30-00234A: Equitrans, LP (2200 Rice Drive, Canons- burg, PA 15317-1001) plan approval extension and minor modification effective on January 28, 2021, with expiration on July 28, 2021, for continued temporary operation of sources and controls at its Redhook Compressor Station, a natural gas transmission station located in Franklin Township, Greene County. The minor modification incorporated sources of minor significance remaining in operation at the decommissioned Pratt Compressor Station and eliminated one plan approval condition.

63-00538: Dynamet, Inc. (195 Museum Road, Washington, PA 15301) on December 21, 2020, for the continued temporary operation of the chemical mill for pickling of titanium products controlled by two (2) scrubbers at the Arden Facility located in Chartiers Township, Washington County. The new expiration date is June 28, 2021.

63-00624: Golden Eagle Construction Co./Eighty Four Plant (P.O. Box 945, Uniontown, PA 15401). On February 1, 2021, the Department issued a Synthetic Minor Operating Permit renewal for the operation of the facility's air contamination sources consisting of one HMA plant at a maximum production rate of 300 tons HMA/year and one asphalt crusher and screening deck. The asphalt plant, Source 101, is limited to 8 tons VOCs, 13 tons NOx, and 60 tons CO in any 12-consecutive month period (12-cmp). The facility will be limited to 375,000 tons HMA/yr. The facility is limited to 0.02 gr/dscf particulate matter and 500 ppmv sulfur oxides. The proposed operating permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for each unit located at the facility in North Strabane Township, Washington County.

03-00209: Buffalo Limestone, Inc./Stitt Mine Plant (805 Garretts Run Road, Ford City, PA 16226) on February 2, 2021, the Department issued a Natural Minor State Only Operating Permit for the operation of a limestone plant located in Kittanning Township, Armstrong County. The operation of the facility's air contamination source consisting of crushing, screening, transferring, stockpiling, and unloading/loading. The facility utilizes two diesel engines to operate the processing equipment. The potential emissions are estimated at 54.31 tpy NOx, 11.70 tpy CO, 3.59 tpy SOx, 4.33 tpy VOC, 5.43 tpy PM and 4.68 tpy PM10. The facility is subject to State regulations. The permit includes additional operation requirements, monitoring requirements, and recordkeeping requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

43-00304:  Vetcor of Jamestown Road, LLC, dba Greenville Veterinary Clinic (141 Longwater Dr., Suite 108, Norwell, MA 02061). On February 2, 2021, the Department issued the renewal of the State Only Operating Permit for the animal crematory located in West Salem Township, Mercer County. The primary sources at the facility are a 1.5 million Btu/hr. animal cremator rated at 75 lbs./hr. and a 25W natural gas fueled emergency generator. The facility is a Natural Minor. Potential emissions for all pollutants are below the major source thresholds. The renewal permit contains emission restrictions, recordkeeping, work practice, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

43-00373: Ellwood Crankshaft & Machine Company (2575 Freedland Road, Hermitage, PA 16148), on February 3, 2021 the Department issued a State Only Operating Permit for the operation of multi-directional forging operation located in Sharon City, Mercer County. The subject facility consists of four clam shell furnaces, each rated at 10.5 MMBtu; four heat treat furnaces, each rated at 15 MMBtu; forging press, quench tanks, machining operations, miscellaneous maintenance welding, shot blast unit, parts washer, die-preheaters and paved/unpaved roadways. The facility's potential emissions (TPY) are: 46.0 NOx, 39.0 CO, 3.0 VOC, 5.0 PM, 0.30 SOx, 0.84 HAPs, and 49,000.00 Carbon Dioxide. The facility is a natural minor and is subject to State regulations and Federal regulations (40 CFR Part 63 XXXXXX). The permit includes additional operation requirements, monitoring requirements, and recordkeeping requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

OP19-000034: Alden Park Apartments (5500 Wissahickon Ave., Philadelphia, PA 19144) issued on February 4, 2021 for the operation of air emission sources at an apartment building in the City of Philadelphia, Philadelphia County. The facility's air emission sources are: six (6) hot water heaters firing natural gas as a primary fuel or No. 2 oil during periods of natural gas curtailment each rated less than 2 MMBtu/hr, six (6) boilers firing natural gas as a primary fuel or No. 2 oil during periods of natural gas curtailment each rated less than 1 MMBtu/hr, four (4) boilers firing natural gas as a primary fuel or No. 2 oil during periods of natural gas curtailment each rated less than 2 MMBtu/hr, two (2) boilers firing natural gas as a primary fuel or No. 2 oil during periods of natural gas curtailment each rated less than 5 MMBtu/hr, three (3) boilers firing natural gas each rated less than 5 MMBtu/hr, and two (2) fire pumps firing diesel fuel, each rated 211 HP.

 The City of Philadelphia, Air Management Services (AMS) issued a renewal Operating Permit for the following facilities:

OP20-000036: Philadelphia Condominiums (2401 Pennsylvania Avenue, Philadelphia, PA 19130) issued on February 5, 2021 for the operation of air emission sources at an apartment building in the City of Philadelphia, Philadelphia County. The facility's air emission sources are: eleven (11) boilers firing natural gas or No. 2 oil each rated less than 5 MMBtu/hr, two (2) chillers firing natural gas each rated 6.9 MMBtu/hr, one (1) emergency generator firing diesel fuel rated 635 HP and one (1) fire pump firing diesel fuel rated 145 HP.

OP20-000039: Rivers Casino Philadelphia (1001 N. Delaware Ave., Philadelphia, PA 19125) issued on February 5, 2021 for the operation of air emission sources at a casino/gaming facility in the City of Philadelphia, Philadelphia County. The facility's air emission sources are: two (2) boilers firing natural gas each rated 1.5 MMBtu/hr, two (2) water heaters firing natural gas each rated 0.5 MMBtu/hr, eleven (11) roof top units firing natural gas each rated less than 1 MMBtu/hr, one (1) roof top unit firing natural gas rated 1.375 MMBtu/hr, four (4) energy recovery units firing natural gas each rated 1.25 MMBtu/hr, four (4) makeup air units firing natural gas each rated less than 1 MMBtu/hr, one (1) emergency generator firing diesel fuel rated 3,353 HP, and one (1) emergency generator firing ultra-low sulfur diesel fuel rated 1,214 HP.

TVOP-04-00702: United States Gypsum Company (1 Woodlawn Rd., Aliquippa, PA 15001) Administrative amendment, issued on January 26, 2021, to change the names of the Responsible Official and Permit Contact Person; to correct typographical errors related to changes of source names, capacities, and mapping; and to remove a requirement from source EU-50 which is not applicable. The name of the Responsible Official is now Jennifer Snee, Plant Manager. The name of the Permit Contact Person is Frank Rossetti, Engineering/Mill Manager. The United States Gypsum Company's Aliquippa Plant is located in the city of Aliquippa, Beaver County.

04-00712: Watco Transloading, LLC (2701 Route 68 West, Industry, PA 15052) Natural Minor Operating Permit on January 26, 2021, the Department of Environmental Protection (DEP) authorized a natural minor State-Only Operating Permit modification to correct a misclassification of the facility as a synthetic minor facility during the previous permit renewal to a natural minor facility. The facility's operations include ferroalloy material handling, crushing, screening, and packaging for material unloaded at the nearby Lot # 1 and is located in Midland Borough, Beaver County. Emission calculations were reviewed for this modification, and no permit conditions were changed. The permit includes emission limits, operating requirements, monitoring requirements, and recordkeeping requirements for the site.

26-00020: Hanson Aggregates Pennsylvania, LLC/Rich Hill Quarry (2200 Springfield Pike, Connellsville, PA 15425-6412) on February 1, 2021, the Department amended the facility's synthetic minor State-Only Operating Permit for a change of permit contact and a change of ownership from Hanson Aggregates BMC, Inc. to Hanson Aggregates Pennsylvania, LLC. The company operates a limestone processing and sand manufacturing facility located in Bullskin Township, Fayette County.

43-00196: Wabtec US Rail Incorporated (dba GE Transportation, A Wabtec Company) (1503 West Main Street Extension, Grove City, PA 16127) for its facil- ity located in Pine Township/Grove City Borough, Mercer County. The De Minimis emission increase results from the proposed limited use of JP5 fuel by Source 132E, Diesel Engine Test Cell 5. In addition, this source is exempt from plan approval as it complies with 25 Pa. Code § 127.14(a)(8). The Department hereby approves the De Minimis emission increase. The following table is a list of the De Minimis emission increases as required by 25 Pa. Code § 127.449(i).

ACTIONS ON COAL AND NONCOAL MINING ACTIVITY APPLICATIONS


Actions on applications under the Surface Mining Conservation and Reclamation Act (52 P.S. §§ 1396.1—1396.31); the Noncoal Surface Mining Conservation and Reclamation Act (52 P.S. §§ 3301—3326); the Clean Streams Law (35 P.S. §§ 691.1—691.1001); the Coal Refuse Disposal Control Act (52 P.S. §§ 30.51—30.66); the Bituminous Mine Subsidence and Land Conservation Act (52 P.S. §§ 1406.1—1406.21). The final action on each application also constitutes action on the NPDES permit application and, if noted, the request for a Section 401 Water Quality Certification.  Project proposes to remove the Painters Crossing Dam and approximately 2,727 cubic yards of legacy sediment from a 1.12-acre floodplain area involving unnamed tributaries to Harvey Run to restore natural aquatic ecosystems. A 0.15-acre impoundment will be eliminated to restore the stream channel and a wetland. This will re-establish 0.83 acre of wetlands within the restored floodplain, realign approximately 1,073 lineal feet of unnamed tributaries to Harvey Run to restore 1,100 LF of channel (total 3,373 LF including all anastomosed) within the restored floodplain. Plans also propose to install log sills, root wads, woody debris habitat structures, and wood grade control structures in the restored channels and floodplain, lower the floodplain elevation to effectively transition the floodplain into the existing upland grade, fill and grade the 0.15 acre pond to elevate the grade to reconnect the stream to the floodplain. These measures will address the existing lateral stream bank erosion and incising stream bed which provides a sediment source to the Harvey Run watershed. The proposal includes a General Permit Registration for use of two GP-11's to replace a culvert and a pedestrian bridge. The project is located across tributaries to Harvey Run (WWF, MF) (West Chester, Wilmington North, PA Quadrangles, Latitude: 39.8754; Longitude: -75.5560).

The Following Plans and Reports Were Submitted Under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).

 Provisions of 25 Pa. Code Chapter 245, Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

Allentown City Maintenance Yard, Storage Tank ID # 39-09491, 1733 Grammes Road, Allentown, PA 18103, Allentown City, Lehigh County. Synergy Environmental, 155 Railroad Plaza, Royersford, PA 19468, on behalf of the City of Allentown, 641 South Tenth Street, Allentown, PA 18103, has submitted a Remedial Action Plan concerning remediation of groundwater contaminated with gasoline. The Remedial Action Plan was acceptable to meet Statewide health standards and was approved by DEP on February 3, 2021.

The Remedial Action Completion Report demonstrated attainment of the Statewide health standard and was approved by DEP on February 3, 2021.

Proposed Alternative Restoration Plan for the Hammer Creek Headwaters Subwatershed in Lebanon County.

 The Department of Environmental Protection (DEP) will accept comments on the proposed Alternative Restoration Plan (ARP) developed for the Hammer Creek Headwaters Watershed in Lebanon County. The Pennsylvania Integrated Water Quality Monitoring and Assessment Report included stream segments impaired for aquatic life in the watershed. The impairments addressed by this document were caused by excessive siltation due to agriculture. There is a large amount of public interest in restoring this watershed due to its potential as a wild trout fishery, as well as to prevent excessive sedimentation within a downstream lake (Speedwell Forge).

 The ARP approach was chosen as a temporary alternative to the development of a Total Maximum Daily Load (TMDL). An ARP is currently a better option for this watershed because it not only sets a pollution reduction goal, but it also lays out a comprehensive plan for restoration. DEP plans on partnering with the Doc Fritchey of Trout Unlimited as primary stakeholders to implement the plan. Funding will be sought under Section 319 of the Clean Water Act among other sources. If the restoration plan fails to result in delisting of the siltation impairments, a TMDL per section 303(d) of the Clean Water Act would be needed in the future.

 Currently, there are no State or Federal in-stream numerical water quality criteria for sediment. Therefore, the Department utilized a reference watershed approach to propose an allowable load per the narrative criteria. The allowable load included allocations for natural sources, nonpoint pollution sources, as well as an uncertainty factor. Nonpoint source load allocations were made for cropland, hay/pasture land, and streambank source sectors present in the watershed. Data used in establishing the allowable load were primarily generated using a water quality analysis model (Model My Watershed) made available through the Stroud Water Research Center.

 The following table shows the estimated current sediment loading within the watershed, the prescribed allowable load value, and % reductions needed under annual average conditions.

 An analysis of Best Management Practice (BMP) opportunities indicated that sediment loading in the watershed could be reduced far beyond the reduction goals. Key BMPs included agricultural erosion and sedimentation plan implementation, use of precision grass filter strips along drainageways, streambank stabilization/restoration, the use of conservation tillage and the use of riparian buffers.The proposed ARP document can be viewed at http://www.dep.state.pa.us/dep/deputate/watermgt/wqp/wqstandards/tmdl/HammerCreekARP.pdf.
