04-00412: PSC Metals, LLC (710 S 1st Street, Nashville, TN 37213-1429) on September 15, 2021, the Department of Environmental Protection issued a renewed natural minor State-Only Operating Permit for the continued operation of a ferrous and nonferrous scrap metals recycling plant located off of Westgate Drive in Koppel and Big Beaver Boroughs, Beaver County. This facility is subject to the applicable requirements of 25 Pa. Code Chapters 121—145. The permit includes emission restrictions, operating requirements, monitoring requirements, work practice standards, and recordkeeping requirements for the site.

26-00045: Coolspring Mining, Inc./Coolspring Quarry (P.O. Box 945, Uniontown, PA 15401-0945). On September 21, 2021, the Department issued a Natural Minor Operating Permit renewal for the operation of the facility's air contamination sources consisting of eight crushers, six screens, eight feeders, forty-six conveyors, and ten product bins. The proposed Operating Permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements at their facility located in North Union Township, Fayette County.

56-00149: Somerset Area School District—Eagle View/Maple Ridge Elementary Schools (645 S. Columbia Ave., Somerset, PA 15501-2565). On September 15, 2021, the Department issued a Synthetic Minor Operating Permit renewal for the operation of the facility's air contamination sources consisting of four boilers, operable on coal or natural gas, and two natural gas-fired emergency generators. The proposed Operating Permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for each unit located in Somerset Township, Somerset County.

63-00631: Columbia Gas Transmission, LLC (455 Racetrack Rd., Washington, PA, 15301-9610). On September 21, 2021, the Department issued a renewal natural minor State Only Operating Permit for the operation of the Donegal Compressor Station in Donegal Township, Washington County.

 Equipment at this facility includes two (2) 1,240 Bhp natural gas-fired compressor engines equipped with oxidation catalysts, one (1) 135 Bhp natural gas-fired emergency generator engine, one 2.0 MMBtu/hr natural gas-fired boiler, and one 10.0 MMBtu/hr natural gas-fired line heater. The facility is subject to the applicable requirements of 25 Pa. Code Article III, Chapters 121—145. The final Operating Permit includes conditions incorporating requirements for applicable emissions limitations, monitoring, work practice standards, reporting, and recordkeeping.

33-00107: Beverage-Air Corporation, Brookville Plant (119 Progress St., Brookville, PA 15825). On September 14, 2021, the Department issued the renewal State-Only Operating Permit of a refrigeration equipment manufacturing facility located in Brookville Borough, Jefferson County. Permitted air contamination sources at the facility are wiping operations, a curing oven, two emergency generators, a parts washer, and miscellaneous natural gas usage. For permitting purposes, the facility is Natural Minor. In this renewal, a second emergency generator is added as a permitted source. The hand wiping operation prior to powder coating is also added as a permitted source and subject to work practice requirements for coated-related cleaning activities pursuant to 25 Pa. Code § 129.52d. Section 129.63a of 25 Pa. Code is added as a permit requirement for non-coating-related solvent wiping operation. A previously permitted dip coating operation, which is no longer part of the manufacturing process, is removed from the permit.

09-00107: Oldcastle Retail, Inc. (1214 Hayes Blvd., Bristol, PA 19007) on September 20, 2021 for the minor modification of a State-Only Operating Permit in Bristol Township, Bucks County. The facility is replacing two dust collectors (Source Id C03 and C04) with more efficient dust collectors (Source Id C07 and C08), in accordance with 25 Pa. Code Section 127.14(c)(3). The permit includes monitoring, recordkeeping, and reporting requirements designed to keep the facility operating within all applicable air quality requirements.

09-00122: Altuglas, LLC (100 Route 413, Bristol, PA 19007). On September 21, 2021, the Administrative Amendment of Title V Operating Permit for this facility is issued under the Air Pollution Control Act (35 P.S. §§ 4001—4015) and 25 Pa. Code § 127.450, for a change of ownership for the facility, formerly owned and operated by Arkema, Inc., located in Bristol Township, Bucks County. The Title V Operating Permit contains monitoring, recordkeeping, reporting and work practice standards to keep the facility operating within all applicable air quality requirements.

De Minimis Emissions Increases Authorized under 25 Pa. Code § 127.449.

32-00129: Eastern Gas Transmission and Storage, Incorporated (6603 West Broad St., Richmond, VA 23230). The Department approved and authorized a de minimis emission increase resulting from the relocation and use of natural gas pipeline pigging equipment (Punxsutawney Junction GA-174) at the Rochester Mills Station located at 64 Yoder Road, North Mahoning Township, Indiana County. EGTS is a major Title V facility. The VOC emissions resulting from this operation are estimated to be 0.007 tpy which is below the Title V permit authorized 25 Pa. Code § 127.449 de minimis emission increase threshold specified for VOC as 1 ton per source; 5 tons for facility for the term of the permit. This physical change meets the exemption criteria of 25 Pa. Code § 127.14(a)(8) [# 36—sources qualifying under 25 Pa. Code § 127.449 as de minimis emission increases]. The source(s) is exempt from plan approval as it complies with 25 Pa. Code § 127.14(b). In accordance with 25 Pa. Code § 127.449(i), this increase represents the total de minimis emission increase at the facility for the Operating Permit term commencing on September 20, 2016 and expiring on September 20, 2021.

Actions on applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21). Consol Pennsylvania Coal Company LLC, 1000 Consol Energy Drive, Suite 100, Canonsburg, PA 15317, to revise the permit and related NPDES permit for installation of one airshaft for ventilation purposes, includes one new NPDES discharge point for Bailey Mine & Prep Plant in Richhill Township, Greene County affecting 0.6 surface acre. The DEP has taken action on the following plans and reports under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).

 Provisions of 25 Pa. Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports.

 A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

 The DEP may approve or disapprove plans and reports submitted. This notice provides the DEP's decision and, if relevant, the basis for disapproval.

Proposed Alternative Restoration Plan for the Baken Creek Watershed in Perry County.

 The Department of Environmental Protection (DEP) will accept comments on the proposed Alternative Restoration Plan (ARP) developed for the Baken Creek Watershed in Perry County. The Pennsylvania Integrated Water Quality Monitoring and Assessment Report included stream segments listed as impaired for aquatic life in the watershed. The impairments addressed by this document were listed as being caused by excessive siltation due to removal of riparian vegetation. By restoring this watershed, it is hoped to not only improve water quality locally, but also to improve conditions within the downstream areas of Shermans Creek. Shermans Creek is noted for its ''exceptional value'' and ''high quality'' existing uses as well hosting a historic, and perhaps extant, hellbender (Cryptobranchus alleganiensis alleganiensis) population.

 The ARP approach was chosen as a temporary alternative to the development of a Total Maximum Daily Load (TMDL). An ARP is currently a better option for this watershed because it not only sets a pollution reduction goal, but it also lays out a comprehensive plan for restoration. DEP plans on partnering with the Perry County Conservation District as primary stakeholders to implement the plan. Funding is proposed to be sought under Section 319 of the Clean Water Act among other sources. If the restoration plan fails to result in delisting of the siltation impairments, a TMDL per section 303(d) of the Clean Water Act would be needed in the future.

 Currently, there are no State or Federal in-stream numerical water quality criteria for sediment. Therefore, the Department utilized a reference watershed approach to propose an allowable load per the narrative criteria. The allowable load included allocations for natural sources, nonpoint pollution sources, as well as an uncertainty factor. Nonpoint source load allocations were made for cropland, hay/pasture land, and streambank source sectors present in the watershed. Data used in establishing the allowable load were primarily generated using a water quality analysis model (Model My Watershed) made available through the Stroud Water Research Center.

 The following table shows the estimated current sediment loading within the watershed, the prescribed allowable load value and % reductions needed under annual average conditions.

 An analysis of Best Management Practice (BMP) opportunities indicated that sediment loading in the watershed could be reduced beyond the reduction goal. Key BMPs included agricultural erosion and sedimentation plan implementation, use of precision grass filter strips along drainageways, streambank stabilization/restoration, the use of conservation tillage and the use of riparian buffers.
