STATE CONSERVATION COMMISSION
PROPOSED NUTRIENT MANAGEMENT PLANS RELATED TO APPLICATIONS FOR NPDES PERMITS FOR CAFOs This notice provides information about agricultural operations that have submitted nutrient management plans (NMPs) for approval under 3 Pa.C.S. Chapter 5 and that have or anticipate submitting applications for new, amended or renewed (National Pollutant Discharge Elimination System) NPDES permits, or Notices of Intent (NOIs) for coverage under a general permit, for CAFOs, under 25 Pa. Code Chapter 92a. This notice is provided in accordance with 25 Pa. Code Chapter 92a and 40 CFR Part 122, implementing The Clean Streams Law and the Federal Clean Water Act.
Based upon preliminary reviews, the State Conservation Commission (SCC) or County Conservation Districts (CCD) working under a delegation agreement with the SCC have completed an administrative review of NMPs described. These NMPs are published as proposed plans for comment prior to taking final actions. The NMPs are available for review at the CCD office for the county where the agricultural operation is located. A list of CCD office locations is available at http://www.nacdnet.org/about/districts/directory/pa.phtml or can be obtained from the SCC at the office address listed or by calling 717-787-8821.
Individuals wishing to comment on an NMP are invited to submit a statement outlining their comments on the plan to the CCD, with a copy to the SCC for each NMP, within 30-days from the date of this public notice. Comments received within the respective comment periods will be considered in the final determinations regarding the NMPs. PUBLIC WATER SUPPLY PERMITS Under the Pennsylvania Safe Drinking Water Act (35 P.S. §§ 721.1—721.17), the following parties have applied for Public Water Supply (PWS) permits to construct or substantially modify public water systems.

AIR QUALITY
PLAN APPROVAL AND OPERATING PERMIT APPLICATIONS The Department of Environmental Protection (DEP) has developed an integrated plan approval, State Operating Permit and Title V Operating Permit program. This integrated approach is designed to make the permitting process more efficient for DEP, the regulated community and the general public. This approach allows the owner or operator of a facility to submit permitting documents relevant to its application for all sources related to a facility or a proposed project, affords an opportunity for public input, and provides for a decision on the issuance of the necessary permits.
The DEP received applications for Plan Approvals or Operating Permits from the following facilities. Copies of the application, DEP's analysis, all pertinent documents used in the evaluation of the application and subsequently prepared proposed plan approvals/operating permits are available for public review during normal business hours at the appropriate DEP Regional Office. Appointments for scheduling a review must be made by calling the appropriate DEP Regional Office. The address and telephone number of the Regional Office is listed before the application notices.
Individuals wishing to file a written protest or provide comments or additional information, which they believe should be considered prior to the issuance of a permit, may submit the information to the DEP's Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments, protests and information. Each submission must contain the name, address and telephone number of the person submitting the comments, identification of the proposed Plan Approval/Operating Permit including the permit number and a concise statement regarding the relevancy of the information or objections to issuance of the permit.
Any individual wishing to request a hearing may do so during the 30-day comment period. Final Plan Approvals and Operating Permits will contain terms and conditions to ensure that the sources are constructed and operating in compliance with applicable requirements in the Air Pollution Control Act (35 P.S. §§ 4001—4015), 25 Pa. Intent to Issue Plan Approval:
The Department of Environmental Protection intends to issue a plan approval to Ellwood install one (1) aluminum forging furnace, two (2) aluminum drop bottom furnaces, two (2) quench tanks with immersion heaters, and two (2) aluminum box aging ovens at their facility located in Corry City, Erie County. Ellwood is a Natural Minor facility and an open die forging facility under State Only Operating Permit # 25-00501. Public notice is required for sources required to obtain a Plan Approval in accordance with 25 Pa. Code § 127.44.
The following sources are incorporated into this Plan Approval:
• One (1) 6.0 MMBtu/hr Nutec Bickley aluminum forging furnace (Source 121).
• Two (2) 4.5 MMBtu/hr Nutec Bickley aluminum drop bottom furnaces (Source 122-123).
• Two (2) 4.2 MMBtu/hr Fives North American 4762-8 quench tanks with immersion heaters (Source 124-125).
• Two (2) 2.5 MMBtu/hr Nutec Bickley Maxon Oven Pak LE OPLE30 aluminum box aging ovens Source 126-127).
Ellwood processes aluminum ingots into semi-finished products using natural gas-fueled furnaces, quench tanks, and aging ovens. To track emissions, Ellwood must maintain daily records of natural gas usage and operational hours for each source. An analysis by the permittee determined that low NOx burners and good combustion practices represent the Best Available Technology (BAT) for these operations. Natural gas will be the only permitted fuel source for the proposed facilities.
Based on BAT the emission limits of each of the sources will be as follows:

Code § 127.44(f)(1), all the pertinent documents regarding this application (applications, review memos, and draft approvals) are also available for review from 8:00 a.m. to 4:00 p.m. at the Meadille Regional DEP office (Air Quality). 06-05007S: Carpenter Technology Corporation, 101 Bern St., Reading, PA 19601, City of Reading, Berks County. Application received: December 15, 2023. For the repurposing of a 3,500 gallon sulfuric acid tank into an additional nitric acid/nitric-hydrofluoric tank, that will be part of Source ID 104A (Block 3 Nitric Pickling Line) controlled by a Wet Scrubber Source ID C04A (Scrubber: Nitric Pickling B-154) at the specialty steel alloys manufacturing facility. There are some materials that are processed by both Source 104A and the Block HCL Pickling Line Source 103A. Since the exact product mix is unknown and to allow for operational flexibility to meet customer orders and product demand, it is conservatively assumed that the entirety of production attributed to the Source 104A project will be material processed in both lines (i.e., Source 103A and Source 104A). The overall emissions increases in this facility as a result of the changes proposed is zero which will not trigger PSD or NSR provisions. The facility is a Title V facility. DEP's review of the information submitted by the applicant indicates that the air contamination sources as constructed or modified will comply with all regulatory requirements pertaining to air contamination sources and the emission of air contaminants including the best available technology requirement (BAT) of 25 Pa. Code §§ 127.1 and 127.12, for NOx and HAPs. Based on these findings, the Department proposes to issue a plan approval for the proposed construction. If, after the project has been implemented, the Department determines that the sources are constructed and operated in compliance with the plan approval conditions and the specification of the application for plan approval, the requirements established in the plan approval will be incorporated into an Operating Permit pursuant to the administrative amendment provisions of 25 Pa. Code § 127.450.

MINING ACTIVITY NPDES DRAFT PERMITS This notice provides information about applications for a new, amended or renewed National Pollutant Discharge Elimination System (NPDES) permits associated with mining activity (coal or noncoal) permits. The applications concern industrial waste (mining) discharges to surface water and discharges of stormwater associated with mining activities. This notice is provided in accordance with 25 Pa. Effluent Limits for Coal Mining Activities
For coal mining activities, NPDES permits, when issued, will contain effluent limits that are the more stringent of technology-based (BAT) effluent limitations or Water Quality Based Effluent Limits (WQBEL).
The BAT limits for coal mining activities, as provided in 40 CFR Part 434 and 25 Pa. Code Chapters 87—90 are as follows:

Exceptions to BAT effluent limits may be applicable in accordance with 25 Pa. Code §§ 87.102, 88.92, 88.187, 88.292, 89.52 and 90.102.
Effluent Limits for Noncoal Mining Activities
The limits for noncoal mining activities as provided in 25 Pa. Code § 77.522 are pH 6 to 9 and other parameters DEP may require.
Discharges from noncoal mines located in some geologic settings (for example, in the coal fields) may require additional water quality based effluent limits. If additional effluent limits are needed for an NPDES permit associated with a noncoal mining permit, then the permit description specifies the parameters.

Remove an existing 8-inch diameter drinking water utility line crossing of McLaughlin Run as part of the aforementioned culvert removal, and construct and maintain a replacement 8-inch diameter drinking water utility line crossing of the same watercourse approximately 35 feet upstream from the existing crossing location. The relocated line will be encased in concrete beneath the stream bed and will be embedded 3` below the proposed stream bed elevation. This activity will result in 12 LF of permanent watercourse impacts, 0.003 ac of permanent floodway impacts, and 0.002 ac of floodplain fringe impacts.
3. Construct and maintain an approximately 1,200 foot long soldier beam and lagging levee wall, which varies in height from approximately 8.5 to 12 feet, on the west (river left) side of McLaughlin Run and to excavate along 716 feet of McLaughlin Run and it's west (river left) bank along the aforementioned levee wall, resulting in 716 LF of permanent watercourse impacts, 0.283 ac of permanent floodway impacts and 0.089 ac of permanent floodplain fringe impacts.
4. Install and maintain riparian vegetation plantings in the floodway, and along 1,092 LF, of McLaughlin Run on the riverward side of the aforementioned levee wall, resulting in 1,092 LF of permanent watercourse impacts and 0.627 ac of permanent floodway impacts. This permanent impact area overlaps with 716 LF of the watercourse impact and 0.247 ac of the floodway impact noted in the preceding item.
5. Construct, operate, and maintain screw pumps behind the aforementioned levee wall and construct and maintain associated 36-inch diameter corrugated plastic pipe (CPP) stormwater piping, endwall, and outfall structure with an R-6 riprap apron within the floodway of, and along, McLaughlin Run resulting in 10 LF of permanent watercourse impacts, 0.014 ac of permanent floodway impacts, and 0.075 ac of permanent floodplain fringe impacts. The watercourse impact length for this activity completely overlaps with the watercourse impacts associated with the aforementioned levee wall construction and excavation.
6. Construct and maintain two 36-inch diameter CPP stormwater pipes, endwalls, and outfall structures with R-5 riprap aprons within the floodway of, and along, McLaughlin Run, resulting in 18 LF of permanent watercourse impacts, 0.002 ac of permanent floodway impacts, and 0.016 ac of permanent floodplain fringe impacts. These structures are associated with another set of screw pumps at the downstream end of the aforementioned levee wall.
7. Construct and maintain a temporary stream crossing for work site access, resulting in 10 LF of temporary watercourse impacts and 0.004 ac of temporary floodway impacts.
8. Construct and maintain temporary dewatering, erosion control, and sediment control facilities, resulting in 1,203 LF of temporary watercourse impacts, 0.414 ac of temporary floodway impacts, and 0.013 ac of floodplain fringe impacts. The temporary watercourse impact for this activity overlaps with the 10 LF of watercourse impacts associated with the aforementioned temporary stream crossing.
For the purpose of controlling the frequent flooding that affects the residents and businesses along McLaughlin Run. Cumulatively, the project will permanently impact approximately 1,208 LF of watercourse, 0.841 ac of floodway, 0.281 ac of floodplain fringe and will temporarily impact approximately 1,299 LF of watercourse, 0.463 ac of floodway, and 0.013 ac of floodplain fringe.
The project is located under and to the north of Commercial Street starting near its intersection with Bower Hill Road (Bridgeville PA USGS topographic quadrangle map; Latitude: 40° 21` 33.84"; Longitude: -80° 6` 34.9095"; Sub-basin 20F; USACE Pittsburgh District), in Bridgeville Borough, Allegheny County.

The applicant proposes to construct and maintain:
• An approximately 33` long by 16` wide extension of an existing concrete boat launch ramp, which was previously authorized by DEP File No. GP022617203, within the Youghiogheny River (WWF) and its floodway by installing 8 (eight) 4` x 16` concrete panels that interconnect with hook and eye mechanisms, resulting in 23 linear feet (LF) of permeant watercourse impacts and 0.01 acre of permanent floodway impacts;
• A seasonally removable, 24` x 20` hexagonal floating dock and associated 30` x 5` gangway, which will meet Americans with Disabilities Act (ADA) accessibility requirements, within the Youghiogheny River and its floodway, resulting in 28 LF of permanent watercourse impacts and 0.02 acre of permanent floodway impacts. This activity may require removal or reconfiguration of a small area of bank stabilization riprap which was previously authorized by DEP File No. GP032617203;
• ADA accessible parking area and access walkway within the floodway of the Youghiogheny River, resulting in 0.03 acre of permanent floodway impacts. This activity may require removal or reconfiguration of a small area of bank stabilization riprap which was previously authorized by DEP File No. GP032617203; and
• Construction access, erosion and sediment controls, and temporary work areas needed to construct the aforementioned structures within the Youghiogheny River and its floodway, resulting in 85 LF of temporary watercourse impacts and 0.15 acre of floodway impacts.
For the purpose of enhancing recreational fishing and boating access along the Youghiogheny River. Cumulatively, the project will result in permanent impacts to 61 LF of the Youghiogheny River and 0.06 acre of its floodway. Additionally, cumulatively, the project will result in temporary impacts to 85 LF of the Youghiogheny River and 0.15 acre of its floodway.
The project site is located within Yough River Park and is under the Southwestern side of the Route 119 Bridge over the Youghiogheny River (Connellsville, PA USGS topographic quadrangle; N: 40°, 01`, 17"; W: -79°, 35`, 51"; Sub-basin 19D; USACE Pittsburgh District), in the City of Connellsville, Fayette County.
