirements and other information are on file and may be inspected and arrangements made for copying at the contact office noted before the action.
Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act (35 P.S. § 7514) and 2 Pa.C.S. §§ 501—508 and 701—704 (relating to Administrative Agency Law). The appeal should be sent to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P.O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania AT&T Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create a right of appeal beyond that permitted by applicable statutes and decisional law.
For individuals who wish to challenge an action, the appeal must reach the Board within 30 days. A lawyer is not needed to file an appeal with the Board.

Description of Proposed Action/Activity: The project is for the replacement of two pump stations within the sewage conveyance system in Waverly Township. The existing packaged underground 9.5` diameter steel duplex dry pit pump station with a separate buried concrete wet well located on Oakford Road will be replaced with a self-contained package duplex self-priming station placed on top of the existing wet well. The existing packaged submersible duplex grinder pump station housed in a 4` diameter and 9` deep structure located on Clinton Street will be replaced in its entirety with a similar in-ground packaged submersible duplex grinder pump station. This new fiberglass station will incorporate a separate dry pit chamber to house the discharge piping and valves.

Description of Proposed Action/Activity: The proposed Easton Road Pump Station modification project increases the pumping capacity from 20,000 gallons per day (gpd) to 45,475 gpd. This will include new submersible grinder pumps, new emergency generator, and minor electrical upgrades.

The Pennsylvania Infrastructure Investment Authority (PENNVEST) which administers Pennsylvania's State Revolving Fund has been identified as a possible funding source. The Department's review of the sewage facilities plan revision has not identified any significant environmental impacts resulting from this proposal.

Clymer, PA 15728-1156Indiana Project Description: The Pennsylvania Infrastructure Investment Authority, which administers the Commonwealth's State Revolving Fund, is intended to be the funding source for this project.
Problems: The residents of Clymer Borough are experiencing unpleasant taste and odor issues caused by the presence of hydrogen sulfide and old pipes. The existing pipes are old, asbestos concrete and are leaking in several areas. This proposed project will correct the leakage and antiquated pipes. The new aerator scrubber will remove hydrogen sulfide at the existing water treatment plant. The existing clearwell's roof experienced holes and partial collapse exposing the finished water to contaminants. An emergency permit was issued to Clymer to repair holes and have an interconnection with ICMSA to provide finished water. The clearwell was out of operation for approximately 1 month.
Description: The Authority is proposing to install a forced draft aerator for the removal of hydrogen sulfide prior to filtration. In addition, due to the age and condition of the 200,000-gallon tank, it will be replaced along with the plant's above ground clearwell. Also, 7,750 feet of leaking transite waterline will be replaced with 8" C-900 PVC pipe. Installation of 7,750 linear feet of PVC waterline includes 150 3/4" services, 39 gate valves, 11 interconnections, replace 7 existing fire hydrants with new ones, all waterline and appurtenances shall be in Clymer Borough. A new 250,000-gallon water storage tank will be constructed on Clymer Road in Cherryhill Township.

Tatamy, PA 18085Northampton Plan Description: The purpose of the Plan is to address the wastewater treatment and disposal needs of Stockertown Borough resulting from the inability of the Borough's existing wastewater lagoon treatment facility to consistently achieve compliance with certain stream discharge limits. The chosen solution alternative (identified in the Plan as Alternative 1) provides for abandonment of the existing wastewater treatment lagoons and construction of a 4,000 ft. gravity interceptor sewer line to connect Stockertown's wastewater collection system to Forks Township's existing conveyance system, resulting in the wastewater being transported to and ultimately treated at the Easton Area Joint Sewer Authority's (EAJSA) wastewater treatment facility. The proposed gravity interceptor will be owned, operated, and maintained by Stockertown Borough. The interceptor will also pass through Borough of Tatamy.
To facilitate the chosen alternative, the Borough will purchase 86,500 gpd of Forks Township's current allocation capacity at EAJSA's plant. This will provide for future growth in the Borough relative to its current existing average sewage flows. The chosen alternative will eliminate the need for the Borough's existing lagoon WWTP, which will be decommissioned and demolished following the construction and initiation of operation of the interceptor sewer. The Plan does not provide for any increase in Stockertown Borough's sewer service area.
The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or Authority as appropriate.

Palmyra, PA 17078Lebanon Plan Description: Approval of a revision to the official plan of North Londonderry Township, Lebanon County. The project is known as Pinnacle at Winding Creek/Summer Layne. The plan provides for 355 retirement residential units, 184 single family residential lots, and a community center, with total flows of 81,000 gallons per day using sewer service provided by the North Londonderry Township Authority. The proposed development is located on Killinger Road and Hoffer Road. The Department's review of the plan revision has not identified any significant impacts resulting from this proposal. The DEP Code Number for this planning module is A3-38918-145-3 and the APS Id is 975314. Any required NPDES Permits or WQM permits must be obtained in the name of the North Londonderry Township Authority.
