AIR QUALITY
PLAN APPROVAL AND OPERATING
PERMIT APPLICATIONSThe Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

Notice of Proposed Revision to the State Implementation Plan for Oxides of Nitrogen, Volatile Organic Compounds, Notice of Public Hearing, and Notice of Intent to Issue Revised Air Quality Operating Permit PA-30-00072L In accordance with 25 Pa. Code §§ 129.96—129.100, the Pennsylvania Department of Environmental Protection (''Department'') has made a preliminary determination to approve a RACT II plan and an amendment to the State Implementation Plan (SIP) for the CONSOL Pennsylvania Coal Company, LLC (1000 Consol Energy Drive, Canonsburg, PA 15317) (''CONSOL'') Bailey Coal Preparation Plant located in Richhill Township, Greene County. The facility is a major source of VOC emissions and is subject to Title V and RACT II.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT approval for the facility, which are intended to satisfy the requirements for the 1997, 2008, and 2015 National Ambient Air Quality Standards (NAAQS) for ozone. Other sources at the facility meet the presumptive RACT II requirements of 25 Pa. Code § 129.97. The applicable presumptive RACT II requirements of § 129.97 are incorporated into the proposed plan approval. VOC emissions from sources at the facility that are included in the Wash Plant Source Group will not exceed the previously authorized limitation of 280 tons per year.
The proposed amendments to the RACT II determination, if finally approved, will be incorporated into a plan approval (PA-30-00072L) for the facility. After the public participation requirements of 25 Pa. Code §§ 127.44—127.45 and 40 CFR 51.102 are met, including public hearings to be held on the following dates and location, the relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's SIP and will remain in effect until replaced pursuant to 40 CFR Part 51 and approved by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal.
The RACT II requirements for this facility proposed to be submitted to the EPA as part of the SIP are that CONSOL shall comply with the following requirements for the Wash Plant Source Group (which includes Source ID 107—Froth Flotation 1 Frother; Source ID 108—Froth Flotation 1 Diesel; 109—Froth Flotation 2-Frother; Source ID 110—Froth Flotation 2 Diesel; Source ID 115—Antifreeze Spray 1; Source ID 116—Antifreeze Spray 2; Source ID 117—Thickener 1-Frother; Source ID 118—Thickener 1-Diesel; Source ID 119—Thickener 2-Frother; Source ID 120—Thickener 2-Diesel; Source ID 121—Thickener 1-Flocculant; Source ID 122—Thickener 2-Flocculant; Source ID 124—Froth Flotation 3-Frother; Source ID 125—Froth Flotation 3-Diesel; and Source ID 128—Wash Plant 2C):
• Maintain and operate the sources in accordance with the manufacturer's specifications and with good operating practices for the control of the VOC emissions.
• Monitor and maintain records of VOC containing frothing, collector, flocculant, and other agents used in the wash plant during each calendar month, and on a rolling 12-month basis.
• Maintain records of the emissions calculations for each source pursuant to 25 Pa. Code § 135.5.
• Records shall be kept and maintained on site for five (5) years and made available for review upon request.
• Include the emissions in the annual emissions report required for the facility pursuant to 25 Pa. Code § 135.3.

A public hearing will be held on February 12, 2020, from 10:00—11:00 a.m. at the Pennsylvania Department of Environmental Protection, Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. 63-00549C: Arden Landfill, Inc. (200 Rangos Lane, Washington, PA 15301). Notice is hereby given in accordance with 25 Pa. Code §§ 127.44—127.46 that the Department of Environmental Protection (Department) intends to issue Air Quality Plan Approval 63-00549C to combine previously issued PA-63-00549A for a landfill gas-to-energy plant and PA-63-00549B for the expansion in landfill capacity at the Arden Landfill, Inc. municipal solid waste landfill facility located in Chartiers Township, Washington County. Sources at this facility include landfill gas fugitive emissions, six (6) 1,148 bhp Caterpillar 3516 landfill gas-fired engines, primary and backup flares, three (3) diesel-fired emergency generator engines, and fugitive roadway emissions.
Potential to emit from the facility is estimated to be 136.73 tpy NOx, 276.37 tpy of CO, 89.14 tpy PM10, 3.37 tpy SO2, 56.92 tpy VOC, 26.34 tpy HCHO, and 40.35 tpy HAPs.
The authorization is subject to State regulations including 25 Pa. Code §§ 123.13, 123.21, 123.31 and 123.41, Federal New Source Performance Standards including 40 CFR Part 60 Subpart WWW for municipal solid waste landfills and National Emission Standards for Hazardous Air Pollutants including 40 CFR Part 63 Subpart ZZZZ for Stationary Reciprocating Internal Combustion Engines. Plan Approval has been conditioned to ensure compliance with all applicable rules. This includes testing, work practice, monitoring, recordkeeping, and reporting conditions. This plan approval will establish NMNEHC and HCHO emission limits for the landfill gas-fired engines, revise the fugitive landfill gas emissions, and incorporate the Reasonably Available Control Technology II (RACT II) requirements of 25 Pa. Code §§ 129.96—129.100. The facility is subject to presumptive RACT requirements for NOx and VOC, which have been evaluated during this review. Once compliance with the Plan Approval is demonstrated, the applicant will subsequently revise their pending Title V Operating Permit renewal application.

65-00125A: ATI Flat Rolled Products Holdings, LLC (100 River Road, Brackenridge, PA 15014). Notice is hereby given in accordance with 25 Pa. Code §§ 127.44—127.46 that the Department of Environmental Protection (Department) intends to issue Air Quality Plan Approval 65-00125A to allow the construction and initial temporary operation of a 25-ton capacity unit electric arc furnace (EAF) to replace an existing 20-ton capacity EAF, one (1) 200,000 ACFM baghouse, one (1) existing 180,000 ACFM baghouse, and one (1) 2,000 gpm cooling tower at the Latrobe Facility located in Derry Township, Westmoreland County.
Potential to emit from the project is estimated to be 29.0 tons of nitrogen oxides (NOx), 136.0 tons of carbon monoxide (CO), 20.0 tons of particulate matter less than 10 microns in diameter (PM10), 20.0 tons of particulate matter less than 2.5 microns in diameter (PM2.5), 17.0 tons of sulfur dioxide (SO2), 33.0 tons of volatile organic compounds (VOC), and 2.0 tons of total hazardous air pollutants (HAPs). Best available technology (BAT) for the proposed EAF is high efficiency, high air volume fabric filters, direct evacuation control (DEC) systems, canopy hoods, and two (2) baghouses.
The authorization is subject to State regulations including 25 Pa. Code §§ 123.1, 123.2, 123.31 and 123.41, Federal New Source Performance Standards including 40 CFR Part 60 Subpart AAa for steel plants, and National Emission Standards for Hazardous Air Pollutants including 40 CFR Part 63 Subpart YYYYY for Electric Arc Furnace Steelmaking facilities. This plan Approval has been conditioned to ensure compliance with all applicable rules. This includes emissions restrictions, operational restrictions, testing, monitoring, recordkeeping, reporting, and work practice requirements. Once compliance with the Plan Approval is demonstrated, the applicant will be required to revise or submit a Title V Operating Permit in accordance with 25 Pa. Code Subchapter G.

28-05002S: Letterkenny Army Depot (One Overcash Avenue, Chambersburg, PA 17201) for the permanent shutdown and removal of the Regenerative Thermal Oxidizer (RTO), which functions as a VOC control device for four coating booths operating inside Building 350, and for the rework of the ventilation system for the coating booths at the Letterkenny Army Depot located in Letterkenny Township, Franklin County. Letterkenny expects a maximum potential increase of 15—20 tons VOC emissions; however, Letterkenny proposes to adhere to the existing PAL permit VOC limit set forth in their current operating permit. The facility is a Title V facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including 25 Pa. Code § 127.218 PALs; 25 Pa. Code § 129.52 Surface Coating Processes; and 25 Pa. Code § 129.52d Control of VOC emissions from miscellaneous metal parts surface coating processes, miscellaneous plastic parts surface coating processes and pleasure craft surface coatings. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.
67-05014C: York Group Inc. (2880 Black Bridge Road, York, PA 17406-9703) for the approval of a Reasonably Available Control Technology 2 (RACT 2) plan for the Sources 200, 205, 220, 225, 230, 240, 260, 270, 280, 290, and 295, spray coating booths, at the casket manufacturing facility located in Manchester Township, York County. The plan approval will authorize removal of the existing VOC control system and replacement of it with a dual train regenerative thermal oxidizer control system, with each train preceded by a cartridge collector. The system will control VOC emissions from Sources 220, 225, 230, 240, 260, and 295. The plan approval will also address modification of the facility's SIP-ed RACT 1 requirements to reflect the modified control arrangements. The plan approval will also address approval of a Reasonably Available Control Technology 2 (RACT 2) plan.
The facility 2018 actual air emissions were 28.53 tons of CO, 23.82 tons of NOx, 39.11 ton of PM-10, 1.14 ton of SOx, 81.42 tons of VOC, and 1.76 ton of total HAPs. The Plan approval will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other requirements in the permit, the coating booths at the facility are subject to the coating content limitations and work place requirements derived from 25 Pa. Code § 129.52 Surface coating process, wood furniture manufacturing operations and 25 Pa. Code §§ 129.101—129.107 Wood Furniture Manufacturing Operations. The proposed control system is subject to BAT requirements which include a 20 ppmv as propane, or 98% destruction efficiency requirement. The facility will also be required to submit a new CAM plan for the new control system. The plan approval will also include an aggregate limit of 60.06 tons of VOC emissions on a consecutive 12-month period from the uncontrolled spray booths. The plan approval also includes a compliance schedule to comply with RACT.
Also, in accordance with 25 Pa. Code §§ 129.91—129.100, the Department of Environmental Protection has made a preliminary determination to approve a RACT 2 plan for the previously-mentioned facility.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the RACT 2 approval, which are intended to satisfy the requirements for the 1997 National Ambient Air Quality Standard (NAAQS) and the 2008 NAAQS for ozone.
The proposed RACT 2 plan and revised RACT 1 provisions will be issued as part of the facility's Title V plan approval (67-05014C). The relevant RACT 2 and revised RACT 1 requirements will also be submitted to the U.S. Environmental Protection Agency (EPA) for approval and incorporation into Pennsylvania's State Implementation Plan. Requirements that are not part of the RACT 2 approval or RACT 1 revision will be excluded from the SIP submittal.
The proposed RACT 2 requirement for the facility that will be submitted to the EPA as part of the SIP, is that the spray coating operations are subject to the Chapter 129-derived surface coating VOC limits and work practices that were imposed pursuant to Plan Approval No. 67-02014A.
The proposed RACT 1 revision for the facility is as described in following items A-B and 1—10. DEP also offers for public comment the concept of including the proposed RACT 1 revision as part of RACT 2. Nevertheless the proposed RACT 1 revision is not initially deemed appropriate for RACT 2 based on cost effectiveness criteria.

B. Upon approval by EPA as a SIP revision, the following requirements shall supersede the requirements of Group G005A of this plan approval.
1. The VOC RACT plan for this facility is to be implemented in accordance with the plans submitted with the application (as herein approved). [As an alternative to the previously listed booths controlled by the Concentrator-Catalytic Incinerator, the facility may instead control Booths 220, 225, 230, 240, 260 and 295 with the new RTOS C203A and C203B]
2. This plan approval constitutes a RACT determination as per 25 Pa. Code §§ 129.91 and 129.92 for the previously listed sources.
3. The concentrator-catalytic incinerator is to be installed in accordance with the plans and specifications submitted with the application. [As an alternative to the previously listed booths controlled by the Concentrator-Catalytic Incinerator, the facility may instead control Booths 220, 225, 230, 240, 260 and 295 with the new RTOS C203A and C203B]
4. Two sealer booths, two top coat booths, small part booth and wash off tank may only be operated when the concentrator-catalytic incinerator is operating. [As an alternative to the previously listed booths controlled by the Concentrator-Catalytic Incinerator, the facility may instead control Booths 220, 225, 230, 240, 260 and 295 with the new RTOS C203A and C203B]
5. The VOC emissions generated from the casket and furniture manufacturing facility including clean-up covered under RACT Approval No. 67-2014 shall never exceed 100 tons per calendar year, 1,000 pounds per day or 100 pounds per hour. The calendar year is from 12:00 a.m. January 1 through 11:59 p.m. December 31. The rate of emissions per day is emissions from 12:00 a.m. through 11:59 p.m. on the same calendar day.
6. The VOC emissions from the exhaust of the concentrator-incinerator stacks shall be kept below 15 lbs/hr on a daily basis.
7. The company shall demonstrate that a minimum of 90% capture efficiency at controlled sources, at least 90% destruction efficiency for VOC, and total VOC emissions (including clean-up) are not exceeding 100 tons per year by performing stack tests and material balance, annually. [As an alternative, the permittee may show compliance with the 90% capture/90% destruction requirement by demonstrating an equivalent emission reduction from the facility on an annual basis, such that no more than 2.67 lb VOC per casket unit produced are emitted to the outdoor atmosphere.]
8. The company shall replace the existing standard spray nozzles with air assisted airless, high volume-low pressure (HVLP) or equivalent nozzles.
9. The coatings used for furniture manufacturing shall be complied with 25 Pa. Code § 129.52, Table 1, Item No. 11 with an adjustment to a standard solvent density of 7.36 pounds per gallon and to a solid basis.

36-05117: Dart Container Corporation of PA (110 Pitney Road, Lancaster, PA 17602) for the expandable polystyrene foam container manufacturing facility located in East Lampeter Township, Lancaster County. The Title V Operating Permit is undergoing a significant modification related to the approval of a Reasonably Available Control Technology II (RACT II) plan. The permit modification will also include certain minor administrative updates, and the incorporation of the provisions of GP1-36-05117A, including a compliance schedule for the Boiler 3 stack testing.
Air emissions reported by the facility in calendar year 2018 were: CO 5.7 tpy; NOx 2.3 tpy; PM10 0.1 tpy; PM2.5 0.0 tpy; SOx 1.1 tpy; VOC 157.7 tpy; and HAP 0.1 tpy. The facility's RACT proposal reports an additional 127.7 tons of potential VOC emissions from product warehousing.
In accordance with 25 Pa. Code §§ 129.91—129.100, the Department has made a preliminary determination to approve a RACT II plan to be submitted as part of the PA State Implementation Plan (SIP) for the Dart East Lampeter facility.
The proposed RACT II SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT approval for the facility, which are intended to satisfy the requirements for the 1997, 2008 and 2015 National Ambient Air Quality Standards (NAAQS) for ozone.
The proposed RACT II plan, if approved by DEP, will be issued as a significant modification of the facility's Title V operating permit (36-05117). The relevant RACT II requirements will also be submitted to the U.S. Environmental Protection Agency (EPA) for approval and incorporation into Pennsylvania's State Implementation Plan. Requirements that are not part of the RACT II approval will be excluded from the SIP submittal.
The proposed RACT II requirements for this facility that are proposed to be submitted to the EPA as part of the SIP, are as follows:
I. EPS Container Manufacturing (100)
(a) All captured VOC emissions from the blenders, holding tanks, and pre-expanders shall be vented to at least one of the boilers and reduced at a minimum destruction efficiency of 95%, as pentane, at the outlet. The capture efficiency of the control system shall be equal to or greater than 90%.
(b) The capture system shall be operational during start-up, shutdown, and normal operation of the pre-expanders, with the exception of up to three (3) hours per month for routine maintenance, which includes weekly filter and flame arrestor cleanouts/changes, weekly boiler safety testing, and monthly calibration checks, as well as, three (3) hours twice a year for fire system safety testing.
(c) The pentane concentration in the beads used in Source 100 shall not exceed 5.75% based on a monthly average.
(d) The permittee shall operate and maintain a recording device to continuously monitor and record the flow rate of the emission capture system, the pentane concentration in the air stream, and the pentane flow rate except during monthly calibration checks.
(e) The permittee shall maintain monthly records of the date, time, and duration of the time required for the weekly filter and flame arrestor cleanouts/changes, weekly boiler safety testing, monthly calibration checks, and biannual fire system safety testing.
(f) The permittee shall repeat capture efficiency testing on one of the pre-expanders, and VOC destruction efficiency testing on the boilers at least 180 days prior to each expiration of the facility's Title V operating permit unless otherwise approved in writing by the Department.
(g) The permittee shall operate and maintain a device to measure and record the pressure drop across the filter and flame arrestor.
(h) The measuring device used in previously listed paragraph (a), shall be calibrated in accordance with the manufacturer's specifications.
(i) The permittee shall monitor and record the following:
(1) Daily EPS throughput rate.
(2) Daily fuel usage to each of the boilers.
(3) Concentration and flow rate of the captured air ducted to the boilers.
(4) Bead Pentane Concentration on a monthly basis.
(j) The permittee shall calculate all VOC emissions associated with the cup manufacturing process on a monthly basis.
(k) The permittee shall maintain all monitoring records at the facility for a period of five (5) years and be made available to the Department upon request.

36-05015: Dart Container Corporation of PA (60 East Main Street, Leola, PA 17540) for the expandable polystyrene foam and plastic container manufacturing facility located in Upper Leacock Township, Lancaster County. The Title V Operating Permit is undergoing a significant modification related to the approval of a Reasonably Available Control Technology II (RACT II) plan. The permit modification will also include the addition of RACT II presumptive requirements, and certain minor administrative updates.
Air emissions reported by the facility in calendar year 2018 were: CO 14.1 tpy; NOx 60.1 tpy; PM10 1.9 tpy; PM2.5 1.6 tpy; SOx 13.3 tpy; VOC 484.8 tpy; HAP 9.9 tpy and largest single HAP (styrene) 9.7 tpy. The facility's RACT proposal reports an additional 862.4 tons of potential VOC emissions from EPS product warehousing, and an additional 408.2 tons of potential VOC emissions from FDIN product warehousing.

(b) Source 101 is subject to and shall comply with the Compliance Assurance Monitoring (CAM) requirements of 40 CFR Part 64 and shall comply with those requirements per this permit.
(c) Source 101 is subject to 40 CFR Part 63, Subpart H—National Emission Standards for Organic Hazardous Air Pollutants for Equipment Leaks and shall comply with all applicable requirements of the Subpart, including all applicable portions of 40 CFR Part 63, Subpart A-General Provisions.
(d) Source 101 is subject to 40 CFR Part 63, Subpart JJJ—National Emission Standards for Hazardous Air Pollutant Emissions: Group IV Polymers and Resins and shall comply with all applicable requirements of the Subpart, including all applicable portions of 40 CFR Part 63, Subpart A-General Provisions.
(e) The permittee shall record/calculate the VOC emissions/process thruputs on a monthly basis. These records shall be kept for five years and made available to DEP upon request.
II. Bead Plant Pad 2 (101A)
(a) Source 101 is subject to 40 CFR Part 63, Subpart H—National Emission Standards for Organic Hazardous Air Pollutants for Equipment Leaks and shall comply with all applicable requirements of the Subpart, including all applicable portions of 40 CFR Part 63, Subpart A-General Provisions.
(b) Source 101 is subject to 40 CFR Part 63, Subpart JJJ—National Emission Standards for Hazardous Air Pollutant Emissions: Group IV Polymers and Resins and shall comply with all applicable requirements of the Subpart, including all applicable portions of 40 CFR Part 63, Subpart A-General Provisions.
(c) The permittee shall record/calculate the VOC emissions/process thruputs on a monthly basis. These records shall be kept for five years and made available to DEP upon request.
III. North and South Container Plants (102 and 102A)
(a) The permittee shall employ C102 (Four Boilers—North Plant) and C102A (Three Boilers—South Plant), or equivalent, as air pollution control devices for pre-expanders, blenders and holding tanks at the North and South Container Plants.
(b) Sources C102 and C102A are subject to and shall comply with the Compliance Assurance Monitoring (CAM) requirements of 40 CFR Part 64 and shall comply with those requirements per this permit.
(c) The pentane concentration in the beads used in Sources 102 and 102A shall not exceed 5.75% on a monthly average.
(d) The permittee shall record/calculate the VOC emissions, process thruputs, and bead pentane concentrations on a monthly basis. These records shall be kept for five years and made available to DEP upon request.
IV. DI Foam Products (104)
(a) All VOC emissions captured from the extruder dies, the fluff grinders, the repelletization process, and the roll storage area shall be reduced at a minimum destruction efficiency of 95%, or reduced to a maximum concentration of 10 ppmdv, as propane, whichever is more stringent.
(b) The charge rate of the isobutane shall be limited to an average of 4.5% per pound of extruded polystyrene foam, based on a consecutive 30-day rolling period.
(c) The captured VOC emissions from the DI Foam Extrusion Process shall be incinerated at a minimum temperature of 1,500 degrees Fahrenheit for at least 0.3 second prior to their emission into the outdoor atmosphere.
(d) The RTO(s) shall achieve and maintain the previously listed temperature before any process gases are allowed to enter the combustion chamber.
(e) The RTO(s) shall be operated and maintained in accordance with the manufacturer's specifications.
(f) When using treated landfill gas as the primary fuel source in the previously listed RTOs, all emissions of non-methane organic compounds (NMOCs) from each of the previously listed RTOs shall be less 20 ppmdv as hexane at 3% oxygen or reduced by at least 98%.
(g) The permittee shall demonstrate compliance with the emission limit in previously listed section (a) by conducting testing on each of the RTOs in accordance with a Department-approved emissions source test that meets the requirements of Chapter 139, Subchapter A (relating to sampling and testing methods and procedures). The source test shall be conducted one time in each 5-year calendar period. The performance test shall include the following:
(1) VOC destruction efficiency
(2) NMOC destruction efficiency
(3) Nitrogen Oxides (NOx) measured as NO2
(h) The permittee shall monitor and record the following operational parameters on a daily basis, and keep the records for five years and make them available to DEP upon request:
(1) The extrusion production rate.
(2) The amount of isobutane charged into the extruders.
(3) The amount of material run through the thermoformers.
(4) Concentration and flow rate of the air stream entering the RTO(s).
(5) The combustion chamber temperature of the RTO(s).
(i) The permittee shall operate and maintain a device to continuously measure and record the operating temperature of the RTO(s) daily. At a minimum, the monitoring device and thermocouple shall be calibrated on an annual basis.
(j) Sources C102 and C102A are subject to and shall comply with the Compliance Assurance Monitoring (CAM) requirements of 40 CFR Part 64 and shall comply with those requirements per this permit.
(k) The permittee shall calculate the VOC emissions and the extrusion production rates on a monthly basis. These records shall be kept for five years and made available to DEP upon request.
V. Formed Products with 3 OPS Ovens (105)
(a) Only the following portions of Source 105 are subject to this condition:
(i) OPS Extrusion and Thermoforming
(ii) PS & Impact Extrusion and Thermoforming
(iii) PP Extrusion and Thermoforming
(b) The affected portions of Source 105 shall comply with an operation and maintenance plan, which shall address good operation and maintenance practices, and follow the extruder manufacturers' and raw material suppliers recommended operating practices for the minimization VOC emissions.
(c) For affected portions of Source 105, the permittee shall maintain records of any maintenance or modifications.
(d) For affected portions of Source 105, or for all of Source 105, the permittee shall calculate and record the actual monthly polystyrene usage, PP or PET usage/throughput and natural gas or LFG usage, and actual monthly and 12-month rolling VOC emissions.
VI. All Affected Sources
(a) The permittee shall maintain written documentation of any required recordkeeping for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).

06-05007: Carpenter Technology Corp. (101 Bern Street, Reading, PA 19601-1203) for the specialty steel alloy manufacturing facility in Reading City and Muhlenberg Township, Berks County. The Title V Operating Permit is undergoing a significant modification related to the approval of a Reasonably Available Control Technology II (RACT II) plan, and a revision of the facility's RACT I provisions. The permit modification will also include the addition of RACT II presumptive requirements, and revisions to certain emission limits based on changes to published emission factors. The emission limit changes total an increase of 5.52 tpy NOx and 0.86 tpy VOC. New NOx limits related to RACT II were also added to the permit for Sources 300 and 381.

Requirements that are not part of the RACT II approval or RACT I revision will be excluded from the SIP submittal.
The proposed RACT II requirements for this facility that are proposed to be submitted to the EPA as part of the SIP, are as follows:
The following constitutes a case-by-case RACT 2 determination for the affected sources:
I. Sources 126, 127, 128, 130 and 177 (EAFs A, B, D, E and F):
a.) The permittee shall maintain and adhere to standard operating procedures and maintenance plans for Sources 126, 127, 128, 130 and 177 (EAFs A, B, D, E and F), which shall address good operation and maintenance practices, including exclusion of residual organic compounds from incoming scrap and controlled addition of oxygen to the furnaces to minimize NOx and VOC emissions.
b.) The permittee shall maintain records of any maintenance or modifications performed on Sources 126, 127, 128, 130 and 177.
c.) The permittee shall calculate and record the actual annual NOx and VOC emissions using appropriate emissions factors from U.S. EPA Publication AP-42 or appropriate alternative emission factors based on PADEP review, coupled with appropriate operational and throughput data.
d.) The permittee shall maintain written documentation of the items in previously listed (a)—(c) for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
II. Sources 171 (AOD Vessel # 1), 176 (AOD Vessel # 2) and 189 (AOD Vessel # 3):
a.) The permittee shall maintain and adhere to standard operating procedures and maintenance plans for Sources 171 (AOD Vessel # 1), 176 (AOD Vessel # 2), and 189 (AOD Vessel # 3), which shall address good operation and maintenance practices, including controlled addition of oxygen to the vessels to minimize NOx emissions.
b.) The permittee shall maintain records of any maintenance or modifications performed on Sources 171, 176 and 189.
c.) The permittee shall calculate and record the actual annual NOx and VOC emissions using appropriate emissions factors from U.S. EPA Publication AP-42 or appropriate alternative emission factors based on PADEP review, coupled with appropriate operational and throughput data.
d.) The permittee shall maintain written documentation of the items in previously listed (a)—(c) for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
III. Sources 185 (Walking Beam # 1 Furnace), 186 (Rotary Hearth Furnace), 187 (Walking Beam # 2 Furnace), 300 (# 14 Annealing Furnace), 381 (# 4 Annealing Furnace) 777 (4,000 Ton Press Batch Furnace F-860) and 778 (4,000 Ton Press Batch Furnace F-861):
a.) The permittee shall maintain and adhere to standard operating procedures and maintenance plans for the affected sources, which shall address good operation and maintenance practices, including the following to minimize NOx emissions:
1.) For Sources 300, 381, 777 and 778:
i.) Cold Inspection of combustion systems/burners and condition of refractory/burner tiles as applicable at least every 18 months; and
ii.) Hot inspections of furnace structure for hot spots, tight door seals and fully functional dampers at least every 18 months.
2.) For Sources 185, 186 and 187:
i.) Inspection of combustion systems/burners at least every 18 months; and
ii.) Inspections of furnace structure and dampers at least every 18 months.
b.) The permittee shall maintain records of any maintenance or modifications performed on the sources.
c.) The permittee shall calculate and record the actual annual NOx and VOC emissions using appropriate emissions factors from U.S. EPA Publication AP-42 or appropriate alternative emission factors based on PADEP review, coupled with appropriate operational and throughput data.
d.) The permittee shall maintain written documentation of the items in previously listed (a)—(c) for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
IV. Source 755 (20HI Cold Rolling Mill)
a.) Source 755 shall be controlled by a mist eliminator.
b.) The permittee shall maintain and adhere to standard operating procedures and maintenance plans for Source 755, which shall address good operation and maintenance practices, including monitoring of the mist eliminator pressure drop at least once per week, and maintenance of the pressure drop within an appropriate range as determined by the manufacturer or other technical data.
c.) The permittee shall maintain records of any maintenance or modifications performed on Source 755.
d.) The permittee shall calculate and record the actual annual VOC emissions using appropriate emissions factors from U.S. EPA Publication AP-42 or appropriate alternative emission factors based on PADEP review, coupled with appropriate operational and throughput data.
e.) The permittee shall maintain written documentation of the items in previously listed (b)—(d) for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
V. Sources 108 (Rod Cleaning Line) and 400 (Bench Nitric/HF Tubs North)
a.) The permittee shall maintain and adhere to standard operating procedures and maintenance plans for the sources, which shall address good operation and maintenance practices, including the addition of urea in the nitric acid baths to minimize the risk of NOx release to reduce personnel exposure; and the use of heat exchangers to minimize NOx formation.
b.) The permittee shall maintain records of any maintenance or modifications performed on the sources.
c.) The permittee shall calculate and record the actual annual NOx emissions using appropriate emissions factors from U.S. EPA Publication AP-42 or appropriate alternative emission factors based on PADEP review, coupled with appropriate operational and throughput data.
d.) The permittee shall maintain written documentation of the items in previously listed (a)—(c) for five years. The records shall be made available to the Department upon written request pursuant to 25 Pa. Code § 129.100(d) and (i).
The proposed revisions to the RACT 1 requirements for this facility that are proposed to be submitted to the EPA as part of the SIP, are as follows:
(29) The total annual emissions from the Rotary Hearth Furnace (F-641) and the Preheat Furnace (F-642) shall not exceed the following limits based on the combustion of 244.4 million cubic feet per year of Natural Gas: [F-641 is source 186; F-642 is out of service; F-641 remains]

CARPENTER WILL BE REQUIRED TO PURCHASE ERCS TO MAKE UP THE DIFFERENCE OF THE EMISSION INCREASE OVER THE RACT 1 LIMIT, IN ORDER TO ADDRESS SIP ANTI-BACKSLIDING ISSUES.]
(30) The total annual emissions from the # 1 Walking Beam Furnace (F-643) shall not exceed the following limits based on the combustion of 140 million cubic feet per year of Natural Gas: [Source 185] [PER PLAN APPROVAL NO. 06-1007D, ISSUED 12/5/96, THE ANNUAL FUEL LIMIT FOR F-643 WAS INCREASED TO 160 MMCF/YR, AND ERCS WERE PURCHASED TO COVER THE ASSOCIATED NOX EMISSION INCREASE.]

Code §§ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a renewal Title V Operating Permit (TVOP) to NOVA Chemicals Inc. to authorize continued operation of the thermoplastic resins, expandable polystyrene (EPS) resins, and ARCEL® advance foam resin manufacturing facility known as the Beaver Valley Plant located in Potter Township, Beaver County.
The name and address of the applicant is NOVA Chemicals Inc., 400 Frankfort Road, Monaca, PA 15061-2298. Air emission sources at this facility include raw material storage tanks, production areas that include raw material mixing and charging, reactors equipped with condensers, wash kettles, centrifuges, dryers, extrusion lines, railcar unloading, storage, packaging, twelve (12) natural gas-fired boilers, five space heating furnaces, a maintenance burn oven, wastewater treatment, fugitive emissions, and an emergency generator engine. Control devices at this facility include scrubbers, filters, dust collectors and baghouses, and thermal oxidizers.
NOVA Chemicals' Beaver Valley plant is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa. Code Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). In 2018, the company reported the following type and quantity of actual emissions: CO—31.02 tons per year (tpy); NOx—12.90 tpy; PM10—6.58 tpy; SOx—0.42 tpy; VOC—121.61 tpy, total HAPs—13.26 tpy, Styrene—11.21 tpy; Formaldehyde—0.015, Hexane—0.39 tpy; Hydrochloric Acid—1.64 tpy; Butane—0.46 tpy; Pentane—94.83 tpy; Propane—0.35 tpy; and greenhouse gases (GHGs)—42,513 tpy.
The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 60, 61, 63, and 70, and 25 Pa. Code Article III, Chapters 121—145.
Additionally, as part of this action, the Department intends to issue approval of a Reasonably Available Control Technology (RACT II) plan for Carpenter Latrobe Specialty Steel, LLC. In accordance with 25 Pa. Code §§ 129.96—129.100, the Pennsylvania Department of Environmental Protection has made a preliminary determination to approve a RACT II plan and an amendment to the State Implementation Plan (SIP) for the thermoplastic resins, expandable polystyrene (EPS) resins, and ARCEL® advance foam resin manufacturing facility owned and operated by NOVA Chemicals Inc., 400 Frankfort Road, Monaca, PA 15061-2298 in Potter Township, Beaver County.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997, 2008, and 2015 National Ambient Air Quality Standard (NAAQS) for ozone. Other sources at the facility meet the presumptive RACT II requirements of 25 Pa. Code § 129.97.
The proposed amendments to the RACT II determination, if finally approved, will be incorporated into Title V Operating Permit (04-00033) for the facility.
The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. The finishing operations at this facility primarily include two annealing and pickling lines, two boilers and two cold reduction mills which collectively emit major source levels of oxides of nitrogen. Emissions are controlled by scrubbers, low NOx burners and dust collectors. This facility wide potential emissions are: 80 tons/yr of PM10, 0.6 ton/yr of SO2, 85.2 tons/yr of CO, 338.3 tons/yr of NOx and 20.3 tons/yr of VOC. The proposed TVOP renewal contains conditions relating to monitoring, recordkeeping and work practice standards.

The finishing operations at this facility primarily include DWSL 400" Anneal Furnace is used to anneal specialty plate and Batch Pickling is a batch cleaning process for specialty plate which collectively emit major source levels of oxides of nitrogen. Emissions are controlled by low NOx burners and dust collectors. This facility wide potential emissions are: 76.8 tons/yr of PM10, 1.2 ton/yr of SO2, 165.6 tons/yr of CO, 257.7 tons/yr of NOx and 29.4 tons/yr of VOC. The proposed TVOP renewal contains conditions relating to monitoring, recordkeeping and work practice standards.
As part of this action, the Department intends to issue an Approval of a Reasonably Available Control Technology (RACT II) plan for Jessop Steel, LLC.
In accordance with 25 Pa. Code §§ 129.96—129.100, the Pennsylvania Department of Environmental Protection has made a preliminary determination to approve a RACT II plan and an amendment to the State Implementation Plan (SIP) for the specialty metals finishing facility owned and operated by Jessop Steel, LLC located at 500 Green Street, Washington, PA 15301 in Canton Township, Washington County.
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997, 2008, and 2015 National Ambient Air Quality Standard (NAAQS) for ozone. Other sources at the facility meet the presumptive RACT II requirements of 25 Pa. Code § 129.97.
The proposed amendments to the RACT II determination, if finally approved, will be incorporated into the Title V Operating Permit (63-00027) for the facility.
The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal.
