On July 24, 2019, the Department renewed the Title V Operating Permit for the manufacture of fiberglass reinforced plastics and plastic products in Millcreek Township, Erie County. The facility's emission sources include two 4 million Btu/hr natural gas fueled boilers; 10 natural gas fueled space heaters and 5 natural gas fueled furnaces, all rated 250,000 Btu/hr or less; 9 flat sheet molding presses; 14 compression molding machines; 5 pultrusion molding machines and saws; a sheet molding compound machine; a mix room; and a sheet sander and a panel saw. The facility is a major facility due to its potential to emit Styrene, both a HAP and a VOC. Actual 2018 emissions are as follows: 24.15 tons VOC, 24.07 tons HAPs, 1.52 ton NOx, 0.01 ton SOx, 1.28 ton CO, and 0.12 ton PM-10. This facility is subject to 40 CFR Part 63 Subpart WWWW, NESHAPs for Reinforced Plastic Composites Production. The facility also has a 30 hp natural gas fueled emergency generator subject to 40 CFR Part 63 Subpart ZZZZ. RACT Requirements of 25 Pa. Code §§ 129.96—129.100 are included in the permit. The permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
25-00179: Erie City Sewer Authority (68 Port Access Road, Erie, PA 16507-2204). On July 19, 2019, the Department renewed the Title V Operating Permit for the wastewater treatment plant located in the City of Erie, Erie County. This facility does not have potential emissions above the major source thresholds for any criteria pollutants, VOC, or HAPs. This facility is required to obtain a Title V permit under the provisions of 40 CFR § 60.5240 of Subpart MMMM and § 62.15395 of Subpart LLL. Potential emissions are as follows: 68.09 tpy NOx; 35.92 tpy CO; 20.02 tpy SOx; 37.11 tpy Particulate Matter; 18.95 tpy VOC; and 1.937 all HAPs combined. Actual 2018 emissions are as follows: 7.56 tons NOx; 10.93 tons CO; 1.39 ton SOx; 1.99 ton PM-10; 1.99 ton PM-2.5; 6.72 tons VOC; and 0.18 ton all HAPs combined. The significant sources are two sewage sludge incinerators and two natural-gas/oil fired boilers, as well as an ash loading process, 1 oil fueled and 5 natural-gas fueled emergency generators, a fuel oil storage tank, and five aeration tanks. The conditions of the previous plan approvals and operating permit were incorporated into the renewal permit. This facility is subject to the following Federal regulations for which the applicable requirements are included in the permit renewal: 40 CFR Part 60 Subpart O, Standards of Performance for Sewage Treatment Plants; 40 CFR Part 60 Subpart MMMM, Emission Guidelines and Compliance Times for Existing Sewage Sludge Incineration Units; 40 CFR Part 61 Subpart C, National Emissions Standard for Beryllium; 40 CFR Part 61 Subpart E, National Emissions Standard for Mercury; 40 CFR Part 62 Subpart LLL, Federal Plan Requirements for Sewage Sludge Incineration Units Constructed on or Before October 14, 2010; 40 CFR Part 503 Subpart E, Standards for the Use or Disposal of Sewage Sludge—Incineration; and 40 CFR Part 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
20-00104: Lord Corporation, Saegertown Operations (601 South St, Saegertown, PA 16433). On July 22, 2019, the Department issued a modification of the Title V Operating Permit to incorporate RACT II case-by-case and presumptive requirements for the manufacturing facility. The facility is major for VOC and not NOx; thus, the RACT II Review only addresses emissions of VOC. Adhesives and coatings are the primary products manufactured at this facility. The manufacturing consists of several operations including pre-assembly, premix and reactions, pigment grinding or milling, product finishing, product filling, and equipment cleaning. The major emission source types at this facility are storage tanks, reactors, blend/mix tanks, grinders/mills, filters, scales, natural gas combustion sources, and other miscellaneous sources. This RACT II major modification addresses several VOC emission sources subject to an alternative RACT proposal pursuant to § 129.99(c), including Source 7000 (Reactors), Source 7000C (Portable Process Vessel Requiring Covers), Source 102 (Urethane Manufacturing), and Source 105 (Adhesive Manufacturing, Building 1). This RACT II major modification also addresses several VOC sources subject to presumptive RACT pursuant to § 129.97(c), including combustion units rated less than 20 MMBtu/hr, various VOC sources with PTE less than 2.7 tpy, emergency generator engines rated less than 500 bhp (gross), and a thermal oxidizer. The highest actual emissions reported in the previous five years are 30.40 tons of VOC from the facility in 2017; this complies with the RACT I facility-wide limit of 160 tpy. The permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

30-00087 Emerald Contura, LLC (158 Portal Road, Waynesburg, PA 15370) In accordance with 25 Pa. Code §§ 127.441 and 127.425, the Department of Environmental Protection (DEP) is providing notice that on July 20, 2019, DEP issued a renewed synthetic minor State Only Operating Permit to Emerald Contura, LLC for the continued operation of a coal preparation plant, known as the Emerald Mine Coal Preparation Plant, located in Franklin Township, Greene County.
Emerald Mine Coal Preparation Plant contains air contamination sources consisting equipment for mining, conveying, unloading, breaking, screening, chemical froth flotation, sizing, storing, loading coal, and roads. Air pollution prevention equipment at the facility includes enclosures, baghouse, minimization of drop height, and a water truck and sweeper for the plant roads.
No emission or equipment changes have been approved by this action. Sources at Emerald Mine Coal Preparation Plant are subject to 40 CFR Part 60, Subparts A and Y and 25 Pa. Code Chapters 121—145. The permit includes emission limitations and operational, monitoring, reporting, and recordkeeping requirements for the plant. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 60 and 70, and 25 Pa. The potential emissions of the primary pollutants from the facility are as follows: 2.102 TPY (tons per year) NOx, 1.766 TPY CO, 0.116 TPY VOC, 0.001 TPY Pb, 0.06 TPY filterable PM-10 and PM-2.5, and 0.013 TPY SOx; thus, the facility is a natural minor. Notice of Projects under the Environmental
Good Samaritan ActThe Environmental Good Samaritan Act (27 Pa.C.S.A. §§ 8001—8114) provides certain protections and immunities from civil liability for landowners and persons who voluntarily undertake reclamation and abatement projects to address land and water adversely affected by mining or oil or gas extraction or exploration for natural resources and left in an unreclaimed condition or left discharging water pollution. In order for landowners and persons to qualify for immunity, the projects must be approved by the Department.
The following project proposals have been received by the Department of Environmental Protection. A copy of the proposals is available for inspection at the DEP Northwest (Meadville) Regional Office at 230 Chestnut Street, Meadville, PA 16335 between the hours of 9:00 a.m. and 4:00 p.m.
Written comments or objections may be submitted by any person or any office or head of any Federal, State, or local government agency or authority to the Department at the same address within 30 days of this publication.
Written comments or objections should contain the name, address and telephone number of the person submitting comments or objections; the proposal identification number; and a statement of sufficient detail to inform the Department of the basis of the comment or objection and the relevant facts upon which it is based.

Chesapeake Energy is planning to plug an abandoned oil and gas well (API No. 015-90010) located in Orwell Township, Bradford County. The well emits combustible gas into the shallow aquifer in the vicinity of the well. The well plugging project will affect an area of less than 1 acre. Complete project proposal received 07/11/2019.
EGSOG59-0001—Clyde Mitstifer Well, SWN Production Co LLC, 10000 Energy Drive, Spring, TX 77389-4954. SWN Production Co LLC is planning to plug an abandoned oil and gas well (API117-21912) located in Liberty Township, Tioga County. The plugging of this well will improve HSE conditions for the landowner. The well plugging project will affect an area of less than 1 acre. Complete project proposal received 07/24/2019.
