Temporary Extension of the Alternative Payment Methodology for COVID-19 Vaccine Administration

[Saturday, May 6, 2023]This notice announces the temporary extension of the Alternative Payment Methodology (APM) for Federally Qualified Health Centers (FQHC) and Rural Health Clinics (RHC) for the administration of novel coronavirus (COVID-19) vaccines administered during a COVID-19 vaccine-only visit.
Background
During the COVID-19 Public Health Emergency (PHE), the Department of Human Services (Department) received approval from the Centers for Medicare & Medicaid Services (CMS) to allow an APM for FQHCs and RHCs for the administration of COVID-19 vaccines during a COVID-19 vaccine-only visit. This APM is scheduled to end when the PHE ends, on May 11, 2023.
On February 14, 2023, CMS provided guidance for states on how to seek extensions of provisions that were approved in response to the COVID-19 pandemic. The Department will temporarily extend the APM past the expiration of the PHE. This extension will allow FQHCs and RHCs who agree to accept the APM to continue to receive supplemental payments at the Medical Assistance Program Fee Schedule rate for the administration of COVID-19 vaccines during a COVID-19 vaccine-only visit, by staff who have authority under State law to administer the vaccine and are covered under the State Plan. The temporary extension will be for dates of service May 12, 2023, to September 30, 2024.
Fiscal Impact
The Department does not anticipate a fiscal impact associated with the temporary extension of this APM.
Public Comment
Interested persons are invited to submit written comments regarding the temporary extension of this APM to the Department of Human Services, Office of Medical Assistance Programs, c/o Regulations Coordinator, P.O. Box 2675, Harrisburg, PA 17120, RA-PWMAProgComments@pa.gov. Comments received within 30 days will be reviewed and considered for any subsequent revision to the APM.
