AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities.
Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

09-0235A: CP Converters, Inc. dba C-P Flexible Packaging (181 Rittenhouse Circle, Bristol, PA 19007) for installation of a new flexible packaging flexographic printing press (Source ID 240—Press 24) which will exhaust to the existing regenerative thermal oxidizer (C01—RTO) at the facility located in Bristol Township, Bucks County. Post-control Volatile Organic Compound (VOC) and Hazardous Air Pollutant (HAP) emissions are less than 25 tons per year VOC and any combination HAP and less than 10 tons per year any individual HAP; the facility is classified as a Synthetic Minor Facility. The requirements of 25 Pa. Code § 129.67 apply to the flexible packaging printing press. The plan approval will include monitoring, testing, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.
46-0027G: Janssen Research & Development, LLC (1400 McKean Road, Springhouse, PA 19477) for the replacement of the selective catalytic reduction (SCR) system (Source ID C116 in Title V Operating Permit [TVOP] No. 46-00027), including urea injection system, controls, and catalyst, for an existing 1,500-ekW emergency generator set (Source ID 116) with a new SCR system (Source ID C116A), at its existing pharmaceutical research and development facility located in Lower Gwynedd Township, Montgomery County.
The proposed replacement SCR system is designed to achieve at least the same nitrogen oxides (NOx) destruction efficiency as the current SCR system (i.e., 85%). Therefore, there is no increase in NOx emissions expected as a result of the project, and the project is not subject to non-attainment New Source Review (NNSR) requirements.
The only changes to the terms and conditions of the TVOP resulting from the project are as follows:
• Removal of the requirement to install a cooling fan to reduce the temperature of the exhaust gas flow from the emergency generator set to the SCR system, due to the proposed replacement SCR system employing a high-temperature catalyst.
• An increase to the maximum urea injection rate for the proposed replacement SCR system from 7.0 gallons/hr to 11.0 gallons/hr.
The Plan Approval will also include a requirement that the ammonia slip in the exhaust gas flow from the SCR system shall not exceed 10 ppm.
The Plan Approval will include monitoring, recordkeeping, reporting, and work practice requirements designed to keep the facility operating within all applicable air quality requirements.

15-00130: Schramm, Inc., (800 East Virginia Avenue, West Chester, PA 19380-4430) for a Renewal, Non-Title V Facility, State-Only, Synthetic Minor Permit in West Goshen Township, Chester County. Schramm, Inc. is an industrial manufacturing plant where mobile drill rigs for water and mineral exploration are designed and manufactured. The facility has taken individual site level restrictions of 22.3 tons per year for NOx, VOC and combined HAP emissions. The fuel throughput restriction will ensure that Schramm, Inc. remains under the emission thresholds. The facility is also subject to 40 CFR Part 63 Subpart XXXXXX which was added during the last renewal. Monitoring, recordkeeping and reporting requirements have been added to the permit to address applicable limitations.
46-00171: John Evans' Sons, Inc., (1 Spring Avenue, Lansdale, PA 19446) for the renewal of a Non-Title V Facility, State-Only, Natural Minor Permit in Lansdale Borough, Montgomery County. John Evans' Sons, Inc. operates a boiler, a parts washer, and a number of spring forming machines. The facility has a potential to emit 3 tons of hazardous air pollutants per year, and less than 2.7 tons of n-propyl bromide. Monitoring, recordkeeping and reporting requirements have been added to the permit to address applicable limitations.

31-03002: New Enterprise Stone & Lime Co., Inc./Union Furnace Quarry (P.O. Box 77, New Enterprise, PA 16664) for the limestone crushing operation at the facility in Spruce Creek Township, Huntingdon County. The facility potential emissions are estimated at 11.9 tons of PM. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations.
28-05001: Martins Famous Pastry Shoppe, Inc. (1000 Potato Roll Lane, Chambersburg, PA 17201), to issue a State only operating permit renewal for the commercial bakery facility in Guilford Township, Franklin County. The facility's actual VOC emission in 2017 was 44.31 tons. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from MACT Part 63 Subpart ZZZZ—National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines; and NSPS Part 60 Subpart JJJJ—Standards of Performance for Stationary Spark Ignition Internal Combustion Engines.
21-03007: Purina Animal Nutrition LLC (475 St. Johns Church Road, Camp Hill, PA 17011) for the operation of an animal feed production facility in Hampden Township, Cumberland County. This is for renewal of the existing State-only permit. Potential air emissions from the facility are estimated at 25.65 tpy PM, 3.57 tpy NOx, 6.00 tpy CO, and less than 1 tpy of VOC and SO2. 36-05155: Colonial Metals Co. (217 Linden Street, Columbia, PA 17512) to issue a State Only Operating Permit for the secondary non-ferrous metal processing facility located in Columbia Borough, Lancaster County. The actual emissions from the facility in 2017 are estimated at 2.99 tpy of NOx, 7.60 tpy of CO, 11.74 tpy of PM10, 0.01 tpy of SOx and 12.26 tpy of VOC. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions derived from 40 CFR Part 63, Subpart TTTTTT—National Emission Standards for Hazardous Air Pollutants for Secondary Nonferrous Metals Processing Area Sources and 40 CFR Part 63, Subpart ZZZZ—National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.
28-05027: Chambersburg Hospital (112 North 7th Street, Chambersburg, PA 17201) to issue a State Only Operating Permit for the Chambersburg Hospital located in Chambersburg Borough, Franklin County. The actual emissions from the facility in 2017 are estimated at 6.2 tons NOx, 4.6 tons CO, and less than one ton each of SOx, VOC, and PM10. 63-00969: MarkWest Liberty Midstream & Resources, LLC (Between PA 18 & Cross Creek Road) Natural Minor Operating Permit is for a natural gas compressor station and is located in Smith Township, Washington County. In accordance with 25 Pa. Code § 127.424 and § 127.425, the Department of Environmental Protection (DEP) has received an application and is providing notice that it intends to issue an Air Quality Operating Permit for the previously-mentioned facility. Sources of emissions consist of eight 1,480 BHP compressor engines, two 1,980 BHP compressor engines, one dehydration unit and reboiler, five storage tanks, pigging operations, venting/blowdowns, and other fugitive emission sources such as truck loadout. The facility is required to conduct regular surveys of the site to ensure compliance with visible, fugitive, and malodor emission requirements and maintain records of those surveys. Facility-wide potential emissions are projected to be 38.61 tons per year (TPY) NOx, 50.55 TPY CO, 43.28 TPY VOC, 6.65 TPY PM, 10.13 TPY total HAP, and 1.82 TPY for a single HAP. The air quality permit includes operation requirements, monitoring requirements, and recordkeeping requirements for the site.

10-00359: MarkWest Liberty Bluestone—Sarsen Gas Plant (736 Prospect Rd, Evans City, PA 16033), the Department intends to issue the renewal of the State-Only Operating Permit of a natural gas gathering and processing facility located in Forward Township, Butler County. With a 40-mmscf/day capacity, the facility is equipped with inlet and residue compressors, a dehydration unit and reboiler, a cryogenic gas processing unit and a refrigeration system, condensate tanks, truck loading operation, and process heaters. With PTEs of 78 TPY CO, 38 TPY NOx, 36 TPY VOC, 7 TPY HAPs, 4 TPY PM, 1.9 TPY single HAP (formaldehyde) and 0.3 TPY SOx, the facility is Natural Minor. In this renewal, a refrigerant compressor initially authorized through GP-5 permit (GP5-10-359C) is added as a permitted source, permanently replacing a similar unit. The refrigerant compressor is subject to applicable GP-5 conditions, 40 CFR 60 Subpart JJJJ (Standards of Performance for Stationary Spark Ignition Internal Combustion Engines), and 25 Pa. Code §§ 123.13 and 123.21. No longer at the facility, a previously permitted emergency generator is removed from the renewal operating permit.
62-00162: Elkhorn Gas Processing LLC Keystone Plant (4613 East 91st Street, Tulsa, OK 74137). The Department intends to issue a renewal of the Natural Minor Operating Permit to operate the natural gas processing plant in Pleasant Township, Warren County. The facility's primary emission sources include a Tri-Ethylene Glycol dehydration unit, combustion emissions for the dehydration unit, a hot oil heater, an 800 HP refrigerant compressor, an emergency generator, potential equipment leaks, product storage tanks and loading. The refrigerant compressor engine is subject to 40 CFR 63 Subpart ZZZZ—NESHAPs for Stationary Reciprocating Internal Combustion Units. The dehydration unit is subject to 40 CFR 63 Subpart HH—NESHAPs from Oil and Natural Gas Production Facilities. The actual emissions reported from the facility for 2017 were 3.15 TPY CO, 2.29 TPY NOx, 0.14 TPY PM-10, 0.01 TPY SOx, 19.0 TPY VOC, 1.32 TPY Toluene, and 1.55 TPY xylenes. The conditions of the previous plan approval and operating permit were incorporated into the renewal permit.
COAL AND NONCOAL MINING ACTIVITY APPLICATIONS Applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.19a); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); The Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); and The Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.20a). Mining activity permits issued in response to such applications will also address the applicable permitting requirements of the following statutes: the Air Pollution Control Act (35 P.S. §§ 4001—4015); the Dam Safety and Encroachments Act (32 P.S. §§ 693.1—693.27); and the Solid Waste Management Act (35 P.S. §§ 6018.101—6018.1003).
The following permit applications to conduct mining activities have been received by the Department. A copy of the application is available for inspection at the district mining office indicated before each application. Notices of requests for 401 Water Quality Certifications are included in individual application notices, as noted.
Written comments or objections, or requests for an informal conference, or a public hearing, as applicable, on a mining permit application and request for Section 401 water quality certification application may be submitted by any person or any officer or head of any Federal, State or local government agency or authority to the Department at the address of the district mining office indicated before each application within 30 days of this publication, or within 30 days after the last publication of the applicant's newspaper advertisement as provided by 25 Pa. Code §§ 77.121—77.123 and 86.31—86.34.
Written comments or objections regarding a mining permit application should contain the name, address and telephone number of persons submitting comments or objections, application number and a statement of sufficient detail to inform the Department on the basis of comment or objection and relevant facts upon which it is based.
A request for an informal conference or a public hearing, as applicable, on a mining permit application, as provided by 25 Pa. Code § 77.123 or § 86.34, must contain the name, address and telephone number of the requestor; the application number; a brief summary of the issues to be raised by the requestor at the conference; and a statement whether the requestor desires to have the conference conducted in the locality of the proposed mining activities.
When an NPDES number is listed, the mining activity permit application was accompanied by an application for an individual NPDES permit. A separate notice will be provided after the draft NPDES permit is prepared.

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed NPDES permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Code Chapters 91 and 92a and 40 CFR Part 122, implementing provisions of The Clean Streams Law (35 P.S. §§ 691.1—691.1001) and the Federal Clean Water Act (33 U.S.C.A. §§ 1251—1376).
The Department of Environmental Protection (Department) has prepared a draft NPDES permit and made a tentative determination to issue the NPDES permit in conjunction with the associated mining activity permit.

For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

A settleable solids instantaneous maximum limit of 0.5 ml/l applies to: surface runoff (resulting from a precipitation event of less than or equal to a 10-year 24-hour event) from active mining areas; active areas disturbed by coal refuse disposal activities; mined areas backfilled and revegetated; and all other discharges and drainage (resulting from a precipitation event of greater than 1-year 24-hour to less than or equal to a 10-year 24-hour event) from coal refuse disposal piles. Similarly, modified BAT limits apply to iron, manganese and suspended solids in surface runoff, discharges and drainage resulting from these precipitation events and those of greater magnitude in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code Chapter 77 are pH 6 to 9 and other parameters the Department may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.
In addition to BAT or WQBEL limits, coal and noncoal NPDES permits establish effluent limitations in the form of implemented Best Management Practices (BMPs) identified in the associated Erosion and Sedimentation Plan, the Reclamation Plan and the NPDES permit application. These BMPs restrict the rates and quantities of associated pollutants from being discharged into surface waters in this Commonwealth.
More restrictive effluent limitations, restrictions on discharge volume or restrictions on the extent of mining that may occur are incorporated into an NPDES permit when necessary for compliance with water quality standards and antidegradation requirements (in accordance with 25 Pa. Code Chapters 91—96).
The procedures for determining the final effluent limits, using a mass-balance equation or model, are found in Technical Guidance Document 563-2112-115, Developing National Pollutant Discharge Elimination System (NPDES) Permits for Mining Activities. Other specific factors to be considered include public comments and Total Maximum Daily Load(s). Additional discharge limitations may apply in the event that unexpected discharges occur.
Discharge rates for surface mining activities are precipitation driven. Discharge rates for proposed discharges associated with underground mining are noted in the permit description.
Persons wishing to comment on an NPDES draft permit should submit a written statement to the Department at the address of the district mining office indicated before each draft permit within 30 days of this public notice. Comments received within the comment period will be considered in the final determinations regarding the NPDES permit applications. Comments must include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based.
The Department will also accept requests or petitions for a public hearing on NPDES permit applications, as provided in 25 Pa. Code § 92a.82(d). The request or petition for a public hearing shall be filed within 30 days of this public notice and contain the name, address, telephone number and the interest of the party filing the request, and state the reasons why a hearing is warranted. A public hearing may be held if the Department considers the public interest significant. If a hearing is scheduled, a notice of the hearing on the NPDES permit application will be published in the Pennsylvania Bulletin and a newspaper of general circulation within the relevant geographical area. When a public hearing is held, the Department will consider comments from the public hearing in the final determination on the NPDES permit application.

1. Remove the existing 40` long 24" corrugated metal pipe carrying Brewer Road (T-358) over a UNT to Clapboard Run (identified as UNTLCR02; WWF) having a drainage area less than 100 acres; construct and maintain a replacement 55` long 30" CMP in the same location.
2. Upstream from the first culvert, remove 11` of the existing 153` long 24" reinforced concrete pipe enclosure carrying the same UNT (UNTLCR02) and extend the pipe by 11` downstream and 35` upstream for a total enclosure length of 186`; upstream from this pipe place and maintain fill in 56` of this same UNT and construct and maintain a 15` long relocated replacement channel to align with the new culvert inlet.
3. Remove the existing 50` long 18" reinforced concrete pipe carrying SR 3024 over a UNT to UNTLCR02 (identified as UNTLCR02A; WWF) having a drainage area less than 100 acres. This UNT currently enters the culvert via drop box along SR 3024; this drop box will also be removed. Construct and maintain a new drop box and a 70` long 18" RCP in the same location.
4. Remove the existing 12" reinforced concrete pipe (unknown length) carrying a UNT to South Fork Little Conemaugh River (identified as UNTLCR01; CWF) having a drainage area less than 100 acres; construct and maintain a replacement 5` long 24" corrugated metal pipe and new dropbox upstream of the existing pipe location. Replace the existing 154` long 15" corrugated plastic pipe carrying this same UNT including a dropbox; construct and maintain a replacement dropbox and a 154` long 24" corrugated metal pipe in the same location including an additional dropbox.
5. In addition, construct and maintain roadway associated stormwater features and place and maintain fill in a de minimis 0.009 acre of PEM/PSS wetlands. No wetland mitigation is required; stream mitigation will occur onsite.
The project site is located at the five-way intersection of Frankstown Road, Solomon Run Road, Ragers Hill Road, Mount Hope Road, and Clapboard Run Road (Geistown, PA USGS topographic quadrangle; N: 40°, 20`, 26.17"; W: -78°, 48`, 56.62"; Sub-basin 18E; USACE Pittsburgh District), in Adams and Richland Townships, Cambria County.

The applicant proposes to:
Maintain 200` of streambank stabilization along Tenmile Creek (TSF) with a drainage area of 99.2 square miles. The streambank stabilization is adjacent to and immediately downstream of the Marianna Dam. The first 50` of streambank stabilization immediately downstream of the dam consists of grouted class R-9 rip-rap. The streambank stabilization was constructed under an emergency permit (DEP File No. EP6317207) to repair a slide and prevent loss of the SR 2020 road surface. In addition, maintain an 81` long rock vane deflector in Tenmile Creek adjacent to the slide repair area. 350' of stream was temporarily impacted for the purpose of constructing these encroachments. No mitigation was required.
The project site is located approximately 0.3 mile northeast of the intersection of SR 2020 and Maple Street (Ellsworth, PA USGS topographic quadrangle; N: 40°, 1`, 11.34"; W: -80°, 5`, 41.22"; Sub-basin 19B; USACE Pittsburgh District), in Marianna Borough, Washington County.

The applicant proposes to:
To construct and maintain a 0.31 acre forebay with a rock filter berm on an unnamed tributary (UNT) to Little Chartiers Creek (HQ-WWF) for the purpose of collecting sediment to maintain and minimize impacts to the water quality of the Glencannon pond. The project will perma-nently impact 148 linear feet of the UNT to Little Chartiers Creek and temporarily impact 10 linear feet of the UNT to Little Chartiers Creek. During the dam construction process, a temporary diversion pipe (706 linear feet × 12 inches) and sand bag barrier will be installed to block the flow of the stream to the pond and pump it around to the emergency spillway. The project will include the creation of a 0.90 acre forested riparian buffer to offset impacts in the floodways of the high quality watershed of Little Chartiers Creek.

To rehabilitate and maintain an existing pipe-arch culvert carrying UNT Mardis Run under SR 8008, Section 402. The existing steel pipe-arch culvert will be slip-lined with an aluminum pipe-arch culvert having an underclearance of 55-in; a span of 73-in; and an out-to-out length of 90-ft, 4 7/8-in. The project will result in 115-ft of permanent stream impacts and 150-ft of temporary stream impacts to UNT Mardis Run. No wetland impacts are proposed.
