Acceptance of Non-Essential Filings; Notice 2020-17

 This notice is being issued to all licensed insurance companies in this Commonwealth to provide clarity on the Insurance Department's (Department) acceptance and review of filings made by regulated entities. This notice supersedes Notice 2020-05. On March 19, 2020, the Department issued Notice 2020-05 which stated that due to the Department's transition from at-office work to tele-work the Department was requesting that all licensed entities review current and proposed filings and to only submit filings which were necessary or essential.

 The Department has completed its transition from at-office work to tele-work and has full operational capabilities to review all filings, whether essential or non-essential. As such, the Department advises licensed entities that have current or proposed filings to submit these filings to the Department in the ordinary course. The Department will review these filings in the ordinary course under statutory and regulatory guidelines and timeframes.

 Due to the transition to tele-work the Department advises all entities wishing to make a filing to do so electronically. Financial analysis filings should be forwarded by means of e-mail to the assigned financial analyst with copies to the supervisor and to Kim Rankin at krankin@pa.gov and may be in Word, Excel or PDF format. Licensing filings should be directed to Karen Feather at kfeather@pa.gov. Product filings, including rate and form filings, should be made through the National Association of Insurance Commissioners' System for Electronic Rate and Forms Filing. Effective August 1, 2020, all Property and Casualty form, rate, rule, rate/rule and statistical filings must be made electronically. Questions concerning property and casualty product filings should be referred to the director of P&C Product Regulation, Mark Lersch at mlersch@pa.gov. Questions concerning life, accident and health product filings should be referred to the director of L, A, & H Product Regulation, Tracie Gray at tgray@pa.gov.

 If a particular filing is to be accompanied by a filing fee, include a copy of the check along with the electronic filing. The hardcopy of the original filing and the filing fee should be mailed to the same address as ordinarily mailed to. However, note that the check may not be deposited immediately.
