The Following Plans and Reports Were Submitted Under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.908).
Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The DEP may approve or disapprove plans and reports submitted. This notice provides DEP's decision and, if relevant, the basis for disapproval.

The Department of Environmental Protection (Department) provides notice of final action regarding the following Chapter 102, Erosion and Sediment Control Permit Application related to Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment Operations or Transmission Facilities. The Line 35 Longwall Mining Mitigation Project proposes the replacement of approximately 3,300 feet of existing 10-inch diameter steel Columbia Line 35 with new 6-inch plastic pipe in advance of longwall mining along Enlow Fork Panel G4. The new pipeline will be tied into the existing pipeline, laid on the ground surface within the existing 50-foot-wide right-of-way (ROW), and monitored during longwall mining activities. Upon completion of longwall mining activities, the pipe will be buried at a 5 foot offset from the existing pipe in the existing ROW, and the existing pipe will be abandoned in place. The proposed limits of disturbance (LOD) will encompass a total of 5.63 acres. Access to the project will be via existing public roadways, existing access roads, and the existing pipeline ROW. The pipeline ROW, workspaces, and temporary access will be returned to approximate original grade and restored to existing condition or meadow-good condition upon completion of construction activities. The project is in Morris Township and involves approximately 5.63 acres of earth disturbance.

The Department of Environmental Protection has scheduled a public hearing to accept comments on the Construction & Demolition Waste Landfill Permit Renewal Application for the Blythe Recycling and Demolition Site (BRADS) Landfill Permit No. 101679. BRADS Landfill is located at 1061 Burma Road in Blythe Township, Schuylkill County. The application is currently under review.
The public hearing will be held on Wednesday, May 29, 2024 from 6 to 9 p.m. at the Saint Clair Area Elementary/Middle School located at 227 S. Mill Street, Saint Clair, PA 17970.
The Department requests that individuals wishing to testify at the hearing submit a written notice of intent to Colleen Connolly, Community Relations Coordinator, BRADS Landfill Public Hearing, PA DEP, 2 Public Square, Wilkes-Barre, PA 18701-1915, or by email at coconnolly@pa.gov.
The Department will accept notices up to the day of the hearing. The written notice should include the person's name, address, telephone number and a brief statement as to the nature of their presentation. The Department requests that individuals limit their testimony to 5 minutes so that all individuals have the opportunity to testify.
Written copies of oral testimony are requested. Relinquishing of time to others will not be allowed. Individuals attending the hearing will have the opportunity to testify if they so desire; however, individuals who pre-register to testify will be given priority on the agenda.
