Tentative Order; Implementation of the Alternative Energy Portfolio Standards Act of 2004: Standards for the Participation of Demand Side Management Resources—Technical Reference Manual 2021 Update; Doc. No. M-2019-3006867

 In implementing the Alternative Energy Portfolio Standards Act, 73 P.S. §§ 1648.1—1648.8, the Pennsylvania Public Utility Commission (Commission) had originally adopted the Technical Reference Manual (TRM), in an Order entered on October 3, 2005, at Docket No. M-00051865. Subsequently, in the Energy Efficiency and Conservation (EE&C) Program Implementation Order, entered on January 16, 2009, at Docket No. M-2008-2069887, the Commission adopted the TRM as a component of the EE&C Program evaluation process. In the January 16, 2009 Implementation Order, the Commission also noted that the TRM will need to be updated and expanded to fulfill the requirements of the EE&C Program. We last updated the TRM on August 8, 2019. In Energy Efficiency and Conservation Program, Implementation Order, at Docket No. M-2020-3015228, entered June 18, 2020 (Phase IV Implementation Order) at 97-100, we noted that the 2021 TRM would be applicable for the entirety of Phase IV but reserved the right to implement a mid-phase TRM update if needed.

 The Commission on October 29, 2020, adopted the 2021 TRM Update Amendment Tentative Order to propose several revisions to the 2021 TRM to ensure that the TRM is up to date and better aligns with the Phase IV EE&C Program.
