To relocate and realign Mine Run (TSF-MF, S1) due to the placement of the previously stated culvert and realignment of Crawford Road (T-324) resulting in 272 linear feet (5,052 square feet, 0.116 acre) of permanent watercourse impact and 20 linear feet (523 square feet, 0.012 acre) of temporary watercourse impact.
3. To temporarily impact an unnamed tributary to Mine Run (TSF-MF, S2) in order to construct the new Crawford Road culvert resulting in 40 linear feet (247 square feet, 0.006 acre) of temporary watercourse impact and 1,169 square feet (0.027 acre) of temporary floodway impact due to access and E&S BMPs.
4. To construct and maintain an 18-inch RCP outfall within the floodway of Mine Run (TSFMF, S1) resulting in 30 square feet (0.001 acre) of permanent floodway impact and is associated with grading and construction of a stormwater facility. This also includes the placement of riprap rock apron.

Surface Waters Receiving Stormwater Discharges: UNTs to Monocacy Creek (HQ-CWF, MF), EV Wetlands. The discharges will be conveyed from the Project Site's best management practices to the surface waters of the Commonwealth at the following Discharge Points:
1. DP001—Discharge into proposed stream enclosure, crossing Gun Club Road near the confluence of two (2) unnamed tributaries to Monocacy Creek (HQ-CWF, MF). Discharge point is an existing discharge.
2. DP002—Discharge from proposed detention basin to an existing swale along Gun Club Road, to an unnamed tributary to Monocacy Creek (HQ-CWF, MF) west of Gun Club Road. Discharge Point is an existing discharge.
3. DP003—Discharge from an upgraded cross pipe along Gun Club Road, to an existing swale to an unnamed tributary to Monocacy Creek (HQ-CWF, MF) west of Gun Club Road. Discharge Point is an existing discharge.
4. DP004—Discharge into proposed stream enclosure to unnamed tributary to Monocacy Creek (HQ-CWF, MF) located adjacent to western property line of project. Discharge Point is a new discharge.
5. DP100—Shallow concentrated discharge to undisturbed meadow area, conveyed through sheet and shallow concentrated flow to Unnamed Tributary to Monocacy Creek (HQ-CWF, MF) east of project. Discharge Point is an existing discharge.
Project Description: Construction of an industrial warehouse building, approximately 1,006,155 square feet in size, with truck loading docks, trailer parking, vehicular parking spaces, sidewalks, associated utilities, and stormwater management facilities. The project also contains roadway widening and improvements along Route 248 and Gun Club Road.
Effluent limitations and rate or frequency of the discharges: Per the permit, compliance is required with the narrative based effluent limitations as identified in the Erosion and Sediment Control Plan and Post-Construction Stormwater Management Plan and in accordance with 25 Pa. Code, Chapter 102. Rate of discharges as identified in the application and in accordance with 25 Pa. Code, Chapter 102.
DEP issued an Individual NPDES Permit to the previously listed applicant on July 8, 2021 with Special Conditions that include: Authorized Discharges, Commencement of Discharges, Pre-Construction Meeting and Notification, E&S Plans, PCSM Plans, Long-Term Operation and Maintenance of PCSM BMPs, Clean Fill and Site Contamination, Implementation of Permit Requirements, and Other Requirements.
DEP is providing notice of this permit as a draft permit and DEP's tentative determination in accordance with 25 Pa. Code § 92a.82. Interested persons may submit comments to DEP on the draft permit for DEP's consideration in determining whether to modify the permit at the address or e-mail previously listed address through August 29, 2022.
