Election for the Office of Judge of the Court of Common Pleas of Philadelphia County

 On June 16, 2023, the Secretary of the Commonwealth (Secretary) received written notice that Judge Rayford A. Means has revoked his declaration of candidacy for retention as a Judge of the Court of Common Pleas of Philadelphia County. Under the Constitution and laws of the Commonwealth, an election for the judicial office held by Judge Means will occur as part of the Municipal Election to be held November 7, 2023.

 In the Municipal Election, the electors of Philadelphia County will now elect 11 Judges of the Court of Common Pleas of Philadelphia County. Each elector will be entitled to vote for up to 11 candidates, with the 11 candidates receiving the largest number of valid votes being elected.

 In the Municipal Primary held May 16, 2023, the electors of the Democratic Party nominated ten candidates for the office of Judge of the Court of Common Pleas of Philadelphia County. No Republican candidates appeared on the ballot in the Republican Municipal Primary. Now, due to Judge Means' retention revocation, by law, each of the certified Statewide political parties of the Commonwealth—the Democratic Party, the Republican Party and the Libertarian Party—will be permitted to nominate one additional candidate for Court of Common Pleas of Philadelphia County by submitting to the Secretary, no later than September 18, 2023, a nomination certificate in the form prescribed by law and prepared in accordance with the applicable rules of the political party. See 25 P.S. §§ 2938.3, 2953 and 2954. Political bodies will be permitted to nominate a candidate by filing with the Secretary, no later than September 18, 2023, nomination papers prepared and submitted in accordance with the requirements of the Pennsylvania Election Code (25 P.S. §§ 2600—3591).
