The project will also include the installation of two (2) fuel gas heaters, each rated at 1.47 MMBtu/hr heat input, and five (5) 33-gallon separator vessels used to collect pipeline liquids. 1) A stormwater outfall within a 0.1-acre area of the floodway of Little Lehigh Creek (HQ-CWF, MF) consisting of a concrete endwall, two (2) 43" x 68" HERCP pipes, an R-5 riprap apron, and a trapezoidal channel.
2) A utility line crossing of Little Lehigh Creek (HQ-CWF, MF) and an adjacent de minimis area of PEM/PSS Wetlands (EV) consisting of a 6-inch diameter plastic sanitary force main. This utility line will be installed via directional drilling.
3) A utility line crossing of the floodway of Little Lehigh Creek (HQ-CWF, MF) consisting of a 12-inch diameter PVC sanitary sewer pipe, a concrete manhole, and a 6-inch diameter plastic sanitary sewer force main. This activity will permanently impact 0.1 acre of the floodway. This utility line will be installed via directional drilling.
The project is located approximately 0.1 mile northeast of the intersection of Mertztown Road and Smith Lane (Allentown West and Topton, PA Quadrangle Latitude: 40° 36` 40.3", Longitude: -75° 27` 20.0") in Lower Macungie Township, Lehigh County.

EA 0209-1-2-001. Stream Restoration, Inc., 400 Presto-Sygan Road, Bridgeville, PA 15017, South Fayette Township, Allegheny County, ACOE Pittsburgh District.
The Presto-Sygan discharge is one of the last, large AMD sources in the area. This discharge emanates from an underground mine entry and is net acidic with high levels of iron and aluminum. Past monitoring has measured an average flow of 425 gpm with a maximum flow of 940 gpm. A large passive treatment system is proposed to treat the discharge. This system will consist of two 8,500-ton Auto-Flushing Limestone-only Vertical Flow Ponds, settling pond and a large aerobic wetland. This system will prevent >185 tons of pollution from entering Chartiers Creek annually, both enhancing the land development and providing additional recreational opportunities through improved water quality and the construction of trails and educational signs around the system. Due to the location of the wetlands and site limitations, impacts could not be avoided to construct the treatment system. The passive treatment system will permanently impact 1.10 acres of wetlands. In addition, 155 feet of intermittent stream will be relocated to bypass the treatment system. Available water quality data indicates that the discharges and two of the wetlands meet elevated total metal levels (pH < 5.0, Aluminum > 0.6mg/l, Iron > 7.0 mg/l, and Manganese > 4.0 mg/l) required for a Waiver 16—Restoration Activities. The Piney Hydroelectric Project (Project) is operated by the Brookfield Power Piney & Deep Creek, LLC (Brookfield) under the provisions of a 401 Water Quality Certification (WQC) issued by DEP on August 29, 2003. The WQC imposes certain operating conditions on the Project necessary for the protection of statewide water uses, including maintenance of certain minimum reservoir pool levels.
Brookfield has requested a temporary suspension of WQC conditions related to the maintenance of minimum reservoir pool levels in order to safely complete needed modifications to the Tainter gate structures on the crest of Piney Dam. These modifications are necessary in order to allow for the safe passage of newly projected maximum flood flows through the dam. Specifically, Brookfield has identified the need to operate the Piney Project with a maximum reservoir elevation of 1,088 feet above mean sea level (MSL) for the period August 15, 2022 through October 31, 2022 and then again from April 10, 2023 through October 31, 2023. The reduced maximum reservoir pool is necessary to safely complete the proposed work. The WQC issued by DEP for the Project specifies an annual minimum reservoir pool level of 1,092.5 ± 0.5 feet MSL from April 1 through June 20, 2022 and maintenance of reservoir pool levels ''in such a manner as to protect statewide water uses in the reservoir'' outside of this time period (Condition 1.2). The Federal Energy Regulatory Commission (FERC) license for the project requires a minimum reservoir pool of 1090 feet MSL during the period from June 21 through October 31, 2023.
