Disproportionate Share Payments and Supplemental Payments to Qualifying Hospitals

[Saturday, July 15, 2023]The Department of Human Services (Department) is providing final notice of its funding allocation for Fiscal Year (FY) 2022-2023 for several classes of inpatient disproportionate share hospital and supplemental payments to Medical Assistance (MA) enrolled, qualifying inpatient acute care general hospitals. The Department is not otherwise changing the qualifying criteria or payment methodology for these payments.
The Department published notice of its intent to allocate funding for these payments at 53 Pa.B. 1021 (February 18, 2023). The Department increased the funding allocation for one payment that was announced in its notice of intent. Supplemental payments to qualifying acute care general hospitals that treat a high percentage of MA patients under 18 years of age were increased to an allocation of $61.249 million in total funds. This revised funding allocation appeared on the State Plan page submitted to the Centers for Medicare & Medicaid Services and approved on April 14, 2023.
The Department received no comments during the 30-day comment period. The Department will implement the total payment set forth in the notice of intent and as previously noted.
Fiscal Impact
The FY 2022-2023 impact, as a result of the funding allocation for these payments, is $118.281 million in total funds.
