36-05014M: Arconic Lancaster Corporation, 1480 Manheim Pike, Lancaster, PA 17601, Manheim Township, Lancaster County. For 1) the installation of a fourth rolling mill stand to the existing 3-stand 72" Hot Mill (Source ID 125), 2) the replacement of the 72" Hot Mill Rotoclone (Control ID C10) with a new Progressive Mist Elimination System, 3) the upgrade of the hot mill scalper's (Source ID GP118) crusher chip handling system and 4) the installation of a new 32 mmBtu/hr natural gas fired slab furnace (Source ID 149J) at their secondary aluminum production facility. The proposed installations and modifications are estimated to increase the 72" Hot Mill's throughput capacity by 48%. Additionally, due to the increased production capacity on the 72" Hot Mill, Arconic expects an increase in production from the 80" Hot Mill (Source ID 147) since the 72" Hot Mill will be able to handle 2" slabs as opposed to the current 1" slabs being transferred. 46-00262: Penn Color/Hatfield, 2801 Richmond Rd, Hatfield, PA 19440, Hatfield Township, Montgomery County. The Minor Modification of State Only Operating Permit is issued to Penn Color under the Air Pollution Control Act (35 P.S. §§ 4001—4015) and 25 Pa. Code § 127.462. The modification was received contemporaneously with a plan approval exemption request (refer to RFD No. 10649) to address adding and removing equipment in Wet Building 2—Liquid Dispersion Center (Source ID 200). The sources located in the Wet Building 2 exhaust to an existing RTO (C03), reducing VOC emissions. The modifications will not result in emission increases above the emissions allowable in the existing Operating Permit and will not result in an increased ambient air quality impact for an air contaminant. Penn Color did not request an increase in emissions and will continue to demonstrate compliance with all existing permit conditions. Sources at the facility are not subject to Compliance Assurance Monitoring (CAM) pursuant to 40 CFR Part 64, and the facility is not subject to the Greenhouse Gas Requirements pursuant to the GHG Tailoring Rule, 40 CFR Parts 51, 52, 70, and 71, et al. The modified permit will include monitoring, recordkeeping and reporting requirements designed to keep the facility operating within all applicable air quality requirements. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

 DEP may approve or disapprove plans and reports submitted. This notice provides DEP's decision and, if relevant, the basis for disapproval.
