Pennsylvania Watts of Cash Instant Lottery Game 1648

 Under the State Lottery Law (72 P.S. §§ 3761-101—3761-314) and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

 1. Name: The name of the game is Pennsylvania Watts of Cash (''Watts of Cash''). The game number is PA-1648.

 2. Price: The price of a Watts of Cash instant lottery game ticket is $5.

 3. Play symbols: Each Watts of Cash instant lottery game ticket will contain one play area, which includes two ''ON BULB'' spots, and a ''BULB BONUS'' area. The ''ON BULB'' spots can win a prize in two ways, as described in section 7 (relating to determination of prize winners). The play symbols and their captions located in the play area, are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 26 (TWYSIX), 27 (TWYSVN), 28 (TWYEGT), 29 (TWYNIN), 30 (THIRT), $ (DLRSN) symbol and a Plug (WINALL) symbol. The play symbols and their captions, located in the two ''ON BULB'' spots, are: 1 (ONE), 2 (TWO), 3 (THREE), 4 (FOUR), 5 (FIVE), 6 (SIX), 7 (SEVEN), 8 (EIGHT), 9 (NINE), 10 (TEN), 11 (ELEVN), 12 (TWLV), 13 (THRTN), 14 (FORTN), 15 (FIFTN), 16 (SIXTN), 17 (SVNTN), 18 (EGHTN), 19 (NINTN), 20 (TWENT), 21 (TWYONE), 22 (TWYTWO), 23 (TWYTHR), 24 (TWYFOR), 25 (TWYFIV), 26 (TWYSIX), 27 (TWYSVN), 28 (TWYEGT), 29 (TWYNIN) and 30 (THIRT). The play symbols and their captions, located in ''BULB BONUS'' area, are: Screw (NOBONUS) symbol, Signal Tower (TRYAGAIN) symbol, Radio (NOBONUS) symbol, Toolbox (TRYAGAIN) symbol, Flashlight (NOBONUS) symbol, Candle (TRYAGAIN) symbol, + (PLUS) symbol and a − (MINUS) symbol.

 4. Prize Symbols: The prize symbols and their captions, located in the play area, are: $5.00 (FIV DOL), $10.00 (TEN DOL), $15.00 (FIFTEEN), $20.00 (TWENTY), $50.00 (FIFTY), $75.00 (SVY FIV), $100 (ONE HUN), $200 (TWO HUN), $500 (FIV HUN), $1,000 (ONE THO), $5,000 (FIV THO) and $200,000 (TWOHUNTHO). The prize symbols and their captions, located in the two ''ON BULB'' spots, are: $5.00 (FIV DOL), $10.00 (TEN DOL), $15.00 (FIFTEEN), $20.00 (TWENTY), $50.00 (FIFTY), $75.00 (SVY FIV), $100 (ONE HUN), $200 (TWO HUN) and $500 (FIV HUN).

 5. Prizes: The prizes that can be won in this game are: $5, $10, $15, $20, $50, $75, $100, $200, $500, $1,000, $5,000 and $200,000. The ''BULB BONUS'' area prizes that can be won in the two ''ON BULB'' spots, are: $5, $10, $15, $20, $50, $75, $100, $200 and $500. A player can win up to 14 times on a ticket. Watts of Cash contains a feature that can multiply certain prizes. For a complete list of prizes, and how those prizes can be won, see section 8 (relating to number and description of prizes and approximate odds).

 6. Approximate number of tickets printed for the game: Approximately 10,800,000 tickets will be printed for the Watts of Cash instant lottery game.

 7. Determination of prize winners:

 (a) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $200,000 (TWOHUNTHO) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $200,000.

 (b) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $5,000 (FIV THO) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $5,000.

 (c) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $500 (FIV HUN) appears in one of the ''ON BULB'' spots and a prize symbol of $200 (TWO HUN) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $3,500.

 (d) Holders of tickets upon which a Plug (WINALL) symbol appears in the play area and a prize symbol of $500 (FIV HUN) appears in two of the ''prize'' areas, a prize symbol of $200 (TWO HUN) appears in two of the ''prize'' areas, a prize symbol of $20.00 (TWENTY) appears in two of the ''prize'' areas and a prize symbol of $10.00 (TEN DOL) appears in six of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $1,500.

 (e) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $1,000 (ONE THO) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $1,000.

 (f) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $100 (ONE HUN) appears in each of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $1,000.

 (g) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $100 (ONE HUN) appears in eight of the ''prize'' areas and a prize symbol of $50.00 (FIFTY) appears in four of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $1,000.

 (h) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $75.00 (SVY FIV) appears in each of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $750.

 (i) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $75.00 (SVY FIV) appears in one of the ''ON BULB'' spots and a prize symbol of $50.00 (FIFTY) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $625.

 (j) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $500 (FIV HUN) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $500.

 (k) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $50.00 (FIFTY) appears in each of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $500.

 (l) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $50.00 (FIFTY) appears in eight of the ''prize'' areas, a prize symbol of $10.00 (TEN DOL) appears in two of the ''prize'' areas, a prize symbol of $75.00 (SVY FIV) appears in one of the ''prize'' areas and a prize symbol of $5.00 (FIV DOL) appears in one of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $500.

 (m) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $75.00 (SVY FIV) appears in two of the ''prize'' areas, a prize symbol of $50.00 (FIFTY) appears in three of the ''prize'' areas, a prize symbol of $20.00 (TWENTY) appears two of the ''prize'' areas, a prize symbol of $10.00 (TEN DOL) appears in two of the ''prize'' areas and a prize symbol of $5.00 (FIV DOL) appears in three of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $375.

 (n) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $50.00 (FIFTY) appears in one of the ''ON BULB'' spots and a prize symbol of $20.00 (TWENTY) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $350.

 (o) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $50.00 (FIFTY) appears in two of the ''prize'' areas and a prize symbol of $20.00 (TWENTY) appears ten of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $300.

 (p) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $200 (TWO HUN) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $200.

 (q) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $20.00 (TWENTY) appears in each of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $200.

 (r) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $50.00 (FIFTY) appears in two of the ''prize'' areas and a prize symbol of $10.00 (TEN DOL) appears in ten of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $200.

 (s) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $20.00 (TWENTY) appears in one of the ''ON BULB'' spots and a prize symbol of $15.00 (FIFTEEN) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $175.

 (t) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in four of the ''prize'' areas, a prize symbol of $5.00 (FIV DOL) appears in seven of the ''prize'' areas and a prize symbol of $75.00 (SVY FIV) appears in one of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $150.

 (u) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $15.00 (FIFTEEN) appears in one of the ''ON BULB'' spots and a prize symbol of $10.00 (TEN DOL) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $125.

 (v) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $15.00 (FIFTEEN) appears in six of the ''prize'' areas, a prize symbol of $5.00 (FIV DOL) appears in five of the ''prize'' areas and a prize symbol of $10.00 (TEN DOL) appears in one of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $125.

 (w) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $100 (ONE HUN) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $100.

 (x) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $15.00 (FIFTEEN) appears in one of the ''ON BULB'' spots and a prize symbol of $5.00 (FIV DOL) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $100.

 (y) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $10.00 (TEN DOL) appears in each of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $100.

 (z) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $20.00 (TWENTY) appears in two of the ''prize'' areas, a prize symbol of $10.00 (TEN DOL) appears in two of the ''prize'' areas and a prize symbol of $5.00 (FIV DOL) appears in eight of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $100.

 (aa) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $15.00 (FIFTEEN) appears in four of the ''prize'' areas and a prize symbol of $5.00 (FIV DOL) appears in eight of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $100.

 (bb) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in eight of the ''prize'' areas and a prize symbol of $5.00 (FIV DOL) appears in four of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $100.

 (cc) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $75.00 (SVY FIV) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $75.

 (dd) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $10.00 (TEN DOL) appears in one of the ''ON BULB'' spots and a prize symbol of $5.00 (FIV DOL) appears in one of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $75.

 (ee) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $10.00 (TEN DOL) appears in three of the ''prize'' areas and a prize symbol of $5.00 (FIV DOL) appears in nine of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $75.

 (ff) Holders of tickets upon which a Plug (WINALL) symbol appears in the ''YOUR NUMBERS'' area and a prize symbol of $5.00 (FIV DOL) appears in ten of the ''prize'' areas, a prize symbol of $15.00 (FIFTEEN) appears in one of the ''prize'' areas and a prize symbol of $10.00 (TEN DOL) appears in one of the ''prize'' areas, on a single ticket, shall be entitled to a prize of $75.

 (gg) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $50.00 (FIFTY) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $50.

 (hh) Holders of tickets upon which a + (PLUS) symbol and a − (MINUS) symbol appear in the ''BULB BONUS'' area and a prize symbol of $5.00 (FIV DOL) appears in each of the ''ON BULB'' spots, on a single ticket, shall be entitled to a prize of $50.

 (ii) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $20.00 (TWENTY) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $20.

 (jj) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $15.00 (FIFTEEN) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $15.

 (kk) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $10.00 (TEN DOL) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $10.

 (ll) Holders of tickets upon which a $ (DLRSN) symbol appears in the play area and a prize symbol of $5.00 (FIV DOL) appears in the ''prize'' area under that $ (DLRSN) symbol, on a single ticket, shall be entitled to a prize of $5.

 BULB BONUS: Reveal a ''+'' (PLUS) symbol and a ''−'' (MINUS) symbol, win 5 TIMES the prize shown in each ON BULB spot!

 Prizes, including top prizes, are subject to availability at the time of purchase.

 9. Retailer incentive awards: The Lottery may conduct a separate Retailer Incentive Program for retailers who sell Watts of Cash instant lottery game tickets.

 10. Retailer bonus: The Lottery may offer a retailer bonus in connection with the sale of Pennsylvania instant lottery game tickets. If a retailer bonus is offered, a Lottery retailer shall be eligible for a bonus as described in this section. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $100,000 and not exceeding $500,000 shall be paid a bonus of $500. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $500,001 and not exceeding $1,000,000 shall be paid a bonus of $5,000. Lottery retailers who sell a winning ticket that entitles the ticket holder to a prize, either payable in a single installment or having a guaranteed minimum payout, of at least $1,000,001 and not exceeding $10,000,000 shall be paid a bonus of $10,000. A Lottery retailer is entitled only to the largest bonus for which they qualify on a winning ticket. A bonus will be initiated for payment after the instant ticket is claimed and validated. A bonus will not be awarded to a Lottery retailer that sells a non-winning Pennsylvania Lottery instant ticket used to enter a Pennsylvania Lottery second-chance drawing or promotion that is subsequently selected to win a prize.

 11. Unclaimed prize money: For a period of 1 year from the announced close of Watts of Cash, prize money from winning Watts of Cash instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Watts of Cash instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

 12. Governing law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P.S. §§ 3761-101—3761-314), 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

 13. Termination of the game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Watts of Cash or through normal communications methods.
