 Under section 2002 of The Administrative Code of 1929 (71 P.S. § 512) establishing the Department of Transportation (Department), the Director of the Bureau of Project Delivery, as delegated by the Secretary of Transportation, makes the following written findings:

 The Department is planning the projects listed as follows. Environmental and Section 4(f) Documentation have been developed for the projects identified as follows to evaluate the potential environmental impacts caused by these projects. The Section 4(f) documents also serve as the Section 2002 Evaluation. The approved documents are available in the CE/EA Expert System at http://www.dotdom2.state.pa.us/ceea/ceeamain.nsf. The environmental, economic, social and other effects of the proposed projects have been considered. Based upon studies, there is no feasible and prudent alternative to the use of the Section 2002 resources for the proposed projects identified as follows and all reasonable steps have been taken to minimize such effects.

• SR 3005, Section 019—Shrewsbury Township and Hillsgrove Township, Sullivan County.

 Project Description: The project involves the acquisition of right-of-way (ROW) along Ogdonia Road (SR 3005) where work was completed because of a flood recovery project in 2018.

 Environmental Documents: CE 1a Reevaluation approved on April 1, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on March 31, 2021.

 Proposed Use of Section 4(f)/2002 Resource: Approximately 0.082-acre of ROW will be required from the 114,552-acre Loyalsock State Forest, which qualifies as a Section 4(f)/2002 resource.

• SR 1017, Section 03B—Albany Township, Berks County.

 Project Description: The project is the replacement of Stump's Bridge that carries Creek Road (SR 1017) over Kistler Creek.

 Environmental Documents: CE 2 Reevaluation approved on May 5, 2021, a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 2, 2019, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on June 13, 2019.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.036-acre of ROW will be required from Bachman's Implements, which was determined to be eligible for listing on the National Register of Historic Places (NRHP). The existing structure, known as Stump's Bridge, was determined eligible for listing on the NRHP.

• SR 0082, Section SIP—West Brandywine Township, Chester County.

 Project Description: The project is the construction of a roundabout at the intersection of Manor Road (SR 0082) and Cedar Knoll Road/East. Reeceville Road (SR 4005).

 Environmental Documents: CE 1b Evaluation approved on April 9, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 29, 2021.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.428-acre of ROW will be required from the Baldwin Farm, which was determined to be eligible for listing in the NRHP.

• SR 0202, Section CNM—Westtown Township and Thornbury Township, Chester County.

 Project Description: The project consists of intersection improvements to the intersection of Wilmington Pike (SR 0202) and Street Road (SR 0926) including additional lanes and signal upgrades.

 Environmental Documents: CE 2 Evaluation approved on June 7, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on April 21, 2021.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.14-acre of ROW will be required from the 0.77-acre Westtown Inn, which was determined to be eligible for listing on the NRHP.

• SR 0422, Section M03—North Coventry Township, Chester County.

 Project Description: The project is the reconstruction of one mile of the Benjamin Franklin Highway (SR 0422) and two structure replacements.

 Environmental Documents: CE 1b Evaluation approved on May 24, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on May 10, 2021.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.00443-acre of ROW will be required from the Kenilworth Historic District, which was determined to be eligible for listing on the NRHP.

• SR 1023, Section CB6—East Pikeland Township, Chester County.

 Project Description: The project involves the replacement of the structure that carries Merlin Road (SR 1023) over Pigeon Run.

 Environmental Documents: CE BRPA Evaluation approved on April 14, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on March 9, 2021.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.004-acre of ROW will be required from the 1,055-acre Middle Pickering Rural Historic District, which is listed in the NRHP.

• SR 3101, Section DRB—Chadds Ford Township, Delaware County and Pennsbury Township, Chester County.

 Project Description: The project is the replacement of the South Creek Road bridge that carries SR 3101 over East Penn Railroad.

 Environmental Documents: CE 2 Evaluation approved on June 7, 2021, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitates the Use of Historic Bridges approved on March 22, 2021.

 Proposed Use of Section 4(f)/2002 Resources: The existing South Creek Road Bridge, also known as Pyles Twin Bridge, is listed as a contributing resource to the Twin Bridges Rural Historic District, which is listed on the NRHP. Approximately 0.565-acre of ROW will be required from adjacent properties and 0.116-acre aerial easement will be required from the East Penn Railroad. The adjacent properties and the East Penn Railroad are contributing resources to the Twin Bridges Rural Historic District.

• SR 0422, Section M1B—Lower Pottsgrove Township and North Coventry Township, Montgomery County.

 Project Description: The project is the reconstruction of 3.24-miles of US 422 from the west of the Pottstown Interchange to the Sanatoga Interchange.

 Environmental Documents: CE 2 Reevaluation approved on April 20, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved February 17, 2021.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.060-acre of ROW will be required from the 54-acre Sanatoga Park, which qualifies as a Section 4(f)/2002 resource.

• SR 0094, Section 026—Reading Township, Adams County.

 Project Description: The project involves geometric and safety improvements to the intersection of Carlisle Pike (SR 0094) and East Berlin Road (SR 0234).

 Environmental Documents: CE 1b Reevaluation approved on April 21, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Historic Properties approved on February 17, 2015.

 Proposed Use of Section 4(f)/2002 Resource: Approximately 0.198-acre of ROW will be required from the 97-acre Jacob Miller Farm, which was determined eligible for listing on the NRHP.

• SR 7301, Section 000—City of Pittsburgh, Allegheny County.

 Project Description: The project is the rehabilitation of the Rachel Carson (9th Street) Bridge over the Allegheny River, the 10th Street Bypass and the Three-Rivers Heritage Trail. Work will include the replacement of the existing deck, existing expansions dams and bridge bearings. Various other features and components will be repaired.

 Environmental Documents: CE 2 Reevaluation approved on June 16, 2021, and a Nationwide/Programmatic Section 4(f) Evaluation for Projects that Necessitate the Use of Historic Bridges approved on January 17, 2018.

 Proposed Use of Section 4(f)/2002 Resources: The 9th Street Bridge, also known as the Rachel Carson Bridge, is listed on the NRHP.

• SR 1010, Section J10—Peters Township, Washington County.

 Project Description: The project is the construction of a roundabout at the intersection of Valley Brook Road (SR 1010) and Bebout Road (SR 0019).

 Environmental Documents: CE 1b Evaluation approved on April 19, 2021, and a Determination of Section 4(f) De Minimis Use Section 2002 No Adverse Use Public Parks, Recreation Areas, Wildlife and/or Waterfowl Refuges, State Forest Land and State Game Land approved on April 14, 2020.

 Proposed Use of Section 4(f)/2002 Resources: Approximately 0.07-acre of ROW will be required from the 3.5-mile portion of the Montour Trail known as Arrowhead Trail, which qualifies as a Section 4(f)/2002 resource.
