Luzerne Plan Description: The Plan Update Revision (Plan) proposes a Corrective Action Plan (CAP) to identify and propose corrective measures for portions of Jackson Town-ship's wastewater collection system that may be subject to excessive amounts of infiltration/inflow (I/I). The CAP also contains time schedules for the implementation of the activities proposed in the CAP.
In recognition of the Township's commitment to fully implement the Plan and CAP, the Department has granted a sewer connection allocation of 20 Equivalent Dwelling Units (EDUs) to the Township. This allocation shall be administered and disbursed by the Township for use within the Township's wastewater collection system service area. In accordance with Section 94.21.b of the Department's Regulations, this allocation modifies the sewer connection prohibition currently in place within the Township but does not lift it. All sewer connection requests from individuals or other entities must be made, in writing, to the Township. Subsequently, all allocation awards to individuals or other entities, from the Township, must be made in writing by an authorized Township Official(s).

Berks Plan Description: Approval is granted for a revision to the Official Plan for Sinking Spring Borough, Berks County. The plan revision is a Special Study to address the replacement of the Broad Street sanitary sewer. The discharge of treated effluent will be to Sandy Lick Creek. The new plant will replace the badly deteriorated existing Dubois City wastewater treatment plant, located on the north side of Sandy Lick Creek, which will then be demolished. The plan also provides for replacement or rehabilitation of multiple sections of deteriorated sewer in DuBois City. The Department's review of the sewage facilities update revision has not identified any significant environmental impacts resulting from this proposal. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

Permitted air contamination sources are two gas-fired/oil-fired boilers, a backup biomass boiler, and two emergency generators. The facility is a Natural Minor and an area source for permitting and MACT purposes. The gas-fired/oil-fired boilers are subject to 25 Pa. Code § 123.22. The backup biomass boiler is subject to 40 CFR 60 Subpart Dc and 40 CFR 63 Subpart JJJJJJ. The emergency generators are subject to 40 CFR 63 Subpart ZZZZ. In this renewal, applicable changes in 25 Pa. Code § 123.22 as amended in 2013 are incorporated into the operating permit. Operating hour restrictions are added for the gas-fired/oil-fired boilers to assure exemption from 40 CFR 63 Subpart JJJJJJ. Initially permitted through PA 24-111A, the biomass boiler previously functioned as the primary boiler for normal operations. With the rising costs of woodchips and decreasing price in natural gas, however, the gas-fired/oil-fired boilers have been operated as the primary boilers since early 2015 while the biomass boiler is kept as a backup unit, fired once or twice per year for testing and certification purposes. Based on the approved request, the 5-year stack test requirement for the biomass boiler is removed from the operating permit.

PREAMBLE 2
The following plans and reports were submitted under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).
Provisions of 25 Pa. Code Chapter 245 Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

The 310B Site Characterization Report did not demonstrate attainment of Statewide Health Standards and was disapproved by the DEP on September 16, 2019.

The Remedial Action Plan was acceptable to meet Site-Specific Standards and was approved by DEP on September 23, 2019.

Turkey Hill Store # 031, Storage Tank Primary Facility ID # 06-08674, 2240 Hampden Boulevard, Reading, PA 19604, Reading City, Berks County, Keystone Environmental Health and Safety Services, Inc., 1111 12th Avenue, Altoona, PA 16601, submitted a Remedial Action Completion Report concerning the remediation of soil contaminated with unleaded gasoline petroleum constituents. The Remedial Action Completion Report demonstrated the attainment of the Residential Statewide Health Standard and was approved by the Department on September 9, 2019.

Notice of Public Hearing Southcentral Region: Clean Water Program, 909 Elmerton Avenue, Harrisburg, PA 17110, Phone: 717-705-4707.
The Pennsylvania Department of Environmental Protection (''DEP'') has scheduled a public hearing to receive testimony and comments on the Water Quality Management Permit (WQM) No. 2919201 application submitted by CFC Fulton Properties. The proposal is for the construction of Bivouac Sow Farm, a new swine facility which includes three (3) barns with underneath storages for a 2,978.55 Animal Equivalent Unit sow/nursery swine operation located at 15197 Great Cove Road, Big Cove Tannery, PA 17212. Bivouac Sow Farm is proposed to be located in Ayr Township, Fulton County. The hearing will be held on Wednesday, October 30, 2019 at 6:30 p.m. at the McConnellsburg Fire Hall, 112 E Maple St., McConnellsburg, PA 17233.
Any person intending to testify at the hearing should register by Tuesday, October 15, 2019, by contacting Mr. John Repetz at (717) 705-4904 or jrepetz@pa.gov. If DEP does not receive any testimony registration requests by 4 p.m. on Wednesday, October 23, 2019, the public hearing will be cancelled.
All testimony should pertain to the WQM permit application submitted by CFC Fulton Properties. Each individual will have up to five (5) minutes for his/her presentation. To ensure that all speakers have a fair and equal opportunity to present their testimony, relinquishing of time to other speakers will not be allowed. DEP will respond in writing to relevant testimony provided during the public hearing and submitted written comments. Further details relating to the procedures to be followed at the hearing will be outlined at the beginning of the hearing.
