Fertilizer Terms and Definitions

 Under 3 Pa.C.S. § 6817 of the Fertilizer Act (act) (relating to rules and regulations), the Department of Agriculture (Department) is given authority to promulgate rules and regulations necessary for administration and implementation of Chapter 68 of the act (relating to fertilizer). Under 7 Pa. Code Chapter 73 (relating to fertilizers), the fertilizer terms used will be those contained in the current edition of the Official Publication of the Association of American Plant Food Control Officials, Inc. and except as the Secretary designates otherwise in specific cases, the names and definitions for commercial fertilizers will be those adopted by the Association of American Plant Food Control Officials (7 Pa. Code § 73.2(a) and (b) (relating to fertilizer terms, names and definitions)).

 The Department gives notice of the following new official fertilizer ingredient definitions, as published by the Association of American Plant Food Control Officials.

 Iron EDDHA—An iron (II) chelate of ethylenediamine-N, N-bis (2-hydroxyphenyl acetic acid) and is expressed as Fe EDDHA.

 Manganese EDDHA—A manganese (II) chelate of ethylenediamine-N, N-bis (2-hydroxyphenyl acetic acid) and is expressed as Mn EDDHA.

 Potassium Formate—The water-soluble potassium salt of formic acid (KCHO2).

 Seabird Guano—The fecal excrements from marine birds. Seabird guano has an organic matter content greater than 40%, is a source of nitrogen (N) and available phosphate (P2O5).

 Volcanic Ash—Composed of small amorphous fragments deposited from the gaseous cloud during an explosive volcanic eruption. Deposits contain ≥45% SiO2. When at least 25% passes a 100 mesh sieve, it is a source of nutrients and soluble silicon.

 Zinc EDDHA—A zinc (II) chelate of ethylenediamine-N, N-bis (2-hydroxyphenyl acetic acid) and is expressed as Zn EDDHA.
