The facility's major emission sources include natural gas boilers, natural gas space heaters, Vacuum Oxygen Decarburization (VOD), a 45-ton Electric Arc Furnace (EAF), ENS annealing furnaces, ENF heat treat furnaces, ENC heat treat furnaces, crankshaft file and grind process, vacuum degasser, teeming, scrap handling, slag handling, vehicle travel, crankshaft degreasing, ladle furnace, Safety-Kleen degreaser units, pipe mold cleaning machine, and nitride furnaces.
The potential emissions of the pollutants from the facility are, NOx: 98.3 TPY (tons per year), CO: 511.45 TPY, SOx: 43.39, VOC: 33.80 TPY, PM-10: 14.38 and NH3: 10 TPY. The facility is major for CO emissions. The facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The facility is also subject to the Compliance Assurance Monitoring Rule (CAM) found in 40 CFR Part 64. Appropriate permit conditions to address the applicable CAM requirements have been included in the permit. The facility is subject to 40 CFR 60 Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units, 40 CFR 60 Subpart AAa for the EAF, and 40 CFR 63 Subpart YYYYY National Emissions Standards for Hazardous Air Pollutants for Area Sources for the EAF. The Permit contains the applicable requirements from previous plan approvals.

PPL Electric Utilities Corporation (PPL) installed 2,275 feet of underground distribution (12 kV) conduit under Emergency Permit EP 1917501 to include the following work. The utility line installation began at the existing PPL distribution pole 96/92 and extended to existing distribution pole 38/98 along Mountain Road. The conduit installation is required to restore electricity to customers in the area after an overhead line collapsed to the east of Mountain Road.
Installation of the new underground conduit will occur from distribution pole 96/92, south along Mountain Road to a new distribution pole to be installed to the west of existing pole 38/98. A total of 7 bore pits, 2 junction boxes and 1 new distribution stub pole will be required as part of the project. A total of 1,918 square feet (0.04 acre) of wetland impacts, 660 square feet of floodway impacts and 64 square feet of stream impacts will occur during of project construction. Two perennial streams will be directionally bored during installation of the conduit.
Removal of the failed existing overhead distribution line will be completed by a combination of all-terrain vehicles (ATV) and access by foot. The electric line and poles will be removed from approximately distribution pole # 11/98 to 92/24 (approximately 1,900 feet).
The project is located in the Beaver Run watershed. Beaver Run is designated as a Cold Water Fisheries; Migratory Fishes (CWF; MF) according to Chapter 93. The creek has a defined floodway on FEMA's Flood Insurance Rate maps (FEMA FIRM map No. 42037C038E; 8/19/2008) and is listed as Zone A.

To construct, operate and maintain improvements to the stream corridor of Carbon Run (Cold Water Fishery—CWF). The work will protect the existing public sanitary sewer line of Shamokin-Coal Township Sanitary Authority in both Coal Township and the City of Shamokin in Northumberland County, by ensuring portions of the embankments will be stabilized. The existing public sanitary sewer line sits outside of the 100-year flood elevation. The proposed activities, shown in the following chart, include the removal of the existing vegetation and debris within the channel and the re-grading of stream embankments for stabilization purposes. Stream banks will be stabilized with R-6 rip-rap and cast-in-place concrete wall. The project will also include the rehabilitation of existing walls, including the removal of the failing sections. All rehabilitated walls will be replaced at the same height wall in the same location. This authorization of coverage is required for earth disturbance activities associated with oil and gas exploration, production, processing or treatment operations or transmission facilities when earth disturbance is 5 acres or greater. Review of the application is being coordinated with the Department's Southwest Regional Office and the associated county conservation districts.

Chapter 105 Water Obstruction and Encroachment Permit Applications; Shell Pipeline Company L.P.'s Falcon Ethane Pipeline System The Department of Environmental Protection (Department) provided notice on January 20, 2018, of three water obstruction and encroachment permit applications for the Shell Pipeline Company LP's Falcon Ethane Pipeline System. The January 20, 2018, notice started a 30-day public comment period. By this notice, the Department is extending the comment period until Tuesday, April 17, 2018.

The applicant is proposing to:
1. Construct and maintain three (3) 12" ethane pipe crossings under unnamed tributaries (UNT) to Little Racoon Run (WWF);
2. Construct and maintain a 52 foot 12" ethane pipe crossing under Potato Garden Run (WWF) and an additional twenty-one (21) crossings under UNT to Potato Garden Run (WWF);
3. Construct and maintain four (4) 12" ethane pipe crossings under UNT to Raredon Run (WWF);
For the purpose of constructing an ethane pipeline from facilities in Ohio and Pennsylvania, to a chemical plant in Pennsylvania. The project will cumulatively result in 1,943 LF of permanent impacts to various watercourses, 978 LF of temporary impacts to various watercourses, 0.58 acre of permanent impact to PEM wetlands, 0.01 acre of permanent impact to PSS wetlands, 0.41 acre of temporary impact to PEM wetlands and 0.46 acre of temporary impact to PSS wetlands. Mitigation will include restoring the disturbed area back to its original condition and elevation and stabilizing the disturbed area. This project is located in Findlay and North Fayette Townships, Allegheny County. This application is for an 11.6-mile portion of a multi-state and multi-county pipeline project, 59.6 miles of pipeline will be constructed in the State of Pennsylvania. This project is located in Greene, Independence, Potter and Raccoon Townships, Beaver County.
