NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

 Persons aggrieved by an action may appeal under 3 Pa.C.S. § 517, section 4 of the Environmental Hearing Board Act and 2 Pa.C.S. §§ 501—508 and 701—704 to the Environmental Hearing Board, Second Floor, Rachel Carson State Office Building, 400 Market Street, P.O. Plan Description: Approval is granted for a revision to the Official Plan for Susquehanna Township, Dauphin County. The plan revision is a Special Study to address the replacement and upgrade of the Paxton Creek Interceptor North Branch and the Woodridge Interceptor. Plan Description:

 The Minor Act 537 Update Revision proposes the installation of a new gravity sanitary sewer line that will result in the elimination of the Franklin Township Municipal Sanity Authority's (FTMSA) Bel-Arie Pump Station (P.S.). The gravity line will connect to the FTMSA's Manor Road collection system. The Bel-Arie pump Station is presently conveying Average Daily Flow of 0.086 Million Gallon per day (MGD) and Peak Daily flow of 0.389. The proposed sewer line will be located along Manor Road in the Municipality of Murrysville, Westmoreland County. The submission is consistent with the planning requirements in Chapter 71 of the Department's regulations.

Plan Description:

 The plan proposes the installation of approximately 4,350 linear feet of 8" gravity sewer to provide sanitary sewage service along Buffenmeyer Road (T-698), Donohoe Road (SR 1026) and Brighton Road. The extension will service 3 existing Light manufacturing/Industrial Businesses, 14 residential dwellings and 5 vacant lots. It will result in the elimination of existing on-lot malfunctions. The gravity line will connect to the Unity Township Municipal Authority's Beatty Flats collection system and will convey 23 EDUs or 9,200 gallon of sewage per day to be treated at the 14 Mile Run Wastewater Treatment Facility. The submission is consistent with the planning requirements in Chapter 71 of the Department's regulations.

LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

PREAMBLE 2


The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

Permit Application No. 300876. Keystone—Conemaugh Projects, LLC, 1442 Power Plant Road, New Florence, PA 15944; West Wheatfield Township; Indiana County. On October 9, 2019 the Northwest Regional Office reissued the landfill operating permit to Keystone—Conemaugh Projects, LLC to reflect the requested ownership name change. A permit reissuance application was received for this facility on July 18, 2019. The Conemaugh Generating Station Ash Disposal Site is an existing residual waste landfill owned by GenOn Northeast Management Company, LLC being transferred to Keystone—Conemaugh Projects, LLC. No changes to the permit other than ownership name were proposed in this application.

 The facility's major sources of emissions include a Crystex Plant, two (2) 25.1 MMBtu/hr dual-fired (natural gas and fuel oil) boilers, a vaporizer, one 300,000 gallon sulfur storage tank, one 8,000 gallon carbon disulfide pressure vessel, two (2) 46,000 gallon process oil storage tanks, railcar and truck sulfur handling, one (1) diesel-fired fire pump internal combustion engine rated at 238 bhp, one (1) diesel-fired fire pump internal combustion engine rated at 152 bhp, and a diesel-fired emergency generator engine rated at 226 bhp.

 The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 60, 61, and 70, and 25 Pa. Code, Article III, Chapters 121—145. The renewal Title V Operating Permit was issued final on October 4, 2019.

43-00196: Wabtec US Rail, Inc., (1503 West Main Street Ext, Grove City, PA 16127). On October 7, 2019, in accordance with 25 Pa. Code §§ 129.96—129.100, the Department issued a significant modification to the Title V operating permit for the GE Transportation Grove City Engine Plant in Pine Township, Mercer County. The permit modification incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997 National Ambient Air Quality Stan-dard (NAAQS) and the 2008 NAAQS for ozone. The relevant RACT II requirements are being submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's SIP and will remain in effect until replaced, pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal; this includes the provisions of the Department's presumptive RACT II requirements in accordance with 25 Pa. Code § 129.97, as they apply to existing sources at this facility.
