Federal Consistency under the Coastal Zone Management Act; Adelphia Gateway Project

[Saturday, January 19, 2019]This notice is published under section 306(d)(14) of the Federal Coastal Zone Management Act of 1972 (16 U.S.C.A. § 1455(d)(14)), regarding public participation during consistency determinations. The Department of Environmental Protection (Department), Coastal Resources Management Program has received notice that Adelphia Gateway, LLC is proposing the Adelphia Gateway Project natural gas pipeline project, portions of which are located within Delaware Estuary Coastal Zone (DECZ) in Delaware County.
The applicant is seeking authorization from the Federal Energy Regulatory Commission for the Adelphia Gateway Project. The entire proposed project includes 4.4 miles of existing 20-inch mainline pipeline, 84 miles of existing 18-inch mainline pipeline, two new compressor stations, two new lateral pipelines, seven new blowdown assemblies, one new tap valve and two new mainline valves. Project components proposed within the DECZ include a new Marcus Hook Compressor Station, portions of the existing 18-inch mainline, a portion of the Parkway Lateral, and the Tilghman Lateral and its associated meter stations. The Marcus Hook Compressor Station includes expansion and improvements to ground facilities at the existing Marcus Hook Terminal. The site is located entirely on existing paved/graveled industrial-use land. The proposed Parkway Lateral consists of a 0.25-mile segment of new 16-inch pipeline beginning at the proposed Marcus Hook Compressor Station and ending at an existing meter station in Claymont, DE. The proposed Tilghman Lateral consists of a 4.4-mile segment of new 16-inch-diameter pipeline that would start at the proposed Marcus Hook Compressor Station and end at a new delivery point located within the boundaries of an existing meter station in Chester City. Adelphia Gateway, LLC also proposes to install five delivery points along the Tilghman Lateral, four of which would be installed entirely within existing industrial meter station sites. The remaining delivery point would be installed on a 2.1-acre site in Lower Chichester, Delaware County. No work is proposed to occur on the segment of existing 18-inch mainline located within the DECZ.
This project is subject to Department review for Federal consistency because it is a Federal license and permit activity and will have reasonably foreseeable effects on the Commonwealth's coastal resources or uses.
In accordance with National Oceanic and Atmospheric Administration (NOAA) regulations at 15 CFR Part 930, Subpart D (relating to consistency for activities requiring a Federal license or permit), Adelphia Gateway, LLC has certified that the proposed activity will be conducted in a manner consistent with the applicable enforceable policies of the Commonwealth's NOAA-approved Coastal Resources Management Program.
