Disproportionate Share Payments to Qualifying Hospitals

[Saturday, July 9, 2022]The Department of Human Services (Department) is providing final public notice to allocate funds for Fiscal Year (FY) 2021-2022 to disproportionate share hospital (DSH) payments to qualifying acute care general hospitals that serve the indigent population of cities in this Commonwealth with an average per capita income significantly below the Statewide average. These payments are intended to provide additional financial support to hospitals that serve an inordinate amount of low-income individuals and Medical Assistance (MA) beneficiaries in impoverished areas of this Commonwealth.
The Department published notice of its intent to allocate funding for these payments at 52 Pa.B. 1073 (February 12, 2022). The Department received no comments during the 30-day comment period. The Department will implement the total payment set forth in the notice of intent.
Fiscal Impact
For FY 2021-2022, the Department will allocate $14.732 million in total (State and Federal) funds for these DSH payments.
