Final Pennsylvania's Solar Future Plan; Comment Response
[48 Pa.B. 7264]
[Saturday, November 17, 2018]Finding Pennsylvania's Solar Future is a 2017—2019 Statewide planning project led by the Department of Environmental Protection's (Department) Energy Programs Office to help this Commonwealth to produce more solar energy by 2030. The project is funded by an award from the United States Department of Energy.
Pennsylvania's Solar Future Plan (Plan) set out to explore if this Commonwealth has both the technical and economic potential to increase solar generation to a point where a target of 10% of electric consumption can be provided by in-State solar generation by 2030. In addition, the project team explored how that target could be reached, while identifying the economic, environmental and health benefits. There was an effort to engage interested stakeholders and recognize the likely pathways to achieving that target, as well as model the economic and environmental benefits to different sectors across this Commonwealth.
The Plan, the primary deliverable of the project, includes extensive modeling of multiple solar growth scenarios to 2030, as well as 15 strategies that could lead this Commonwealth to increasing solar to 10% of electric consumption. The strategies, developed and discussed by the project team and stakeholder group, were identified as the most impactful actions that will lead to significant, and equitable, growth of the solar industry in this Commonwealth.
The Department released the draft Plan on July 7, 2018. The Department received comments from 138 commentators from July 7, 2018, through August 20, 2018. The Department considered each comment and made adjustments to the draft accordingly. The final Plan and the comment response document can be found at http://www.depgreenport.state.pa.us/elibrary/GetFolder?FolderID=25782.
