To restore and rehabilitate approximately 890 linear feet of an Officers Run (TSF-MF) associated with the applicant's request for stream and bank restoration and enhancement. The proposed restoration will include the following: 1) Grading back the existing nearly vertical banks to create a low, vegetated flat floodplain bench on each side of watercourse to improve stream flows. 2) Along the perennial stream, a low floodplain bench (averaging approximately 20—30 feet wide) will be installed on either side of the existing approximately 30-foot-wide channel, with a 3:1 slope on both sides of the floodplain bench. 3) Native trees and shrubs will be planted to enhance the riparian buffer for pollutant runoff. 4) Two permanent livestock crossings (GP-6-1 and GP-6-2) and streambank fencing will be installed to protect the project site. Also, an existing stormwater drainage pipe will be regraded along with the channel realignment in this area and the area will be stabilized with a riprap apron at the outfall (GP-4-1), etc. 5) The proposed project will not increase flood elevations or adversely impact upstream, downstream, or adjoining properties and structures. 6) Permanent wetland impacts will be approximately 0.032 (PEM) acre. The project is located at Strasburg Road bridge crossing and extending about 890 feet to a stream crossing on the King property (Parkesburg, PA USGS Quadrangle, Latitude: 39.966944; Longitude: -75.962222) in West Sadsbury Township, Chester County. Pipeline exposure is anticipated to last approximately one (1) year and will result in temporary impacts to two (2) Palustrine Emergent (PEM) wetlands and one (1) intermittent stream (Lick Run, a Trout Stocked Fishery) and associated 50-foot assumed floodway. Proposed project impacts include excavation of the existing pipelines, installation of monitoring equipment, stockpiling of soils, installation of temporary flume pipes and riprap aprons, installation of timber mat bridges over streams and wetlands for equipment crossing, and site restoration post-construction. p

US Army Corps of Engineers (Buffalo District), 1776 Niagara Street, Buffalo, NY 14207. 2024 Erie Harbor Dredging, Erie County. On October 30, 2023, the Department granted the US Army Corps of Engineers (USACE) Water Quality Certification under Section 401 of the Federal Water Pollution Control Act (33 U.S.C.A. § 1341(a)) to dredge approximately 250,000 cubic yards of sediment from the Erie Harbor Federal navigation channels and dispose of the dredged material at an existing, authorized one-mile square open-lake discharge area in Lake Erie within Pennsylvania waters. The Water Quality Certification was based on an environmental assessment (EA2506223-001) of physical and chemical quality of the material to be dredged and the finding of low risk to the protected uses of the Pennsylvania waters of Lake Erie. The Water Quality Certification was contingent upon compliance with the Erosion and Sediment Control Plan submitted for the project and limited dredging operations to the period between June 15, 2024 and September 15, 2024.
By letter dated March 18, 2024, the USACE requested, and the Department granted, an amendment to the Water Quality Certification to expand the 2024 dredging window from June 1, 2024, to September 15, 2024.
EROSION AND SEDIMENT CONTROL The following Erosion and Sediment Control permits have been issued.

Issuance of AMENDMENT TO State Water Quality Certification Required by Section 401 of the Clean Water Act for York Haven Power Company, LLC'S York Haven Hydroelectric Project Southcentral Region.
Waterways and Wetlands Program, 909 Elmerton Avenue, Harrisburg, PA 17110.
DEP File No.: EA67-023 York Haven Power Company, LLC (''YHPC'' or ''Applicant''), York Haven Hydro Station, P.O. Box 67, York Haven, Pennsylvania 17370. The York Haven Hydroelectric Project (''YHHP'') is an existing 19.65 megawatt hydroelectric power generating facility located across the Susquehanna River in York Haven Borough, York County, Conoy Township, Lancaster County and Londonderry Township, Dauphin County (York Haven, PA Quadrangle; Latitude: 40° 07` 12.31" N Longitude: -76° 43` 11.51" W). YHHP is operated as a run-of-river dam and was constructed from 1901-1904.
On August 19, 2014, the Pennsylvania Department of Environmental Protection (''PADEP'') issued Water Quality Certification (''WQC'') EA67-023 for the YHHP. Among other required activities, WQC EA67-023 requires the design and construction of a Nature-like Fishway (''NLF'') in the vicinity of the apex of the main YHHP dam and Three Mile Island (''TMI''). Further, the NLF design required by WQC EA67-023 Section III.A.2. and Appendices A & B is currently an in-river NLF design. In 2015, the Federal Energy Regulatory Commission (''FERC'') re-licensed the YHHP for continued operation of the YHHP, which included the requirements of WQC EA67-023. The YHPC YHHP is docketed at FERC as Project No. P-1888.
On January 26, 2023, YHPC filed an application with FERC to amend their existing FERC license to reflect a new inland NLF design to replace the prior in-river NLF design. Pennsylvania WQC is required for FERC's amendment of the license to reflect the project design change under the Federal Power Act.
On June 22, 2023, YHPC requested an amendment of WQC EA67-023, Section III.A.2., Appendices A & B, and inclusion of a new Appendix B-1. The WQC amendment modifies the required NLF design from an in-river NLF design to an inland NLF design. The inland NLF design will remain in the vicinity of the apex of the main dam and TMI. The revised design will ensure that the design, construction, operation and maintenance of the YHHP, including the revised NLF design, will protect water quality in Pennsylvania through compliance with State water quality standards and associated State law requirements, which are consistent with the requirements of the Federal Water Pollution Control Act (''Clean Water Act'').
PADEP published notice of the proposed amendment of WQC EA67-023 in the Pennsylvania Bulletin, Volume 53, Issue 31 (53 Pa.B. 4428) on August 5, 2023. PADEP did not receive any comments about the proposed amendment to WQC EA67-023.
This WQC amendment consists of an inland NLF design; associated design criteria for the inland NLF (new Appendix A); Conceptual Plan for the inland NLF (new Appendix B); and a Project Timeline for the YHHP inland NLF (new Appendix B-1).
Pursuant to Section 401 of the Clean Water Act (33 U.S.C.A. § 1341), PADEP hereby issues a state WQC amendment for EA67-023 to modify Section III.A.2., add new Appendices A & B, and add an Appendix B-1 to WQC EA67-023. The amended WQC EA67-023 continues to require compliance with the unchanged portions of the WQC EA67-023 and the State water quality permitting programs, criteria and conditions established pursuant to State law to ensure that YHHP does not violate applicable State water quality standards set forth in 25 Pa. Code Chapters 93 and 96.

The Permit detailed as follows, NPDES Permit Number PAD280019, was previously published incorrectly in the March 16, 2024 issue of the Pennsylvania Bulletin. NPDES Permit Number PAD280019 was correctly published as a Final Action, however it did not appear in the correct Final Action section of the Pennsylvania Bulletin. The purpose of this notice is to retract the information regarding this permit previously published in the incorrect section of the Pennsylvania Bulletin, PAG-02 General Permit NOIs (NPDES & WQM Permit Final Action Section II.) and the Erosion and Sediment Control Permit (Erosion and Sediment Control Permit Final Action Section) on March 16, 2024. Permit Number PAD280019 should have been published in the NPDES & WQM Permit Final Action Section I.—Individual NPDES construction stormwater permits. DEP has now published notice of final action on Permit Number PAD280019 in the correct section of the Pennsylvania Bulletin, NPDES & WQM Permit Final Action Section I.
