STATE CONSERVATION COMMISSION
PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.
Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling (717) 787-8821.
Persons wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. Comments should include the name, address and telephone number of the writer and a concise statement to inform the SCC of the exact basis of the comments and the relevant facts upon which they are based. PREAMBLE 1
Acknowledgment of Notices of Intent to Remediate Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).
Sections 302—305 of the Land Recycling and Environmental Remediation Standards Act (Act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent (NOI) to Remediate is used to identify a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background standard, Statewide health standard, the site-specific standard, or who intend to remediate a site as a special industrial area, must file a (NOI) to Remediate with the Department. A NOI to Remediate filed with the Department provides a brief description of the location of the site, a list of known or suspected contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one, or a combination of the cleanup standards, or who receives approval of a special industrial area remediation identified under the Act, will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department. Furthermore, the person shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.
Under Sections 304(n)(1)(ii) and 305(c)(2) of the Act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific standard, in whole or in part, and for sites remediated as a special industrial area. This period begins when a summary of the NOI to Remediate is published in a newspaper of general circulation in the area of the site. For the following identified site(s), proposed for remediation to a site-specific standard or as a special industrial area, the municipality, within which the site is located, may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30-days of the following specified date. During this comment period the municipality may request that the following identified person, as the remediator of the site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of the site.

AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department has developed an ''integrated'' plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for the Department, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The Department received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, the Department's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate Department Regional Office. Appointments for scheduling a review must be made by calling the appropriate Department Regional Office. The address and phone number of the Regional Office is listed before the application notices.
Persons wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the Department's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
A person wishing to request a hearing may do so during the 30-day comment period. A public hearing may be held, if the Department, in its discretion, decides that a hearing is warranted based on the information received. Persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper, the Pennsylvania Bulletin or by telephone, when the Department determines this type of notification is sufficient. Requests for a public hearing and any relevant information should be directed to the appropriate Department Regional Office.
Permits issued to the owners or operators of sources subject to 25 Pa. Code Chapter 127, Subchapter D or E, or located within a Title V facility or subject to 25 Pa. Code § 129.51(a) or permits issued for sources with limitations on their potential to emit used to avoid otherwise applicable Federal requirements may be submitted to the United States Environmental Protection Agency for review and approval as a revision to the State Implementation Plan. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Code Chapters 121—145, the Federal Clean Air Act (42 U.S.C.A. §§ 7401—7671q) and regulations adopted under the Federal Clean Air Act.

Cogeneration Plant # 2 has a potential to emit 16 tpy of NOx, 16 tpy of CO, 5 tpy of particulate matter, 2 tpy of VOC and one tpy of HAP. The facility is a State Only facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12, and 40 CFR 60 Subpart KKKK. Based on these findings, the Department proposes to issue a plan approval for the proposed reactivation. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.
36-05069A: Fenner, Inc. (311 West Stiegel Street, Manheim, PA 17545) for the installation of a new fabric coating line at the drive belt manufacturing facility in Manheim Borough, Lancaster County. Air emissions from the new fabric coating line will be controlled by a regenerative thermal oxidizer and packed bed scrubber. Potential emissions from the project are estimated to be: 0.81 tpy CO, 0.96 tpy NOx, 0.07 tpy PM10/PM2.5, 0.01 tpy SOx, 0.77 tpy VOC, 0.10 tpy of a single HAP (phenols), and 0.25 tpy of combined HAPs. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12, and 25 Pa. Code §§ 123.13, 123.21 and 129.52. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an operating permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.
22-03102A: Derry Township Municipal Authority (670 Clearwater Road, Hershey, PA 17033) for the construction of a biogas-fired combined heat and power (CHP) generation system including gas conditioning and gas conveyance systems at the Waste Water Treatment Facility in Derry Township, Dauphin County. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12. The expected yearly emissions from the project will be approximately 63.6 tpy of CO, 32.1 tpy of NOx, 6.2 tpy of PM10, and 1.4 tpy of SO2. The plan approval will include emission limits, work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions from 40 CFR Part 60, Subpart JJJJ—Standards of Performance for Stationary Spark Ignition Internal Combustion Engines, 40 CFR Part 63, Subpart ZZZZ—National Emissions Standards for Hazardous Air Pollutants (NESHAP) for Stationary Reciprocating Internal Combustion Engines, and 40 CFR Part 60, Subpart IIII—Standards of Performance for Stationary Compression Ignition Internal Combustion Engines.

03-00975: Armstrong Power, LLC (2313 State Route 156, Shelocta, PA 15774-3005). The Department of Environmental Protection (Department) intends to issue the renewal of the Title V Operating Permit TV-03-00975 for the electric generating station located in South Bend Township, Armstrong County.
Permitted air contamination sources at the facility are four (4) natural gas and fuel oil-fired electric generating 195.9 MW turbines, five (5) emergency engines, two (2) fuel storage tanks, and miscellaneous plant fugitives. The facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments due to its potential to emit Nitrogen oxides (NOx), carbon dioxide (CO2), and greenhouse gases (GHG). The actual facility-wide emissions reported to the Department for 2019 are Carbon Monoxide (CO): 29.6 tpy; LEAD 0.0007 tpy; NOx 133.7 tpy; particulate matter less than 10 microns (PM10): 28.5; particulate matter less than 2.5 microns (PM25): 28.5 tpy; sulfur Oxides (SOx): 2.7 tpy; and volatile organic compounds (VOC): 8.3 tpy.
In this renewal, most of the permit changes apply to the turbines and engines. New permit requirements include: 40 CFR Part 60 Subpart GG—Standards of Performance for Stationary Gas Turbines and 40 CFR Part 60 Subpart IIII, Standards of Performance for Stationary Compression Ignition Internal Combustion Engines, Subpart ZZZZ, National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines, Cross-State Air Pollution Rule (40 CFR 97 Subparts AAAAA, CCCCC, EEEEE); Additional Reasonably Available Control Technology Requirements for Major Sources of NOx and VOC (RACT II, 25 Pa. The permit is for a non-Title V (State Only) facility. Johnson Matthey, Inc. manufactures a wide range of platinum metal products, such as gauze for the production of nitric acid for fertilizers, thermocouples for measuring temperature, components for fiberglass manufacturers and the laboratory and medical parts for implants such as heart pacemakers, as well as developing proprietary technology for coating platinum metals on a wide range of substrates, such as ceramics and iridium and iridium alloys. Air pollutant emission sources at the facility are controlled by two (2) Vertical Packed Tower Scrubbers and two (2) Vertical Wet Scrubbers. Based on the potential emissions of VOC and NOx, without controls or limitations, which are less than major source threshold, the facility is a Natural Minor. The permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

28-03044: Tarco Roofing (8650 Molly Pitcher Highway, Greencastle, PA 17225) for the operation of an asphalt roofing manufacturing facility in Antrim Township, Franklin County. This is for renewal of the existing State-Only Permit. Potential air emissions from the facility are estimated at 7.29 tpy PM, 2.15 tpy NOx, 3.24 tpy CO, 4.69 tpy VOC, and less than 1 tpy of SO2 and HAPs. 07-05038: Federal Carbide Company, Inc. (1 Eagle Ridge Road, Tyrone, PA 16686) to issue a State Only Operating Permit for the operation of the tungsten carbide production facility in Snyder Township, Blair County. VOC from the facility in 2019 were 3.20 tons. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations.

The facility has potential emissions of 0.40 TPY of CO; 2.26 TPY of NOx; 0.16 TPY of SOx; 32.27 TPY of PM/PM10; 0.08 TPY of VOCs; and 30.0 TPY of ammonia. 65-00065: Hanson Aggregates BMC, Inc./Lower Burrell Plant (2200 Springfield Pike, Connellsville, PA 15425-6412). In accordance with 25 Pa. Code §§ 127.424, 127.425, and 127.521, the Department is providing notice of intent to issue a natural minor State Only Operating Permit for the operation of a sand and gravel depot located in the City of Lower Burrell, Westmoreland County. Lower Burrell Plant consists of barge unloading and conveying, haul roads, and stockpiling of aggregate material.
This facility has the potential to emit 30.51 tpy PM and 7.75 tpy PM10, based on facility operating limits. The facility is limited to 0.04 gr/dscf particulate matter and 500 ppmv sulfur oxides. The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements.

The subject facility consists of one 150 lb/hr animal incinerator, B&L Cremation System propane-fired rated at 0.3 MMBtu/hr primary chamber and 1.0 MMBtu/hr secondary chamber and one 130 lb/hr animal incinerator, B&L Cremation System propane-fired rated at 0.3 MBtu/hr primary chamber and 1.0 MMBtu/hr secondary chamber The potential emissions are 1.2 tpy NOx and less than 1.0 tpy for all other criteria pollutants. The facility is subject to State Regulations. The permit includes additional operation requirements, monitoring requirements, and recordkeeping requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
16-00141: Kahles Kitchens, Inc. (7488 Rte 36, Leeper, PA 16233-3628). The Department is providing notice that they intend to renew a State Only Natural Minor Operating Permit for the kitchen cabinetry manufacturing facility located in Farmington Township, Clarion County. The primary sources at this facility are the surface coating operations. Other sources of emissions include a wood-fired boiler, natural gas-fired boilers, and internal combustion engines. The potential emissions of the primary pollutants from the facility after permit limitations are as follows: 9.93 TPY (tons per year) NOx, 13.77 TPY CO, 35.00 TPY VOC, 19.64 TPY total HAPs, 2.69 TPY PM-10, 2.33 TPY PM-2.5, and 1.34 TPY SOx; thus, the facility is a natural minor. The facility is limited to 35.00 TPY VOC, 24.90 total HAPs, and 9.9 TPY for any individual HAP per plan approval 16-141A. The surface coating booths are subject to 25 Pa. Code §§ 129.52 and 129.101—129.107 for control of VOC emissions from surface coating processes and wood furniture manufacturing operations. The parts washer is subject to 25 Pa. Code § 129.63 for degreasing operations. The engines are subject to 40 CFR 63 Subpart ZZZZ, NESHAP for Stationary Reciprocating Internal Combustion Engines. The renewal permit will contain emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
25-00037: Joseph McCormick Construction Co., Inc. (1507 Wesley Avenue, Erie, PA 16510-1675), the Department intends to issue the renewal of the State-Only Operating Permit of an asphalt plant located in Wesleyville Borough, Erie County. Permitted air contamination sources include a batch hot mix asphalt (HMA) plant and a diesel-powered portable crusher. Subject to requirements established through PA 25-037A, the HMA plant has an annual HMA throughput limit of 480,000 tons, restricting its CO emissions below the 100-TPY major source threshold. For permitting purposes, the facility is Synthetic Minor. In this renewal, the diesel-powered portable crusher is added as a permitted source subject to emission limits pursuant to 25 Pa. Code §§ 123.13 and 123.21 and to operating hours restriction that ensures its engine's exemption from 40 CFR 63 Subpart ZZZZ. With PA 25-037A having language on stack testing, provisions on source test submittals are added to the operating permit.
43-00326: Buckeye Leasing, Inc., City Slag Quarry (8063 Southern Blvd, Youngstown, OH 44512-6306). The Department is providing notice that they intend to renew a State Only Operating Permit for the slag processing plant located in the City of Hermitage, Mercer County. The facility consists of the slag processing plant (grizzlies, conveyors, screening, hoppers, storage, loading/unloading, roadways). The potential emissions of the major pollutants from the facility are as follows: PM-10: 3.05 TPY, PM-2.5: 0.42 TPY, and the rest of the primary pollutants are insignificant; thus, the facility is a natural minor. The permit will contain emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

The City of Philadelphia, Air Management Services (AMS) intends to issue a renewal for a Natural Minor Operating Permit for the following facility:
OP20-000019: Hillock Anodizing (5101 Comly Street, Philadelphia, PA 19135) for the operation of air emission sources in a metal anodizing facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources are two (2) boilers firing No. 2 oil rated 1.358 MMBtu/hr and 1.7 MMBtu/hr, one (1) chromic acid tank with 550 gal capacity, fourteen (14) tanks used for electroless or non-electrolytic plating, and non-electrolytic metal coating operations, and various insignificant tanks with vapor pressure less than 1.5 psia.
The changes made as part of the renewal includes the following:
• In Table A1—Facility Inventory List, add the Boiler # 2, update the insignificant source list using the complete tank inventory provided in the application, and add the insignificant space heaters burning No. 2 oil.
• In Section D: Source Specific Requirements
o Updated the language for Group 02—Chromic Acid Anodizing Operations to remove the past dates.
o Removed the initial tune-up requirements for the boilers in Condition D.2.(a)(4) since the facility completed it already.
o Updated the requirements of 40 CFR 63 Subpart JJJJJJ for the boilers.
o In Section D.3.(b), added U.S. EPA reference method 7E for NOx and specified that the compliance with PM emission limit shall be based on method 5 only.
o Updated the monitoring requirements in Section D.4 and recordkeeping requirements in Section D.5.
o Updated Condition D.4.(b)(1) to specify that the monitoring schedule only applies if using PFOS-based fume suppressants containing a wetting agent in the anodizing bath.
o Removed the requirements to check and record visible emissions from the exhaust stack of the boilers from Sections D.4 and D.5.

The City of Philadelphia, Air Management Services (AMS) intends to issue a modification for a Synthetic Minor Operating Permit for the following facility:
OP19-000023: INEOS Composites US, LLC (2801 Christopher Columbus Blvd., Philadelphia, PA 19148-5103), which is a modification for the Synthetic Minor Operating Permit (OP17-000001) issued June 21, 2018, for the operation of air emission sources in an industrial plant for production of polyester and vinyl ester resin in the City of Philadelphia, Philadelphia County. The facility's air emission sources include fugitive emissions, four (4) filling stations, two (2) particulate sources, one of which is controlled by a filter cartridge dust collector, fourteen (14) product storage tanks, thirteen (13) raw material storage tanks, five (5) reactors with overhead condensers, three (3) thinning tanks, eleven (11) blending tanks, one (1) mix tank, and one (1) holding tank, one (1) 14 MMBtu/hr fume afterburner firing natural gas or No. 2 oil, one (1) 8.4 MMBtu/hr steam boiler firing natural gas or No. 2 oil, one (1) 8.4 MMBtu/hr temporary portable steam boiler firing No. 2 oil, one (1) 75 HP portable air compressor firing No. 2 oil, one (1) 12.0 MMBtu/hr hot oil heater firing natural gas or No. 2 oil, four (4) groups of carbon drums operating as fume afterburner back-up control device to various sources, and one (1) emergency generator firing No. 2 oil rated 800 kW.
The changes made as part of the renewal includes the following:
• In Section A, added the email address for the permit contact.
• In Table A1, updated the Facility Inventory List for replacement of TK-111, TK-254, and TK-222.
• In Section D: Source Specific Requirements
o Added Conditions D.1.(a)(3), D.2.(f)(7), D.4.(a)(5), and D.5.(a)(5) for Synthetic Minor limit for NOx.
o Updated the requirements of 25 Pa. Code §§ 129.201—129.205 in Conditions D.1.(f)(3) and D.2.(g)(6).
o In Condition D.2.(f)(6), updated the requirements of 40 CFR 63 Subpart JJJJJJ for Boiler 988 and removed the requirement for initial tune-up which has been completed by the facility.
o For the emergency generator, updated the ozone season requirement in Condition D.2.(g)(4) to check and record AQI forecast based on updated websites.
o Added Section D.2.(h) for Work Practice Standards for Insignificant Activities which includes Tanks 222, 231, and 241 and moved emergency generator EmG1 from Section E to Section D.2.(h). For EmG1, updated the definition of emergencies and modified the testing and/or tuning hours to 100 hours per year.
o In Section D.3.(b), added U.S. EPA reference method 7E for NOx and specified that the compliance with PM emission limit of 25 Pa. Code § 123.13(c)(1)(i) shall be based only on method 5.
o Updated the monitoring requirements in Section D.4 and the recordkeeping requirements in Section D.5.
o Updated reporting requirements in Section D.6 to remove Notification of Compliance Status, which has been submitted by the facility, and remove energy assessment, which is not required for any equipment at the facility.
o In Condition D.6.(d)(1), added Certification of Compliance Statement.

The facility's air emission sources include two (2) dual-fired boilers rated 13.4 MMBtu/hr burning natural gas on No. 2 fuel oil, one (1) natural gas-fired boiler rated 13.4 MMBtu/hr, one (1) natural gas-fired boiler rated 0.3 MMBtu/hr, one (1) boiler rated 0.285 MMBtu/hr firing propane, as well as one (1) emergency generator rated 146.9 kW, one (1) emergency generator rated 118 kW, one (1) emergency generator rated 100 kW, one (1) emergency generator rated 94 kW, and one fire pump rated 62 hp, all firing diesel fuel.
