Availability of Technical Guidance

[Saturday, April 15, 2023]Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at http://www.depgreenport.state.pa.us/elibrary/. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a document as a publication.
Changes to TGDs
Following is the current list of recent changes. Persons who have questions or comments about a document should call the contact person whose name and phone number are listed with each document.
Final TGD: Minor Revisions
DEP ID: 250-4000-004. Title: Program Implementation Guidance. Description: This document establishes a formal methodology for how the Department's Bureau of Waste Management will implement a compliance and enforcement program throughout this Commonwealth. Minor changes to this TGD include removal of outdated references, updating additional document references and minor formatting adjustments.

Final TGD: Minor Revisions
DEP ID: 250-4000-002. Title: Enforcement Actions. Description: This document provides guidelines to the Department's Bureau of Waste Management staff to implement enforcement action provisions. The purpose of this policy is to ensure that all staff use similar comparable formats when addressing similar violations across Department regions. Revisions include removal of outdated references, grammatical corrections and minor formatting adjustments.

DEP ID: 254-3120-001. Title: Performing Municipal and Residual Waste Inspections. Description: This document establishes a formalized procedure for the Department's Bureau of Waste Management staff to conduct municipal and residual waste facility inspections across the six regions of the Department. Minor changes to this TGD include updates to language, changes to regulatory citations formats and minor formatting adjustments.

DEP ID: 254-5900-001. Title: Guidelines for the Development and Implementation of Preparedness, Prevention and Contingency Plans for Generators and Burners of Waste. Description: This document provides a simple alternative for waste oil generators and burners to ''Guidelines for the Development and Implementation of Environmental Emergency Response Plans'' (400-2200-001) that preserves the waters of this Commonwealth through prompt response to all emergencies and accidental spills by generators or burners of waste oil for the protection of public health, animal and aquatic life and for recreation. Minor revisions include removal of outdated references, formatting regulatory citations to be consistent with current standards and minor document formatting adjustments.
