The Department issued the renewal of the Title V Operating Permit to operate a natural gas compressor station. Sources of air emissions at the facility include ten natural gas-fired compressor engines, two natural gas-fired emergency generator engines, two triethylene glycol (TEG) dehydration units, a boiler, two pipeline heaters, a pig launcher, a thermal oxidizer, a gasoline storage tank, two parts washers, and a drip fluid tank. The facility is a Title V facility because of its high potential to emit VOC and NOx emissions, with PTEs of 72.58 TPY and 141.88 TPY, respectively. According to the annual emission report provided by the facility in 2022, the actual emissions at the facility are much lower, with 12.35 TPY, 11.65 TPY, and 18.65 TPY reported for CO, NOx, and VOC, respectively. The engines at the facility are subject to 40 CFR 63 Subpart ZZZZ pertaining to National Emission Standards for Hazardous Air Pollutants (NESHAP) for stationary reciprocating internal combustion engines. As a major source of VOC and NOx, the facility is subject to the presumptive NOx and VOC requirements of the RACT III (25 Pa. Box Culverts

The proposed maintenance consists of lining the culvert with an epoxy resin and replacing the outlet headwall. Grouted riprap choked with streambed material followed by another section of riprap choked with streambed material will also be placed downstream of the existing concrete apron slab outlet for approximately 30`. Riprap will also be placed along the downstream banks. (Impact BC1) .
2. To perform maintenance on an existing concrete box stream enclosure that carriers SR 0081 NB and SB over a Tributary to Salt Lick Creek (HQ—CWF, MF). The proposed maintenance consists of lining the culvert with an epoxy resin and replacing the existing downstream apron, headwall and wingwalls. Flexible fish baffles will also be placed in the structure. In addition, permanent access roads will be installed along the upstream left overbank and along the downstream right overbank from the culvert. (Impact BC2).
3. To remove the existing structure and to construct and maintain a 166.5` wide single span pre-cast reinforced concrete box stream enclosure carrying SR 0081 NB and SB across Tributary to Salt Lick Creek (HQ—CWF, MF) having an 8` normal clear span and a 6` minimum underclearance and to construct and maintain appurtenant structure features. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
DEP may approve or disapprove plans and reports submitted. This notice provides DEP's decision and, if relevant, the basis for disapproval.
