Proposed General Plan Approval and/or General Operating Permit for Human or Animal Crematory Incinerators (BAQ-GPA/GP-14); Public Comment Opportunity (2700-PM-BAQ0024)

[Saturday, May 4, 2024]The Department of Environmental Protection (Department) announces the opportunity for public comment on the proposed General Plan Approval (GPA) and/or General Operating Permit (GP) for Human or Animal Crematory Incinerators (BAQ-GPA/GP-14 or GP-14). Notice of availability of related documents and the opportunity to submit comments for GP-14 is published in the Pennsylvania Bulletin and in six newspapers of general circulation and sent to nearby states and the United States Environmental Protection Agency in full compliance with 25 Pa. Code § 127.612(a) (relating to public notice and review period).
The proposed GP-14 was developed under the authority of section 6.1(f) of the Air Pollution Control Act (35 P.S. § 4006.1(f)) and 25 Pa. Code Chapter 127, Subchapter H (relating to general plan approvals and operating permits) and is applicable and limited to human or animal crematory incinerators with rated capacities less than 500 pounds per hour.
The proposed GP-14 includes Best Available Technology requirements to meet emission limits for filterable particulate matter.
This proposed GP-14 includes visible and odor emissions monitoring. This proposed general permit also includes monitoring, recordkeeping and reporting requirements designed to keep the facility operating in compliance with applicable Federal and State air quality requirements, including records of maintenance performed, municipal notifications, malfunction reporting and annual facility inventory reporting. The required records must be maintained onsite or at the nearest local field office for 5 years. This proposed general permit includes a general plan approval application fee of $1,600, a general operating permit application/renewal fee of $750, an annual operating permit maintenance fee of $500, a transfer of ownership fee of $500 and an administrative amendment fee of $500. The term for this proposed general permit is 5 years and an approved authorization can be renewed before the expiration date.

The Department must receive comments no later than June 17, 2024.
