PennDOT District 6-0 is proposing to remove an existing three-span, 62.8-foot-long, concrete encased steel I-beam, concrete deck slab bridge with stone masonry abutment and piers, and in its place, construct and maintain a two-span, prestressed concrete spread box beam bridge with equal spans measuring 40 feet each over Tinicum Creek (EV). These activities are associated with the Headquarters Road over Tinicum Creek Replacement Project and include the construction and maintenance of the following water obstruction and encroachment activities:
1. To remove an existing three-span bridge, construct and maintain a proposed two-span bridge, perform channel work and grading, placement of riprap, removal of multiple existing piers, and the construction of a new proposed pier resulting in 77.5 linear feet (3,302 square feet, 0.076 acre) of permanent watercourse impact, 1,532 square feet (0.035 acre) of permanent floodway impact, and 4,481 square feet (0.103 acre) of permanent floodplain impact. Additional floodway and floodplain activities include roadway construction, abutment and wingwall construction on opposite sides of watercourse, existing abutment removal, channel work, and grading resulting in 2,643 square feet (0.061 acre) of additional permanent floodway impact and 1,934 square feet (0.044 acre) of 100-year floodplain impact. This activity also includes the replacement of a 24-inch CMP floodplain culvert with a 14-inch by 23-inch outfall with the placement of riprap rock apron to facilitate roadside drainage located at the west bridge approach and the placement of riprap associated with an 18-inch outfall located east of the downstream wingwall.
2. To construct and maintain diversion dike system and temporary causeway to facilitate the removal of the existing piers, removal of existing bridge and construction of proposed bridge will result in a total of 74 linear feet (2,271 square feet, 0.052 acre) of temporary watercourse impact, 3,138 square feet (0.072 acre) of temporary floodway impact, and 5,294 square feet (0.121 acre) of temporary floodplain impact.
The entire project area is located within the Ridge Valley Rural Historic District and Tinicum Creek is classified by the National Park Service (NPS) as a component of the Lower Delaware Wild and Scenic River, which is part of the National Wild and Scenic Rivers System. This project is located near the intersection of Sheep Hole Road and Headquarters Road in Tinicum Township, Bucks County (USGS PA Bedminster Quadrangle—Latitude 40.470826 N, Longitude 75.136567 W). Notice of Proposed Revision to the State Implementation Plan for Oxides of Nitrogen, Notice of Public Hearing, and Notice of Intent to Issue Modified Air Quality Operating Permit 32-00055.
32-00055: In accordance with 25 Pa. Code §§ 129.96—129.100, the Pennsylvania Department of Environmental Protection (DEP) has made a preliminary determination to approve an alternative Reasonably Available Control Technology (RACT II) plan and seeks an approval of an amendment to the State Implementation Plan (SIP) for Homer City Generation L.P., Homer City Station located in Center Township, Indiana County. And in accordance with 25 Pa. Code § 127.521, the Department of Environmental Protection intends to modify the facility's Title V Operating Permit. The facility is located at 1750 Power Plant Road, Homer City, PA 15748-8009. The facility's representative to contact concerning this application is Mr. Gary Cline, Environmental Manager. His phone number is 724-479-6255. The facility's major emission sources include three coal-fired boilers. Boiler 1 and 2, each have a rated capacity of 6,792 MMBtu/hr. Boiler 3 has a rated capacity of 7,260 MMBtu/hr. The facility also has other sources including auxiliary boilers, oil-fired space heaters, emergency engines, storage and handling systems, storage tanks, coal preparation activities, and miscellaneous plant fugitives
The proposed SIP revision does not adopt any new regulations. It incorporates the provisions and requirements contained in the amended RACT II approval for the facility, which are intended to satisfy the requirements for the 1997, 2008 and 2015 National Ambient Air Quality Standard (NAAQS) for ozone.
The proposed amendments to the RACT II determination, if finally approved, will be incorporated into a revised Operating Permit (32-00055) for the facility. The relevant RACT II requirements will be submitted to the U.S. Environmental Protection Agency (EPA) as a revision to Pennsylvania's State Implementation Plan and will remain in effect until replaced pursuant to 40 CFR 51 and approval by the EPA. Requirements that are not part of the RACT II determination will be excluded from the SIP submittal; this includes the provisions of the Department's presumptive RACT II requirements in accordance with 25 Pa. Code § 129.97, as they apply to existing sources at this facility.
The following is a summary of the proposed amendments to the RACT II determination for this operation that will be submitted to the EPA as a SIP revision:
• Emissions of NOx expressed as NO2 for Units 1 and 2 are individually limited to a maximum of 0.080 lb NOx/MMBtu while Unit 3 is limited to a maximum of 0.07 lb NOx/MMBtu on a daily average basis. These limits exclude, emissions during start-up, shut-down, and malfunction; operation pursuant to emergency generation required by PJM, including any necessary testing for such emergency operations; and during periods in which compliance with this emission limit would require operation of any equipment in a manner inconsistent with technological limitations, good engineering and maintenance practices, and/or good air pollution control practices for minimizing emissions.
• Emissions of NOx expressed as NO2 from Units 1 and 2 are individually limited to a maximum of 0.45 lb NOx/MMBtu on a daily average basis under all operating conditions. Emissions of NOx expressed as NO2 from Unit 3 are limited to a maximum of 0.27 lb NOx/MMBtu on a daily average basis under all operating conditions.
• Emissions of NOx expressed as NO2 from Units 1 and 2 are individually limited to a maximum 550 lbs NOx/hr on a 30-operating day rolling average basis under all operating conditions. Emissions of NOx expressed as NO2 from Unit 3 are limited to a maximum 510 lbs NOx/hr on a 30-operating day rolling average basis under all operating conditions.
• The owner or operator shall calibrate, operate, and maintain all elements of the SCR system and units in accordance with the manufacturer's specifications, in a manner consistent with good engineering and air pollution control practices when the SCR system is in use.
• The owner or operator shall maintain NOx controls as effective as reasonably possible during startups and shutdowns.
• The owner or operator shall take steps to bring NOx controls back into full service as quickly as practicable whenever the control equipment experiences a malfunction.
• The owner or operator shall document and report to the DEP, information regarding the cause of the malfunction and the steps for bringing the controls back.
• All operators of Boilers 1—3, SCR, and LNB shall be trained in the operation and maintenance of the unit(s) they are assigned to operate by qualified personnel
• The owner or operator shall develop, maintain, and implement an operation and maintenance plan (O&M Plan) for Boilers 1—3, Low NOx Burner (LNB) and the SCR.
• During the first 60 days of each calendar year, the facility shall perform a catalyst activity test.
• Within 60 days of receiving the results of the catalyst activity test, the facility shall consult with the SCR catalyst vendor to monitor SCR performance in accordance with the catalyst management plans (CMPs) developed for the SCR systems. Corrective action, if required, shall be completed by April 30th.
• Inclusion and Revisions of 40 CFR Part 97 CSAPR Related Subparts (Subpart EEEEE is replaced with Subpart GGGGG).
Public Hearing: If requested by November 10, 2021, a public hearing will be held at 1:00 p.m. on November 17, 2021, to accept oral comments on the proposed Operating Permit revision and the proposed SIP revision. The hearing will be held, if requested, at the DEP Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335.
