Availability of Technical Guidance

 Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at www.depgreenport.state.pa.us/elibrary/. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to TGDs

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should contact the person whose name and phone number are listed with each document.

Draft TGD: Substantive Revision

 DEP ID: 393-3301-001. Title: Laboratory Reporting Instructions for Total Coliform and E. coli Bacteria in Public Water Systems. Description: This revised guidance incorporates significant revisions to drinking water monitoring requirements associated with the Revised Total Coliform Rule. Revisions to this TGD include referencing:

 1. Monitoring E. coli instead of monitoring fecal coliform.

 2. Moving all systems to a monthly monitoring frequency.

 3. Submitting detailed records instead of summary records.

 4. Transitioning monthly MCL violations to Level 1 and 2 assessments.

 5. Eliminating follow-up monitoring the month after a total coliform positive sample.

 6. Standardizing repeat (check) monitoring to 3 samples per routine total coliform positive.

 Upon finalization, this TGD will replace the Department's existing Laboratory Reporting Instructions for Total and Fecal Coliform Bacteria in Public Water Distribution Systems TGD (383-3301-102).

 Written Comments: Interested persons may submit written comments on this draft TGD through Tuesday, November 30, 2021. Comments, including comments submitted by e-mail must include the commentator's name and address. Commentators are encouraged to submit comments using the Department's online eComment tool at www.ahs.dep.pa.gov/eComment or by e-mail to ecomment@pa.gov. Final TGD: Minor Revision

 DEP ID: 563-2000-609. Title: Roads Associated with Coal Mining Activities. Description: This guidance document addresses the permitting, bonding and enforcement procedures implementing the regulatory requirement for roads which are associated with coal mining activities. A minor revision is made to add Figure 1—Multiple Operators Using the Same Permitted Road that was not included in the posted copy of the document.

 Written Comments:  The revisions to this TGD are administrative in nature and not substantive. No public comment period is necessary.
