Availability of Technical Guidance

[Saturday, September 2, 2023]Technical guidance documents (TGD) are available on the Department of Environmental Protection's (Department) web site at www.depgreenport.state.pa.us/elibrary/. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final TGDs are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft TGDs.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department's draft or final TGDs by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.
Changes to TGDs
Following is the current list of recent changes. Persons who have questions or comments about a particular document should contact the person whose name and phone number are listed with each document.
Final TGD: Minor Revision
DEP ID: 393-3130-108. Title: New Source Sampling Requirements for Surface Water Sources. Description: This TGD outlines the procedures for sample collection and provides a list of the minimum new source sampling requirements for all new surface water sources of public water supply. The minor revisions include adding perfluorooctanesulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) to the list of minimum sampling requirements. These revisions were necessary to update this TGD following the amendments of 25 Pa. Code Chapter 109 (relating to safe drinking water) that were published as final at 53 Pa.B. 333 (January 14, 2023).

Final TGD: Minor Revision
DEP ID: 393-3130-208. Title: New Source Sampling Requirements for Groundwater Sources for Community and Noncommunity Systems. Description: This TGD outlines the procedures for sample collection and provides a list of the minimum new source sampling requirements for all new community and nontransient noncommunity groundwater systems and transient noncommunity groundwater systems that are required to obtain a Department-issued construction permit. The minor revisions include adding PFOS and PFOA to the list of minimum sampling requirements. These revisions were necessary to update this TGD following the amendments of 25 Pa. Code Chapter 109 that were published as final at 53 Pa.B. 333.

Interim Final TGD: Rescission
DEP ID: 252-6600-516. Title: Review of Residual and Hazardous Waste Source Reduction Strategies. Description: With an effective date of December 10, 1993, this TGD provided background information on the purpose and intent of the Source Reduction Strategy (SRS) requirement and guidance on implementing the requirement in a manner that would promote meaningful source reduction. The residual and hazardous waste regulations require each waste generator to prepare an SRS describing what the generator intends to do to reduce or eliminate, at the source, the amount and toxicity of each waste type generated. In the intervening years, best practices have evolved and have been refined and the SRS 2540-PM-BWM0349, also known as Form 25R, no longer refers to 252-6600-516. Therefore, this TGD is obsolete.
