NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs The State Conservation Commission has taken the following actions on previously received applications for nutrient management plans under 3 Pa.C.S. Chapter 5, for agricultural operations that have or anticipate submitting applications for new, amended or renewed NPDES permits or NOIs for coverage under a general permit for CAFOs under 25 Pa. LAND RECYCLING AND
ENVIRONMENTAL REMEDIATION

PREAMBLE 2
The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

62-00017: On February 6, 2020, in accordance with 25 Pa. Code §§ 129.96—129.100, the Pennsylvania Department of Environmental Protection issued a significant modification to the Title V operating permit for United Refining Company, in Warren City, Warren County. The permit modification incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997, 2008 and 2015 National Ambient Air Quality Standard (NAAQS) for ozone. The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal; this includes the provisions of the Department's presumptive RACT II requirements in accordance with 25 Pa. Code § 129.97, as they apply to existing sources at this facility. The following is a summary of the proposed amendments to the RACT II determination for this operation that will be submitted to the EPA as a SIP revision:

Source 101A—FCC Unit NOx emissions shall not exceed 71 lb/1,000 barrels FCC feed, 11.5 lbs/hr and 40.2 TPY (12-month rolling). NOx testing every
5 years and operation in accordance with the manufacturer's recommendations.Cooling Water Towers VOC emissions shall not exceed 7.5 TPY (12-month rolling) as demonstrated via throughput and emission factors. Operation in accordance with good operating practices to minimize emissions of VOC. Compliance with monitoring and repair provisions of 40 CFR 63.654. Source 110—Wastewater Treatment Plant VOC emissions shall not exceed 3.6 TPY (12-month rolling) for the Isom and Alky Pits as demonstrated via throughput and emission factors. The source shall minimize discharge of hydrocarbons to the greatest extent practicable. Conduct daily inspections for odors and take corrective actions as indicated by the results of the inspections.

25-00395: Eriez Mfg Co. (2200 Asbury Rd., Erie, PA 16506-1402). On February 11, 2020, the Department issued the renewal State Only Natural Minor Operating Permit for operation of the Eriez Magnetics manufacturing facility located in Millcreek Township, Erie County. The facility's primary emission sources include two spray paint booths and the paint gun cleaners, natural gas-fired process and comfort heating sources, a parts cleaner, the shot blasting booth, the plasma cutting operation, and a 60-kW natural gas-fired emergency generator. The potential emissions of the primary pollutants from the facility are as follows: 4.13 TPY (tons per year) NOx, 3.08 TPY CO, 9.70 TPY VOC, 0.96 TPY PM-10 and PM-2.5, and 0.02 TPY SOx; thus, the facility is a natural minor. The spray booths are subject to 25 Pa. Code §§ 129.52 or 129.52d for miscellaneous metal parts surface coating processes. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
37-00322: Joseph A. Tomon Jr. Funeral Home & Crematory (97 Grim Avenue, Ellwood City, PA 16117), on February 6, 2020, the Department issued the renewal of the State-Only Operating Permit of a funeral home and crematory located in Ellport Borough, Lawrence County. Permitted air contamination sources at the facility are two cremators, each equipped with an afterburner as a control device. One cremator was initially authorized through PA 37-322A, which adopted restrictions and requirements from the recommended Best Available Technology (BAT) for crematory incinerators (DEP Doc. No. 275-2101-007). The other cremator was initially authorized through and is subject to requirements of GP-14, which pertains to General Plan Approval And/Or General Operating Permit for Human Or Animal Crematories (BAQ-GPA/GP-14).
