 This bid issues on November 15, 2019, and bids will be opened on January 9, 2020, at 2 p.m. Bid documents, including drawings in PDF format and AutoCAD Map 3D format, may be downloaded for free beginning on the issue date from the Department of Environmental Protection by going to www.BidExpress.com. A mandatory prebid conference is scheduled for December 18, 2019, at 10 a.m. at the Department of Transportation, Maintenance District 4-0/Lackawanna County 4-2, 1034 Morgan Highway, Clarks Summit, PA 18411. Failure to attend the prebid conference will be cause for rejection of the bid. This project is financed by the Federal government under the authority given it by the Surface Mining Control and Reclamation Act of 1977 (act) (30 U.S.C.A. §§ 1201—1328) and is subject to the act and to the Federal grant for this project.
