STATE CONSERVATION COMMISSION

PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs

 This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.

 Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling (717) 787-8821.

 Persons wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. PUBLIC WATER SUPPLY PERMITS

 Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for PWS permits to construct or substantially modify public water systems.

 Persons wishing to comment on permit applications are invited to submit statements to the office listed before the application within 30 days of this public notice. Comments received within this 30-day comment period will be considered in the formulation of the final determinations regarding an application. A comment should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

PREAMBLE 1


Acknowledgment of Notices of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).

 Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent (NOI) to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a (NOI) to Remediate with the Department. A NOI to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.

 Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following identified site(s), proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the following specified date. During this comment period the municipality may request that the following identified person, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

 For further information concerning the content of a NOI to Remediate, please contact the Environmental Cleanup Program Manager in the Department of Environmental Protection Regional Office under which the notice appears. Southwest Region: Environmental Cleanup & Brownfield Development Program Manager, 400 Waterfront Drive, Pittsburgh, PA 15222-4745.

Dwayne O. Kemp Residence, Cecil Township, Washington County. Moody and Associates, Inc., 11548 Cotton Road, Meadville, PA 16335 on behalf of Adams Petroleum Products, Inc., 2060 Big Sewickley Creek Road, Sewickley, PA 15143 has submitted a Notice of Intent to Remediate. The NIR states that Site soils have been found to be contaminated with # 2 fuel oil following a spill. The proposed remedial measures include the removal of contaminated soil at the Site with additional remedial measures if necessary. The planned future use of the Site is residential. The NIR was published in the Pittsburgh Post-Gazette on May 07, 2020.

DETERMINATION FOR APPLICABILITY FOR MUNICIPAL WASTE GENERAL PERMITS


Application(s) for Determination of Applicability for General Permit Received Under the Solid Waste Management Act (35 P.S. §§ 6018.101—6018.1003); the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P.S. §§ 4000.101—4000.1904); and Municipal Waste Regulations for a General Permit to Operate Municipal Waste Processing Facilities and/or the Beneficial Use of Municipal Waste.

General Permit Application No. WMGM051/WMGM051SE001. NAWC Environmental, LLC (NAWC), 864 Eagle Blvd, Warminster, Bucks County. This application is for a modification to the base general permit WMGM051, and an application for a determination of applicability under the modified base general permit (WMGM051SE001). WMGM051 authorizes the temporary storage and gravity separation of residential septage in aboveground tanks and tank trucks for ultimate discharge to permitted wastewater treatment plants authorized to land apply septage or sewage sludge under 25 Pa. Code Chapter 271, Subchapter J, or facilities approved under a PAG-09 to process and beneficially use residential septage by land application. The proposed modifications to the base general permit are to increase the daily processing capacity and to add restaurant grease trap waste as an authorized waste material. The application for modification and for a determination of applicability was determined to be administratively complete on April 10, 2020.

AIR QUALITY

PLAN APPROVAL AND OPERATING
PERMIT APPLICATIONS

 The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.

 The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.

 Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.

 A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.

 Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

Intent to Issue Plan Approvals and Intent to Issue or Amend Operating Permits under the Air Pollution Control Act (35 P.S. §§ 4001—4015) and 25 Pa. Code Chapter 127, Subchapter B. These actions may include the administrative amendments of an associated operating permit.

17-00071B: Continental Carbonic Products, Inc. (3985 East Harrison Avenue, Decatur, IL 62526) has applied for a plan approval from PA DEP to modify their CO2 Recovery Plant in Clearfield Borough, Clearfield County. The modification includes an increase in productions including from Source ID P101. There will also be an increase in dry ice production within the facility for the project. The project proposes also to install a second recuperative thermal oxidizer (RTO) on P101, as well as additional ancillary source operations including a new pressurized ammonia refrigerant vessel (Tanks 002) and evaporative condensers. The potential to emit for the modified CO2 Recovery Plant on a facility wide basis following project startup were determined to be equal to approximately the quantities, as follows: 4.8 TPY nitrogen oxides (NOx, expressed as NO2), 3.6 TPY carbon monoxide (CO), 2.1 TPY volatile organic compounds (VOC), 1.9 TPY PM2.5, 0.7 TPY hazardous air pollutants (HAP)/acetaldehyde, 0.0016 TPY carbonyl sulfide, 17,738 TPY carbon dioxide (CO2), and 0.68 TPY ammonia emissions. The new sources are subject to the Best Available Technology (BAT) requirements of 25 Pa. Code §§ 127.1 and 127.12. Based on the information provided to the Department, the proposed construction and operation of the modified P101 as well as the other additional source operations within this facility (Source IDs P102/P103) satisfy the applicable Best Available Technology requirements of 25 Pa. Code §§ 127.1 and 127.12 as well as all other applicable air quality regulatory requirements. [25 Pa. Code Article III, Chapters 121—145]. The plan approval requirements are including emissions and other restrictions as well as the appropriate testing, monitoring, recordkeeping, reporting, work practice and other conditions to verify compliance with all applicable air quality regulatory requirements. Accordingly, based on the findings for the plan approval application submittal (17-00071B), the Department proposes to issue a plan approval for the modified CO2 Recovery Plant pursuant to 25 Pa. Code § 127.12. All pertinent documents used in the evaluation of the application are available for public review during normal business hours at the Department's North Central Regional Office, 208 West Third Street, Suite 101, Williamsport, PA 17701. Appointments for scheduling a review must be made by calling 570-327-3636.

47-00001H: Montour LLC (P.O. Box 128, Washington- ville, PA 17884) for the construction of a 17-mile natural gas pipeline, three Sigma Thermal HDFX natural gas-fired fuel gas heaters each rated at 17.6 MMBtu/hr of heat input, and ancillary equipment at their Montour Steam Electric Station located in Derry Township, Montour County.

 The Department of Environmental Protection's (Department) review of the information submitted by Montour LLC indicates that the air contamination sources to be constructed will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants, and the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, the Department proposes to issue a plan approval for the proposed construction. The following is a summary of the conditions that the Department proposes to place in the plan approval to ensure compliance with all applicable air quality regulatory requirements:

 (1) Pursuant to the New Source Review requirements of 25 Pa. Code § 127.203a, the permittee shall not permit the combined total emissions increase of volatile organic compounds (VOC) into the atmosphere from the utility boilers, auxiliary boiler 11A, fuel gas heaters, and the natural gas pipeline to be greater than 39.3 tons in any 12 consecutive month period.

 (2) The permittee shall comply with the applicable monitoring, recordkeeping, and reporting requirements pertaining to the utility boilers, auxiliary boiler 11A, fuel gas heaters, and the natural gas pipeline as specified in 25 Pa. Code § 127.203a(a)(5)(iii)(B).

 (3) The natural gas used to operate the utility boilers, auxiliary boiler 11A, and fuel gas heaters shall meet pipeline quality natural gas specifications, if available to the facility. In circumstances where pipeline quality natural gas is not available, the permittee shall utilize gas that meets the definition of ''natural gas'' as the term is defined in 40 CFR 72.2.

 (4) The emissions from the operation of each individual fuel gas heater shall not exceed 9 ppmdv at 3% O2, 0.18 lb/hr, and 0.77 ton/year of NOx; 20 ppmdv at 3% O2, 0.26 lb/hr, and 1.16 ton/year of CO; and 20 ppmdv at 3% O2, 0.14 lb/hr, and 0.62 ton/year of VOCs.

 (5) The total emissions of VOCs from the natural gas pipeline and ancillary equipment shall not exceed 1.36 ton/year.

 (6) The permittee shall not utilize any continuous bleed natural gas-driven pneumatic controllers in the natural gas pipeline or ancillary equipment.

 (7) The permittee shall conduct a monthly auditory, visual, and olfactory (AVO) inspection of the gas metering & regulating yard associated with the natural gas pipeline. The permittee shall conduct an AVO inspection of the gas conditioning yard as part of the inspection of the around the periphery of the Montour SES required by TVOP 47-00001.

 (8) No later than 60 days after initial startup, and semiannually thereafter, the permittee shall conduct a Leak Detection and Repair program for each aboveground piping component upstream of the gas conditioning yard pressure reduction valve which is under the control of the permittee and that has the potential to emit fugitive emissions of natural gas.

 (9) The permittee shall obtain and maintain records of the current, valid purchase contract, tariff sheet, or transportation contract from the natural gas supplier that certify the specifications of natural gas supplied to the facility. The permittee shall create and maintain records of the emissions on a monthly basis to ensure that the emissions from all new and modified sources do not exceed the continuous 12-month rolling limitations.

 (10) An annual VOC emissions report for the sources constructed or modified under the plan approval for a given calendar year is due within 60 days after the end of each calendar year and shall be submitted to the Department. The monthly combined VOC emissions including the calculation methodology, as well as the cumulative 12-month rolling total shall be included in the annual VOC emissions report.

 (11) All records generated to verify compliance with the conditions of the plan approval shall be kept for minimum of five (5) years and shall be available upon request by the Department.

 (12) No later than 120 days from the date of any of the fuel gas heaters, the permittee shall submit a source testing protocol for EPA reference method testing for at least one of the heaters to determine site-specific emission rates and verify compliance with the applicable emissions limitations. Within 90 days of receipt of an approved testing protocol from BAQ Source Testing, the permittee shall conduct the approved testing programs while the source is operating at routine maximum operating conditions, or under other conditions as approved by the Department.

 (13) The fuel gas heaters are subject to the requirements of 40 CFR Part 63 Subpart DDDDD. The permittee shall comply with all applicable requirements of 40 CFR 63.7480—63.7575 for the fuel gas heaters.

 The facility is a major (Title V) facility. If the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for Plan Approval 47-00001H, the requirements established in the plan approval will be incorporated into Title V Operating Permit 47-00001 pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

 Potential to emit from the facility is estimated to be 136.4 tons of particulate matter (PM), 51.8 tons of particulate matter less than 10 microns (PM10), and 5.2 tons of particulate matter less than 2.5 microns (PM2.5), and 0.3 ton of volatile organic compounds (VOC). Best available technology (BAT) for the control of emissions from the wet coal preparation, stockpiling, load-in, load-out, and material handling operations at this facility has been determined to be the use of active and passive controls. The active and passive controls include: throughput and operation limitations, enclosures, chutes, water sprays, wet suppression, material handling work practices, good housekeeping, and coal moisture content.  The facility will consist of a number of sources that include: stockpiles, conveyors, screens, a crusher, transfer points, magnetite storage, wet coal preparation plant, raw feed, clean coal, coarse and filter cake refuse storage, load-in and load-out truck, and load-out for rail. The facility will process (clean) a maximum of 4,000,000 tons per consecutive 12-month period of run of mine (ROM) coal for truck and rail shipment and to accept an additional 1,500,000 tons per consecutive 12-month period of clean coal on site from other Rosebud sites for rail and truck shipment. The Raw/ROM Coal is received on site by truck from other Rosebud sites and by overland conveyance from the Crooked Creek Mine. The Raw/ROM coal throughput at the facility will be limited to 4,000,000 tons per consecutive 12-month period and clean and refuse load-out are limited to 5,500,000 tons per consecutive 12-month period. A 30" conveyor system is proposed to stockpile No. 3 coarse refuse on site at a refuse disposal area instead of trucking coarse refuse to a disposal facility in the future. Plan Approval PA-32-00387C supersedes PA-32-00387B which authorized construction and operation a 350 tph wet coal preparation plant to process 2,500,000 tons of raw coal per consecutive 12-month period.

 Potential to emit from the facility is estimated to be 168.0 tons of particulate matter (PM), 54.1 tons of particulate matter less than 10 microns (PM10), and 5.4 tons of particulate matter less than 2.5 microns (PM2.5), 4.2 tons of nitrogen oxides (NOx), 1.4 ton of carbon monoxide (CO), 0.3 ton of volatile organic compounds (VOC). (501 North Baltimore Avenue, Mount Holly Springs, PA 17065) for the operation of a human crematory and pet crematory located in Mount Holly Springs Borough and South Middletown Township respectively in Cumberland County. The human crematory is a Matthews Environmental IE43-Power-Pak II and the pet crematory is a Matthews Environmental IE43-Power-Pak Jr.; both units are multiple-chamber crematories. The combined emissions from both proposed crematories will not exceed the following limits: 2.78 tpy CO, 3.34 tpy NOx, 2.42 tpy PM-10, 1.08 tpy SOx, and less than 1 tpy of VOC and HAPs. The Department of Environmental Protection's (DEP's) review of the information submitted by the company indicates that the air contamination sources will comply with all regulatory requirements, including monitoring, recordkeeping, and reporting requirements, and pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. Based on this finding, DEP proposes to issue a plan approval for the proposed crematories. The units currently operate under General Permit 14. If DEP determines the sources are constructed and operated in compliance with the plan approval, the applicant will subsequently apply for a State-Only Operating Permit in accordance with 25 Pa. Code Subchapter F.

06-05106: SFS Intec, Inc. (P.O. Box 6326, Wyomissing, PA 19610-0326) to issue a State-Only Operating Permit for their fastener manufacturing and coating facility in Wyomissing Borough, Berks County. Actual emissions from the facility in 2018 were estimated at 0.8 ton of CO, 1.0 ton of NOx, 0.1 ton of PM10, and 15.0 tons of VOC. The annual potential-to-emit (PTE) for the facility are estimated at 29.8 tons NOx; 25.0 tons CO; 2.3 tons PM10; 2.3 tons PM2.5; 1.6 ton VOC; 0.2-ton SOx; 0.5 ton hexane; and 0.5 ton total HAPs. 36-05140H: Valley Proteins, Inc. (693 Wide Hollow Road, East Earl, PA 17519) for the construction of a new 33.5 MMBtu/hr boiler for the Terre Hill rendering plant located in East Earl Township, Lancaster County. DEP's review of the information submitted by the applicant indicates that the air contamination source as constructed or modified will comply with all regulatory requirements including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. The expected yearly emissions from the new boiler will be about 14.4 tons of NOx, 12.1 tons of CO, 1.1 ton of PM10, and 0.8 ton of VOCs.  The facility operates two (2) natural gas-fired turbines, two (2) stationary reciprocating internal combustion engines driving emergency electric generators, area fugitive VOC emissions, two (2) pipeline liquid storage tanks, and gas release events. Insignificant emission sources include several small natural gas-fired heaters, separator vessels ranging in size from 33 to 470 gallons, three (3) small miscellaneous storage tanks, a truck loading area, and a remote reservoir parts washer.

 Potential emissions for the facility have been calculated as follows: 47.63 tons per year of carbon monoxide (CO), 86.44 tons per year of nitrogen oxides (NOx), 5.77 tons per year of particulate matter less than 10-microns (PM10), 5.77 tons per year of particulate matter less than 2.5-microns (PM2.5), 12.08 tons per year of sulfur oxides (SO2), 44.99 tons per year of volatile organic compounds (VOC), 0.39 ton per year of benzene, 0.71 ton per year of formaldehyde, 0.85 ton per year of hexane, 3.28 tons per year of Hazardous Air Pollutants (HAP), and 131,854 tons per year of greenhouse gases (GHGs).

 The facility is subject to the applicable requirements of 25 Pa. Code Article III, Chapters 121—145. The proposed operating permit includes emission limitations, monitoring, work practice standards, reporting, and recordkeeping requirements for the facility.

 Any person may submit comments, a request for the Department to hold a public hearing, or a protest to the proposed operating permit or a condition thereof by submitting the information to Nick Waryanka, P.E., Air Quality Engineer, at the Southwest Regional Office. A 30-day comment period from the date of publication of this notice will exist for the submission of comments. Each written comment must contain the name, address and telephone number of the person submitting the comments, identification of the proposed permit (specify Operating Permit 26-00413) and concise statements regarding the relevancy of the information in the proposed permit or objections to issuance of the permit.

11-00279: Forest Lawn Memorial Association, Inc./Forest Lawn Memorial Park (1530 Frankstown Road, Johnstown, PA 15902-1509). In accordance with 25 Pa. Code §§ 127.424, 127.425, and 127.521, the Department is providing notice that they intend to issue a natural minor State Only Operating Permit for the operation of a human crematory located in Conemaugh Township, Cambria County. Forest Lawn operates one propane-fired All Crematory Model 1701 crematory incinerator with a 716,000 Btu/hr primary chamber and a 1,500,000 Btu/hr secondary chamber. This facility has the potential to emit 1.533 tpy PM, 2.19 tpy CO, 0.55 tpy SOx, 0.66 tpy NOx, and 0.66 tpy VOC. The facility is limited to 0.1 gr/dcsf particulate matter corrected to 12% CO2 and 500 ppmv sulfur oxides. The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements.

10-00265: Iron Mountain Information Management, LLC Boyers Facility (1137 Branchton Road, Boyers, PA 16020). The Department intends to issue a State Only Operating Permit renewal for the operation of 22 emergency generators located in Cherry Township, Butler County. The subject facility consists of 22 diesel emergency generators (ranging from 158—3,353 hp). The facility has the potential to emit 94.38 tpy NOx, 44.21 tpy CO, 10.45 tpy VOC, 0.78 tpy SOx, 2.998 tpy PM, 0.05 tpy HAPs, and 6.387.41 tpy CO2. The facility is a natural minor and is subject to State Regulations and Federal Regulations (40 CFR Part 60 Subpart IIII and Part 63 ZZZZ). The permit includes additional operation requirements, monitoring requirements, and recordkeeping requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

24-00145: Amphenol Thermometrics, Inc. (967 Windfall Rd., St. Marys, PA 15857-3333). The Department is providing notice that they intend to issue a renewal State Only Synthetic Minor Operating Permit for the electronic component manufacturing facility located in the City of Saint Marys, Elk County. The facility's primary emission sources include various VOC-emitting sources (such as solder lines, solvent usage, and measuring fluids), mixers, dryers, a transmission fluid bath, miscellaneous natural gas usage, and an emergency generator. The potential emissions, after permit limitations, of the major pollutants from the facility are as follows: 0.59 TPY (tons per year) NOx, 6.15 TPY CO, 49.0 TPY VOC, 24.9 TPY total HAPs (hazardous air pollutants), 13.58 TPY PM-10, 13.54 TPY PM-2.5, and 0.00 TPY SOx. The facility is a synthetic minor and has taken voluntary emission limits of VOC (49.0 TPY), combined HAPs (24.9 TPY) and a single speciated HAP (9.9 TPY) so as to not exceed major source thresholds. The engine is subject to 40 CFR 60 Subpart JJJJ, Standards of Performance for Stationary Spark Ignition Internal Combustion Engines. The renewal permit will contain emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

27-00033: National Forest Products (427 NFP Drive, Marienville, PA 16237). The Department intends to renew the State Only Operating Permit for the cabinet manufacturing facility located in Jenks Township, Forest County. The primary sources at the facility are 2 paint booths and wood staining activities. The facility is a Natural Minor. Potential emissions are 21.6 tpy VOC, 4.74 tpy for single highest HAP; and 8.48 tpy for all HAPs combined; and less than 1 tpy for CO, PM, SOx, and NOx. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

43-00286: RW Sidley, Inc., Concrete Plant (3401 New Castle Rd., West Middlesex, PA 16159). The Department intends to issue the renewal of the State-Only Operating Permit of a concrete batch plant located in Shenango Township, Mercer County. Air contamination sources identified in the operating permit are the four (4) emission points of the concrete batch plant and a hot water plant. Based on its potential emissions, the facility is Natural Minor. In this renewal, the hot water plant is incorporated as a permitted source. To demonstrate compliance with applicable emission limits, monitoring requirements are added for two (2) emission points of the concrete batch plant.

61-00193: National Fuel Gas Supply Corporation (6363 Main Street, Williamsville, NY 14221). The Department intends to renew a State Only Operating Permit for the Henderson Compressor Station located in Mineral Township, Venango County. The facility is a Natural Minor. Potential Emissions are as follows: 72.05 tpy CO; 67.04 tpy NOx; 4.40 tpy Particulate Matter; 0.08 tpy SOx; 44.04 tpy VOC; 8.17 tpy all combined HAPs; 25,998 tpy CO2e; and 4.56 tpy Formaldehyde. The primary sources at the facility include various heaters and reboilers with a combined total heat input rating of 4.095 million Btu/hr, two 1,350 hp compressor engines, a 75 hp air compressor engine, a 402 hp emergency generator, and a TEG dehydrator. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

OP19-000012: Jefferson Center FKA Aramark Tower (1101 Market Street, Philadelphia, PA 19107) for the operation of air emission sources in a commercial building leasing facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources are one (1) emergency generator firing No. 2 oil rated 700 kW and three (3) boilers, of which one (1) firing natural gas and not connected to any fuel oil tank rated 1.674 MMBtu/hr and two (2) firing natural gas primarily and No. 2 oil during periods of natural gas curtailment or for periodic testing, maintenance, or operator training each rated 9.959 MMBtu/hr.

 The changes made as part of the renewal includes the following:

 • In Section A, updated the facility name and added the permit contact's email.

 • In Table A1, updated the Facility Inventory List based on AMS inspection from February 13, 2019 and information provided by the facility.

 • Updated the process flow diagram for consistency with Table A1.

 • In Section D: Source Specific Requirements

  o Updated Condition D.2.(a)(4) to update the definition of emergencies and modify the allowable hours for testing, engine tuning, maintenance checks, and readiness testing of each emergency generator to 100 hours per calendar year.

  o Updated the ozone season requirement in Condition D.2.(a)(5) to add the requirement to record AQI forecast based on updated websites.

  o Updated Section D.2.(b) to remove the tune-up requirement for the Boiler B-1 since the boiler operates on natural gas only and is not connected to any fuel oil tank.
