Emission sources at the facility include collected pump station seal leaks, gas chromatograph emissions, pilot fuel gas emissions, pig launcher and receivers, filter, prover, and other miscellaneous maintenance activities controlled by a 70.0 MMBtu/hr enclosed flare; fugitive VOC emissions from pump seal leaks, relief valve seats, flanges, and miscellaneous component types; a 11.92 MMBtu/hr LPG vaporizer heater; a 4.94 MMBtu/hr Butane vaporizer heater; and two (2) diesel-fired emergency firewater pump engines rated at 617 Bhp each. On June 29, 2021 the Department issued a renewal of the State Only Operating Permit for operating of a coal preparation plant located in North Mahoning Township, Indiana County. The subject facility consists of an enclosed coal crusher, shaker/screen, front end loader, dump trucks and rail cars. Emissions from the facility are based on the coal throughput limit of 195,000 tpy and AP-42 emission factors. The facility has the potential to emit 2.54 tpy PM-10. The facility is a natural minor and is subject to State and Federal Regulations (40 CFR Part 60 Subpart Y). The renewal permit includes operation requirements, monitoring requirements, and recordkeeping requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
43-00360: Cronimet Specialty Metals USA, Inc. (40 Council Avenue, Wheatland, PA 16161). On July 1, 2021, the Department renewed the State Only Operating Permit for the melting and foundry operations in the Borough of Wheatland, Mercer County. The primary emission sources at the facility include 4 Electric Induction Furnaces, a 1.5 million Btu/hr natural gas fueled shot dryer, shakeout operations, shot blasting, a ball mill, a Next Gen2 Mixer, and other natural gas combustion sources with ratings of less than 1 million Btu/hr. The facility is a natural minor. Estimated potential emissions for the facility are as follows: 1.3 tpy NOx; 0.008 tpy SOx; 1.09 tpy CO; 3.17 tpy PM; 0.07 tpy VOC; and 1,564 tpy CO2. The permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

46-00081: Optinova Valley Forge, Inc. (435 School Lane, Plymouth Meeting, PA 19462), for an Administrative Amendment for their facility located in Plymouth Township, Montgomery County. Optinova submitted a change of ownership form and administrative amendment application to the Department and has requested to transfer the existing Synthetic Minor Operating Permit from Markel Corporation (Markel) to Optinova Valley Forge, Inc. (Optinova). Optinova has purchased all the equipment (Air emission sources) from Markel. Optinova specializes in advanced tubing solutions for the extrusion, medical, and specialty industries and will continue similar operations as Markel. The facility will maintain its status as a synthetic minor facility for VOC emissions. With the transfer of the Operating Permit there have been no changes to any of the conditions in the permit. The Operating Permit contains testing, monitoring and recordkeeping condition along with work practice standards designed to keep the sources and the facility operating within all applicable air quality requirements.

TVOP-65-00853: Cleveland-Cliffs Monessen Coke, LLC (345 Donner Avenue, Monessen, PA 15062). Per 25 Pa. Code § 127.449(i), this Notice is for the following de minimis emission increase at the Monessen Coke Plant located in Monessen City, Westmoreland County: This project is for the installation and operation of the Battery 2 Emergency Flare with 99% destruction efficiency. The emission increase resulting from this project will not exceed 0.10 ton of CO, 0.12 ton of NOx, 0.01 ton of SOx, 0.01 ton of PM-10, and 0.01 ton of VOCs per year. The following conditions of this de minimis emission increase will be included in the Operating Permit:
• The permittee shall comply with the applicable 40 CFR Part 63 Subpart L requirements.
• The permittee shall operate and maintain Battery 2 Emergency Flare in accordance with manufacturers recommended specifications.
The list of de minimis increases for this facility includes only this project.

The permanent access road was installed across three streams and one wetland. The culvert pipes for the access road were inadequately sized. As part of this project, ETC plans to reconstruct the stream crossings with appropriately sized culverts. Notice of Projects under the Environmental Good Samaritan Act
The Environmental Good Samaritan Act (27 Pa.C.S.A. §§ 8001—8114) provides certain protections and immunities from civil liability for landowners and persons who voluntarily undertake reclamation and abatement projects to address land and water adversely affected by mining or oil or gas extraction or exploration for natural resources and left in an unreclaimed condition or left discharging water pollution. In order for landowners and persons to qualify for immunity, the projects must be approved by the Department.

Z Train Corp is planning to plug an abandoned oil and gas well (API No. 031-01954) located in Clarion Township, Clarion County. Due to the lack of evidence suggesting that measures were taken to plug the well upon the conclusion of drilling and production it is imperative that action is taken to properly plug the well. There does not appear to be any indication of past surface pollution associated with the well, but it is unknown if any pollution is occurring at the subsurface. The well plugging project will affect an area of less than 1 acre. Complete project proposal received June 7, 2020.
