PUBLIC WATER SUPPLY PERMITS

 The Department has taken the following actions on applications received under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17) for the construction, substantial modification or operation of a public water system.

 Persons aggrieved by an action may appeal that action to the Environmental Hearing Board (Board) under section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704. The appeal should be sent to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P.O. Box 8457, Harrisburg, PA 17105-8457, (717) 787-3483. TDD users may contact the Board through the Pennsylvania AT&T Relay Service, (800) 654-5984. Appeals must be filed with the Board within 30 days of publication of this notice in the Pennsylvania Bulletin unless the appropriate statute provides a different time period. Copies of the appeal form and the Board's rules of practice and procedure may be obtained from the Board. The appeal form and the Board's rules of practice and procedure are also available in Braille or on audiotape from the Secretary to the Board at (717) 787-3483. This paragraph does not, in and of itself, create a right of appeal beyond that permitted by applicable statutes and decisional law.

 For individuals who wish to challenge an action, the appeal must reach the Board within 30 days. A lawyer is not needed to file an appeal with the Board.

Plan Description: Approval is granted for an update to the Official Plan of Jackson Township, York County. The project is known as the Jackson Township Act 537 Special Study, Additional Service Area (DEP Code No. G1-67931-ACT). The plan provides for the continuation of the on-lot sewage management (OLDS) program for the cluster of homes along the South Lake Road study area of the Township. The management program will follow the requirements of the previously adopted OLDS ordinance for Jackson Township. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. Any required NPDES Permits or WQM Permits must be obtained in the name of the municipality or authority, as appropriate.

LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 2


The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The turbine is in operation at the TGP 319 facility in Wyalusing Township, Bradford County.

08-00050B: Eureka Resources, LLC (451 Pine Street, Williamsport, PA 17701) on October 24, 2018, to extend the authorization to operate the sources pursuant to the plan approval an additional 180 days from November 4, 2018 to May 3, 2019, at their Standing Stone Oil and Gas Wastewater Treatment Facility located in Standing Stone Township, Bradford County. The plan approval has been extended.

De Minimis Emissions Increases Authorized under 25 Pa. Code § 127.449.

TVOP-46-00046: UTI Holdings, LLC (200 West 7th Ave., Trappe, PA 19426), for a de minimis emission increase at a facility located in Trappe Borough, Montgomery County, in accordance with 25 Pa. Code § 127.449 and exemption under 25 Pa. Code § 127.14(b). The project consists of the replacement of two natural gas-fired space heaters with a combined heat input of 0.75 MMBtu/hr with two natural gas-fired space heaters with a combined heat input of 0.95 MMBtu/hr.

 The total de minimus emission increase (in tons per year) are as follows: NOx—0.08, CO—0.07, VOC—0.005, SOx—0.001, and PM/PM10/PM2.5—0.01. The emission increases from all pollutants resulting from the individual, as well as the aggregate, changes do not exceed those levels listed under 25 Pa. Code § 127.449 and qualify as de minimus.

 The permit will include monitoring, recordkeeping, and reporting requirements designed to keep the facility within all applicable air quality requirements.
