FEDERAL WATER POLLUTION
CONTROL ACT SECTION 401The Department has taken the following actions on previously received permit applications, requests for Environmental Assessment approval, and requests for Water Quality Certification under Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341).
Except as otherwise noted, the Department has granted 401 Water Quality Certification certifying that the construction and operation described will comply with the applicable provisions of Sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317), and that the construction will not violate applicable Federal and State Water Quality Standards.
Any person aggrieved by these actions may appeal, pursuant to Section 4 of the Environmental Hearing Board Act, 35 P.S. § 7514, and the Administrative Agency Law, 2 Pa.C.S. E5904220-023. Tioga County Commissioners, 118 Main Street, Wellsboro, PA 16901. Tioga County Bridge # 6 Replacement, in Farmington Township, Tioga County, ACOE Baltimore District (Tioga, PA Quadrangle; Latitude: 41° 54` 43"; Latitude -77° 13` 01").
To replace the existing structure with a new structure in approximately the same location. The existing bridge carries T-657 (Elkhorn Creek Road) over Elkhorn Creek in Farmington Township, Tioga County. The existing structure is a single span solid sawn timber beam bridge with a clear span of 27.3-ft and an underclearance of 10.6-ft. The proposed structure is a single cell precast reinforced concrete box culvert with a clear span of 23-ft and a rise of 10-ft. The culvert will be depressed 6" into the streambed. Grouted rip-rap will be used at the structure inlet. According to the hydraulic analysis, both the existing and proposed structures pass the 100-yr storm event with a reduction of 1.91-ft to the proposed conditions. A temporary pipe diversion system or temporary pump by-pass system are proposed to divert the stream around the work area. Traffic on T-657 will be detoured during construction.
A PNDI search determined no known impacts. A wetland delineation determined no wetlands at the project site.

To construct and maintain 295 ft of streambank stabilization along Pine Creek in Shippen Township, Tioga County. The purpose of the project is to stabilize the roadway slope along Owassee Road, which is starting to fail. R-7 will be benched into the embankment. The road parallels Pine Creek, which is listed as a Keystone Select Trout Stocked and Special Regulation trout stream. It has an existing use of Exception Value (EV). It is also designated as a National Wild and Scenic Rivers as part of the Commonwealths Scenic River System. The total disturbed area along the embankment is 0.41 acre. Traffic will be detoured during construction.
A PNDI search determined several species of concern to be potentially present. Coordination for clearances was performed. A wetland delineation determined no wetlands at the project site.

To construct, operate and maintain approximately 0.3-mile (1,600 ft) of permanent underground utility corridor and one (1) permanent surface freshwater withdrawal (SFW) under Loyalsock Creek along State Route 87 in Gamble and Plunketts Creek—Lycoming County. The permanent waterline will extend from proposed pump stations on both sides of Loyalsock Creek to the proposed impoundment site within Loyalsock State Forest. The purpose of the project is to support PGE's natural gas operations from the Marcellus shale formation. The project includes a freshwater intake and withdrawal system, a booster pump station pad, access road and permanent underground utility corridor that crosses Loyalsock Creek.
The project will result in a total of 309 LF (1,275 SF) of permanent and 268 LF (20,158 SF) of temporary stream impacts and 407 SF (0.0093 acre) of permanent and 8,729 SF (0.2004 acre) of temporary floodway impacts all for the purpose of constructing a freshwater withdrawal system and utility corridor under Loyalsock Creek to expand freshwater pipeline systems for Marcellus well development.

The pipeline will be bored under State Route 864, Carey Hill Road (SR 2041), channel 8 and wetland 36. The purpose of this project is to provide a conveyance of low-pressure natural gas between the Shawnee ETP to Transco Pipeline.
The project will result in a total of 92 LF (256 SF) of permanent and 289 LF (4,246 SF) of temporary stream impacts, 2,506 SF (0.0575 acre) of permanent and 59,529 SF (0.1.3666 acre) of temporary floodway impacts and 74 SF (0.0017 acre) of permanent and 3,496 SF (0.0803 acre) of temporary wetland impacts all for the purpose of constructing a natural gas pipeline for Marcellus well development.

Provisions of 25 Pa. The Adelphia Gateway Pipeline is an 84-mile pipeline that runs from Martins Creek to Marcus Hook. Facility upgrades will occur to thirteen (13) sites along the pipeline: Quakertown Compressor Station, East Perkiomen Blowdown, Skippack Pike Meter Station, Perkiomen Creek Blowdown, Schuylkill River Blowdown, Cromby Blowdown, French Creek Blowdown, Mainline Valve 2, Paoli Pike Blowdown, Chester Creek Blowdown, Mainline Valve 1, Transco Meter Station, and Marcus Hook Compressor Station.
The Tilghman and Parkway laterals, known as Phase 2A of the Adelphia Gateway Pipeline Project, consist of 1,925 LF of proposed pipeline between the Delaware State Line/Marcus Hook Compressor and Meter Station and Transco Meter Station. The installation consists of open cut for approximately 625 LF and horizontal directional drill (HDD) for approximately 1,300 LF, providing a total limit of disturbance of 0.15 AC. The total limit of disturbance is 0.15 AC. The entire limit of disturbance within Phase 2A will be restored to existing conditions. This application is for Phase 2A only. The subsequent phase (Phase 2B) will be submitted to DEP with more detailed information under a separate application. The Adelphia Gateway Pipeline Project—Phase 2A consists of one (1) Erosion and Sediment Control General Permit (ESCGP-3) for Earth Disturbance Associated With Oil And Gas Exploration, Production, Processing, or Treatment Operations or Transmission Facilities.
