On March 10, 2022, the Department issued the renewal State Only Natural Minor Operating Permit for operation of the open fiberglass molding facility owned by RPX Composites located in Green Township, Mercer County. The facility uses a combination of open molding processes to manufacture composite tanks and parts. The primary emission sources include manual resin application, mechanical non-atomized resin application, chop-hoop resin application, and mechanical atomized gelcoat application. The potential emissions of the primary pollutants from the facility are as follows: 10 TPY VOC, 9.5 TPY total HAP (including styrene), and all other pollutants are less than 1 TPY; thus, the facility is a natural minor. The facility previously operated under plan approval 32-00429A, which included emission limits of VOC and total HAP. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
42-00184: Keystone Powdered Metal Company, 8 Hanley Drive, Lewis Run, PA 16738, on March 10, 2022, the Department issued the renewal State-Only Operating Permit of a powdered metal manufacturing facility located in Lewis Run Borough, McKean County. Permitted air contamination sources at the facility include sintering furnaces, a tempering furnace and an induction heat treater, a water evaporator, an emergency engine, and a parts washer. The emergency engine is subject to § 40 CFR 63 Subpart ZZZZ. In this renewal, four additional sintering furnaces authorized through RFDs are incorporated as permitted sources. An induction heat treater, which is no longer onsite, is removed as a permitted source. For permitting purposes, the facility is Natural Minor.
