NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Spring Township Water Authority (Public Water Supply), Centre County: On March 25, 2020, the Safe Drinking Water Program approved the Source Water Protection (SWP) plan for the Spring Township Water Authority community water system. The personnel involved with the development of this SWP are to be commended for taking these proactive steps to protect these water sources for their community. LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

On March 24, 2020, the Department issued the renewal Title V Operating Permit for operation of the Greenville Reynolds Industrial Park facility located in Pymatuning Township, Mercer County. The facility's primary emission sources include the degreasing system boiler, miscellaneous natural gas usage, the pickling tank boiler, TCE (trichloroethylene) degreasing system, three (3) annealing furnaces, general solvent cleaning, lubricating operations, TCE storage tanks, a parts cleaner/solvent degreaser, a batch pickling tank, a vacuum cleaning and degreasing machine controlled by carbon adsorption and a barrel carbon filter, groundwater TCE clean-up, and three (3) emergency generator engines. The potential emissions of the primary pollutants from the facility are as follows: 12.16 TPY (tons per year) NOx, 8.35 TPY CO, 79.70 TPY VOC, 57.46 TPY total HAPs, 57.25 TPY TCE, 0.75 TPY PM-10 and PM-2.5, and 0.06 TPY SOx; thus, the facility is a major stationary source for emissions of VOC, total HAPs, and a single speciated HAP (TCE). The boilers are subject to 40 CFR 63 Subpart DDDDD, NESHAP for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. The TCE degreasing system and vacuum cleaning/degreasing machine are subject to 40 CFR 63 Subpart T, NESHAP for Halogenated Solvent Cleaning. Two of the three natural gas-fired emergency generator engines are subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The TCE degreasing system, vacuum cleaning/degreasing machine, and parts cleaner/solvent degreaser are exempt from RACT II analysis; as stated in 25 Pa. Code § 129.96(a), requirements have been established in § 129.63. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

The facility's primary emission sources include the four (4) natural gas-fired boilers used to provide process steam for the facility, specialty foam processing tools, a curing oven, miscellaneous natural gas usage, and two (2) natural gas-fired emergency generators. The potential emissions of the primary pollutants from the facility are as follows: 20.77 TPY (tons per year) NOx, 23.63 TPY CO, 4.33 TPY VOC, 2.14 TPY PM-10 and PM-2.5, 0.17 TPY SOx, and 0.53 TPY combined HAPs; thus, the facility is a natural minor. The boilers are subject to 40 CFR 60 Subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units. On March 24, 2020, the Department issued the renewal State Only Natural Minor Operating Permit for the manufacturing facility located in White Township, Indiana County. The facility's primary emission sources consist of several natural gas-fired baking ovens, sandblasting, surface coating processes (paint booths), resin usage, and parts washers (solvent degreasers). The potential emissions of the primary pollutants from the facility are as follows: 7.90 TPY (tons per year) NOx, 6.63 TPY CO, 18.66 TPY VOC, 7.35 TPY total HAPs, 0.65 TPY PM-10 and PM-2.5, and 0.05 TPY SOx; thus, the facility is a natural minor. The surface coating operations are subject to 25 Pa. Code § 129.52d for control of VOC emissions from miscellaneous metal parts surface coating processes, miscellaneous plastic parts surface coating processes and pleasure craft surface coatings. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

The Title V Operating Permit underwent a significant modification related to the approval of a Reasonably Available Control Technology II (RACT 2) plan. The permit modification also included deletion of Source 113B Screener, certain minor administrative updates, and addition of emission caps related to RACT 2 for certain sources. The portions of the permit related to approval of the RACT 2 case-by-case proposal will be submitted to US EPA for approval and incorporation into Pennsylvania's State Implementation Plan (SIP). ACTIONS ON COAL AND NONCOAL MINING ACTIVITY APPLICATIONS
